The Luoyang Municipal Party Committee and Municipal Government arranged for the preliminary work of the South Bank Irrigation District as early as the early stage of the construction of the Xiaolangdi Reservoir. In August 1998, during the construction of the Xiaolangdi Reservoir, the South Bank Irrigation District Headwaters (i.e., the water diversion inlet) project started. Construction, completed in June 2002 and passed completion acceptance, with an investment of 126 million yuan.

In 2009, the Xiaolangdi South Bank Irrigation Area was included in the Henan Provincial Grain and New Area Planning and Construction Project. The Municipal Party Committee and the Municipal Government seized the opportunity and put the Yellow River Diversion Project into the "fast lane" -

In April 2009, the feasibility study report for the Xiaolangdi South Bank Irrigation District was completed and officially submitted; in June, the municipal government decided A loan of 950 million yuan was obtained from the bank for the construction of the Xiaolangdi South Bank Irrigation Area; in August, the Standing Committee of the Municipal People's Congress approved the municipal government's loan proposal; from September to November, the project's water conservation plan, land pre-examination, and environmental impact assessment were successively passed Approval from the Provincial Department of Water Resources, the Provincial Department of Land and Resources, and the Provincial Department of Environmental Protection.

In accordance with the requirements of overall application for approval, phased implementation, race against time, and cross construction, in October 2009, the construction of the artesian main canal in the Nan'an Irrigation District, that is, the diversion project from the Yellow River to Luoyang, began.

In February 2010, the project feasibility study report was approved by the Provincial Development and Reform Commission, marking the Xiaolangdi South Bank Irrigation District entering the substantive construction stage. The designed water diversion flow rate of the irrigation area is 28.6 cubic meters/second. It is planned to be divided into three parts: diversion irrigation area, lift irrigation area and gravity irrigation area. The designed irrigation area is 617,700 acres, and the total project investment is 1.202 billion yuan. After the Xiaolangdi South Bank Irrigation Area is completed, it will effectively bring into play the benefits of agricultural irrigation, urban and rural drinking water, and ecological improvement. It is of great significance to accelerating the city's economic and social development and promoting the improvement of the ecological environment.

On March 12, 2010, the bidding for the 11-section diversion project from the Yellow River to Luoyang with an investment of 230 million yuan was opened, and the construction company was confirmed. Within March, 10 companies with corresponding qualifications will gradually enter the site and carry out construction across the board.
