These Measures shall apply to the construction, operation, development and management of Chengdu Jiaoziyuan Financial Business District (hereinafter referred to as the Business District). The construction of business district should adhere to the leadership of the party, follow the principles of overall planning, overall promotion, government-led and market-oriented operation, adhere to the concept of integration of production and city, green ecological development, strictly implement resource conservation and environmental access conditions, and realize coordinated and sustainable economic and social development. Article 4 (Management System)
Chengdu Jiaoziyuan Financial Business District Development and Service Bureau (hereinafter referred to as the Development and Service Bureau) performs the duties of a statutory body, and is responsible for the development and construction, operation management, industrial development and comprehensive coordination of the business district on the basis of fully respecting the opinions of the local government.
Relevant departments of the Municipal People's Government, Chengdu High-tech Zone Administrative Committee, Jinjiang District People's Government and streets are responsible for the management of social affairs such as ecological environment, safety production, market supervision, social security, public health, urban management, community development and governance in the business district according to their respective responsibilities.
The relevant departments of Chengdu High-tech Zone Management Committee and Jinjiang District People's Government shall, in accordance with their respective responsibilities, support and cooperate with the development and construction of the business district and industrial development.
Chengdu High-tech Zone Management Committee and Jinjiang District People's Government shall, on the basis of unified management of the business district, make territorial statistics on financial, tax and economic data. Article 5 (Responsibilities of Statutory Organizations)
The Development Service Bureau shall specifically perform the following duties:
(a) in conjunction with the Municipal People's Government, Chengdu High-tech Zone Management Committee and Jinjiang District People's Government and other relevant departments, the preparation of business district development strategic planning, spatial planning, industrial planning, and organize the implementation after approval according to the prescribed procedures;
(two) to organize the development of leading industries in the business district, and organize the implementation after approval according to the prescribed procedures;
(3) Organizing the formulation and implementation of relevant rules and guidelines for promoting the development of leading industries in business districts;
(4) Organizing the development and construction of the business district, and being responsible for the construction, operation and management of the infrastructure and public service facilities in the business district;
(five) responsible for business district investment, publicity and promotion, foreign cooperation and exchanges;
(six) to coordinate the relevant departments of the Municipal People's Government, Chengdu High-tech Zone Management Committee and Jinjiang District People's Government to perform their respective duties in the business district;
(seven) to undertake other matters determined by the Municipal People's government.
The relevant departments of the Municipal People's Government, the Chengdu High-tech Zone Administrative Committee and the Jinjiang District People's Government may entrust the Development Service Bureau to handle the statutory administrative licensing matters specified in the preceding paragraph of this article. The detailed planning of the business district shall be compiled by the Chengdu High-tech Zone Management Committee and the planning and natural resources department of Jinjiang District People's Government according to the territorial organization, with the cooperation of the Development Service Bureau, and implemented after being reported to the Municipal People's Government for approval according to procedures; Other types of business district planning shall be organized by the Development Service Bureau and implemented after being submitted for approval according to the prescribed procedures.

Land use in the business district should meet the needs of business district planning and industrial development.
The development service bureau is responsible for the consolidation of state-owned land in the business district. Land consolidation shall comply with the provisions of relevant laws and regulations.
The land purchasing and storage work in the business district is implemented by the Development Service Bureau in coordination with the municipal planning and natural resources department, and the idle state-owned land in the business district can be used for temporary lease or short-term business activities according to law. Article 8 (Management of Investment Projects)
Investment projects in the business district shall be managed by the Development Service Bureau in accordance with relevant laws, regulations and rules. Article 9 (Bidding and Procurement Management)
Where construction projects in the business district should be subject to tender, or where financial funds are used to purchase goods, projects and services in the business district, tender or government procurement should be conducted according to law. Bidding or government procurement should be conducted on a unified platform. Article 10 (Government Services)
The Development Service Bureau should innovate service methods, simplify procedures, improve service efficiency, and provide standardized, convenient and efficient government services for market participants.
The administrative committee of Chengdu High-tech Zone and the relevant departments of Jinjiang District People's Government shall, in accordance with their duties, provide government services for natural persons, legal persons and unincorporated organizations in the business district, and cooperate with the Development Service Bureau to do relevant work. The Development Service Bureau can use the state-owned land and state-owned assets in the business district according to law, establish a multi-level and multi-channel investment and financing system, and raise funds for the development, construction and operation of the business district.
