Some functional departments responsible for implementing preferential policies for employment and re-employment lack the initiative to help unemployed people re-employment. More than 80% of unemployed people think that the industrial and commercial and taxation departments have not implemented the tax reduction and exemption policy for re-employment. Some non-public economic organizations are still biased against recruiting "4050" personnel and other groups with employment difficulties.
