1. Weifang Comprehensive Bonded Zone was established with the approval of the State Council on February 5, 2003. In April, 2006, Weifang Municipal Party Committee and Municipal Government separately established the Party Working Committee and Management Committee of Weifang Comprehensive Bonded Zone, which were directly under the management of the Municipal Party Committee and Municipal Government.

1.201/On February 23rd, 2008, the People's Government of Shandong Province held a press conference and announced that on June 25th, 2008, the State Council approved the transformation and upgrading of Weifang Export Processing Zone into a national comprehensive bonded zone, becoming the first comprehensive bonded zone in China and the first in Shandong.

Second, the establishment of the zone not only greatly supplements and perfects the economic development function of Shandong Province, but also integrates and extends the functions of ports and airports such as Qingdao, Yantai, Rizhao, Weihai and Weifang, serving and radiating the development of inland areas in western Shandong. It will play an important role in policy service, project agglomeration and internationalization platform for promoting the construction of "three regions" and accelerating the effective economic development of Shandong coastal and western regions.

Third, the main functions

1. The production enterprises in the bonded processing comprehensive bonded zone can engage in bonded processing of imported raw materials and export them (or sell them to China), or purchase raw materials from China and export them after tax refund. The function of bonded processing provides a policy depression for the production enterprises that use both domestic and foreign resources and whose products face the international and domestic markets.

2. Bonded Logistics Comprehensive Bonded Zone can provide logistics services such as warehousing, distribution, value-added processing, international transit, import and re-export of goods in bonded state for import and export enterprises inside and outside the zone in the process of purchasing raw materials and selling products, so as to maximize the profits of enterprises with the lowest logistics cost.

3. Registered trading companies are allowed to trade goods in the comprehensive bonded zone, and all kinds of enterprises in the zone have the right to import and export, and can engage in global or regional procurement, distribution and distribution business. For the goods entering the area, comprehensive processing such as import and export LCL or commercial value-added processing can be carried out, including grading, sorting, sub-packaging and marking.

4. Comprehensive service trade in the bonded area can include R&D, design, product testing, after-sales maintenance, equipment leasing and other services related to bonded processing, bonded logistics and goods trade, and can also include an international shipping center, a procurement and distribution center, an operation and settlement center and a futures delivery center.

5. Port function (virtual port) Using the resources of Qingdao Airport and Qingdao Qianwan Port as international transportation hubs, the port function has been extended and moved to Weifang Comprehensive Bonded Zone, which is equivalent to setting up "Runway-free International Airport (virtual airport)" and "Waterless International Wharf (virtual wharf)" in Weifang Comprehensive Bonded Zone. All import and export goods can be declared, inspected and released at Qingdao Port in the Comprehensive Bonded Zone, without going to Qingdao again.
