Chapter I General Provisions Article 1 In order to ensure the order of the socialist transportation market, these measures are formulated in accordance with the supplementary provisions of the State Council's Several Policy Provisions on Urban Non-agricultural Individual Economy, Several Provisions on Individual Farmers or Joint Households Purchasing Motor Vehicles, Ships and Tractors to Operate the Transportation Industry, and Several Provisions on Rural Individual Industry and Commerce. Article 2 The administrative authority of individual transport operators is the administrative department for industry and commerce. Public security, port and shipping supervision, agricultural machinery, taxation, highway (water) transportation management, insurance and other relevant departments should cooperate closely, support each other, and earnestly do a good job in management. Article 3 Individual transport operators must abide by the rules and laws, pay taxes and fees on time, operate in a civilized manner, ensure safety, observe professional ethics, consciously maintain the order of the transport market, and serve the four modernizations. Chapter II Scope of Registration Article 4 All individual business transporters who use various types of motorized or non-motorized means of transport to transport passengers and goods by road (water), and to load, unload and carry them belong to the scope of registration. Fifth individual transport operators registration management procedures:

(a) to my household registration certificate, township (town, street) government's letter of introduction and car purchase invoice (new car certificate, vehicle surcharge certificate), in accordance with the relevant provisions of the public security, port and shipping supervision, agricultural machinery department for settlement, transfer (transfer) procedures.

(two) must apply for motor vehicle, ship loss insurance and third party liability insurance to China People's Insurance Company; Engaged in passenger transport, must apply for passenger accident insurance; Engaged in freight, but also actively apply for cargo transportation insurance.

(3) Apply to the local administrative department for industry and commerce for business registration with the certificate of the residents' (villagers') committee where the household registration is located and the vehicle (boat), tractor driving license (number plate), driver's license and insurance certificate. Approved perennial operation, issued a "business license"; If the continuous operation time is less than half a year, a Temporary Business License will be issued. One copy of the business license per car.

If the overseas operation time exceeds three months, it shall be reported to the unit that issued the business license for the record, and apply to the resident administrative department for industry and commerce for registration and accept local management.

(four) individual transport operators can register with the highway (water) transport management department with their business licenses, and receive the "driving waybill" and unified settlement vouchers; Go to the local tax authorities for tax registration and get a tax registration certificate; Open an account in a bank; Sign contracts and conduct business activities. Tractors are strictly prohibited from engaging in passenger transport.

(five) all vehicles (boats) and tractors engaged in commercial transportation must obtain a business license before they can operate. Otherwise, the highway (water) transportation management department will not issue a "road ticket". The fuel department will not supply oil. Public security, agricultural machinery, port and shipping supervision departments will not be inspected. Banks are not allowed to open accounts and settle funds. Article 6 The departments of public security, port and shipping supervision, agricultural machinery, industrial and commercial administration, highway (water) transportation management and taxation shall, upon examination, register individual transport operators who apply for engaging in commercial transportation and issue licenses without undue delay. Chapter III Supervision and Administration Article 7 Individual transport operators must engage in business activities in accordance with national policies, decrees and approved registration items. Industrial and commercial administration, public security, port and shipping supervision, agricultural machinery, taxation and highway (water) transportation management departments should strengthen supervision and management. In addition to the public security organs, other departments are not allowed to set up checkpoints on the road to intercept and check vehicles. When the relevant departments really need to go on the road for inspection, they can send people to participate in the checkpoints of public security organs for work. In areas where there are no public security checkpoints, if the relevant departments want to set up checkpoints, they must obtain the approval of the local public security organs. At the time of inspection, individual transport operators must truthfully provide the certificates required for inspection and other relevant materials such as tax payment. Article 8 The fare and freight settlement of individual motor vehicles (boats) and tractors engaged in operation shall be carried out according to the price of the state-owned transportation department, and they may float downwards, but they are not allowed to raise the fare, and reselling and self-made passenger and freight bills are strictly prohibited. Article 9 When individual transport operators are engaged in partnership, division, or change the registered items such as name, mode of operation and relocation address, they must go through the business registration or change registration formalities with the county (city, district) administrative department for industry and commerce, tax authorities and relevant departments in time. Article 10 When motor vehicles (boats) and tractors of individual transport operators are transferred (registered), resold or closed down, they should report to the public security, port and shipping supervision or agricultural machinery departments in advance, and go through the cancellation procedures with the county (city, district) administrative department for industry and commerce within 15 days and hand in their business licenses. And in accordance with the provisions of the tax law, the local tax authorities for tax settlement and cancellation of registration procedures. Passenger transport operators should go through the procedures of ticket cancellation and suspension to the transportation management department. Eleventh individual transport operators motor vehicles (boats), tractors stopped or closed for more than three months, as closed. The relevant cancellation procedures shall be handled and the business license shall be cancelled. If the vehicle (ship) is overhauled or for other special reasons, it should be reported to the administrative department for industry and commerce in advance, and the time can be extended. Twelfth individual transport operators should pay taxes to the tax authorities on time every month; Pay the management fee of individual industrial and commercial households to the administrative department for industry and commerce; Pay road maintenance fees to highway management departments; Pay the transportation management fee to the highway (water) transportation management department; Tractor transporters pay agricultural machinery management fees once a year to the agricultural machinery management department. In addition, no unit or individual is allowed to collect fees at random.
