Students in adult education institutions are entitled to tuition compensation and national student loan compensation when they enlist in the army. Ordinary undergraduate (higher vocational) students enrolled in adult education institutions meet the policy of tuition compensation and national student loan compensation.

Article 1 In order to encourage college graduates to actively enlist in the army, improve the quality of conscription, and promote the modernization of national defense and the army, these measures are formulated according to the relevant spirit of the Notice of the General Office of the State Council on Strengthening the Employment of College Graduates (Guo Ban Fa [2009] No.3) and the Notice of the Ministry of Education and Finance of the General Political Department of the General Staff on Doing a Good Job in Recruiting College Graduates (No.6 of the General Staff).

Article 2 Since 2009, the state has compensated college graduates who have been drafted into the army for compulsory military service for the tuition fees paid during their school days.

During the period of school, if you get the national student loan (including the national student loan of ordinary colleges and universities and the student source credit student loan, the same below), the tuition compensation shall be first used to repay the principal of the student loan and the interest generated before it is fully repaid (hereinafter referred to as the principal and interest of the national student loan).

Article 3 The term "institutions of higher learning" as mentioned in these Measures refers to full-time public institutions of higher learning, private institutions of higher learning and independent colleges (hereinafter referred to as universities) affiliated to the central departments and localities that have approved the establishment and implementation of higher education.

Article 4 The term "college graduates" as mentioned in these Measures refers to full-time graduates of ordinary colleges and universities (including higher vocational colleges), graduate students and second bachelor's degree graduates of the above-mentioned colleges and universities, and graduates of ordinary colleges and universities (higher vocational colleges) recruited by adult colleges and universities (hereinafter referred to as college graduates). Students who have enjoyed the policy of exempting all tuition fees during their school days, college graduates, national defense students, cadres recruited by the army, and non-commissioned officers directly recruited from college graduates and other forms of college graduates joining the army are not included.
