Since the renovation of XX Development Zone in our city was officially launched, under the correct leadership of the Municipal Party Committee and Municipal Bureau of Justice, we have boldly explored and creatively carried out the work around the organizational structure, standardized operation and innovative characteristics of community renovation work, and achieved initial results, but there have also been some problems. Based on the actual situation of community renovation work in our district, this paper reports on the development, achievements and shortcomings of renovation work: First, the main practices.

In order to effectively strengthen this work and create good employment conditions for community corrections personnel, combined with the actual situation in our district, the community correction leading group communicates with various communities, actively seeks and provides transitional jobs for help and education personnel, helps them solve their living difficulties, and carries out ideological education and help and education management activities.
Second, the existing problems
(a) there is no judicial administrative organs, no administrative law enforcement power.
At present, there is no judicial bureau, judicial police, law enforcement qualification and judicial support in the development zone, which greatly affects the enthusiasm of community correction objects to cooperate, is not conducive to the normal development of correction work, and is difficult to cope with heavy tasks.
(2) The working funds of community correction institutions are not guaranteed.
With the deepening of community correction work and the increase of workload, the problem of funding demand has become increasingly prominent. In many places, the funds for community correction work are limited, and the supporting facilities can't keep up. Most places can't get the standard working funds, and some places can't even implement the funds. As a result, the office facilities in some areas are simple and there is no activity place, which easily leads to the community correction work simply staying in the stage of handing over materials and establishing supervision files, and it is difficult to open the work situation.
(3) There is no judicial assistant in the judicial office.
Community correction is not only the work of law enforcement, but also the work of educating and correcting people. It is very professional and policy-oriented, requiring staff to have solid legal professional knowledge and certain knowledge of pedagogy and psychology. At present, there is no judicial assistant in the judicial office and there is a lack of community correction professionals. There is a general shortage of community correction professionals in many places. Moreover, most of the existing staff members go to work after simple training, and the level of relevant professional knowledge and working ability is far from the requirements of community correction work, so it is impossible to effectively integrate various social resources to carry out their work. At present, there are very few community "volunteers" who can carry out social work and understand the law, especially "psychological correction" talents.
(D) The work of relevant departments is not well connected, and the management mode is monotonous.
First, the department connection is not in place. Community correction involves courts, procuratorates, relevant government departments and social organizations. However, at present, the cooperation of relevant departments is not active enough, and there is a lack of convergence in receiving correction objects, supervision, law enforcement and living security, and going out to work. A considerable number of correction objects cannot be handed over on time due to lack of archival materials or incomplete materials or unknown whereabouts, which may form a gray area where no one can manage and no one wants to manage.
Second, the existing management of correction objects still stays in the traditional management mode of "managing people by people" and lacks modern technical support. In addition, the correction objects are widely distributed, and the supervision is difficult to reach the designated position, so there are inevitably hidden dangers of tube detachment and tube leakage.

In order to clarify the nature of community correction, its position and applicable object in China's penal system, the subject of law enforcement, applicable conditions, applicable procedures, implementation methods, funding guarantee and the division of rights of enforcement agencies, the community correction work will run on the track of legalization.

(3) the solution of the funding problem

There are 7 correctional prisoners in the town, and there is no case of tube leakage or tube detachment among the correctional objects taken over. The summary is as follows: 1. The working group of community correction in our town is headed by xx, deputy secretary of the town committee, and xx, secretary of the discipline inspection commission and director of the public security bureau, is the deputy head. The funds are included in the financial budget, which ensures the normal development of community correction work.
2. Establish a community correction team.
The members of xx Town Community Correction Working Group are composed of judicial personnel, policemen under the jurisdiction of public security police stations, village (neighborhood) committee staff and volunteers. On the first day of handover, the Community Correction Volunteers Association was established and the Community Correction Volunteers Agreement was signed. 3. Cooperation mechanism responsible for division of labor when establishing diplomatic relations.

3. Further implement the work system.
Unified implementation of community office work system, registration system, supervision and management system, training system, conference system, file management system and other systems, strict implementation of various system provisions, corrected according to law. On this basis, the system construction in three aspects has been strengthened. First, a system of asking for instructions and reporting was established in combination with community correction work behavior. Second, a system of information publicity and statistics has been established, and all kinds of information and data are regularly reported to the Municipal Office for Rectification. Third, a system of leave cancellation and conversation was established, requiring correction personnel who take leave cancellation to report to the town judicial office for correction.
4. Standardize the workflow.
On the basis of conscientiously implementing the relevant provisions of criminal law, criminal procedure law and community correction, the correction office of xx Town Judicial Office has also established a complete management system. After the correction object enters the community correction link, it is necessary to investigate and visit, fully grasp its basic situation, formulate "correction cases" and file them one by one; Identify 1 staff and 2-3 volunteers for each correction object to form a help and education group, which is responsible for the whole process of supervision, education and management; Require the correction object to make oral or telephone reports every week and written reports every month, and adhere to the' six musts', that is, to meet and talk with the correction object once in the initial stage of correction work, to establish files, to visit at home on major holidays, to ask questions when correcting the object's ideological fluctuations, and to help the correction object and its family when it is in trouble. In particular, when meeting with the correction object for the first time and reading the declaration of community correction to the correction object, the correction object will sign a letter of guarantee to accept community correction, thus firmly establishing and strengthening the consciousness of serving his sentence. The standardization of this working procedure not only strengthens the awareness of the correction object to abide by the law, but also prevents the correction object taken over by our town from leaking and escaping, so that the correction object in our town can be managed well and firmly.
5, the implementation of humanized transformation, improve the quality of correction.
In order to make the corrected object feel the gap between freedom and non-freedom, this year, we mainly take telephone conversations, family visits, individual conversations, spiritual influence and other ways to provide humanitarian assistance to the corrected object. On August 27th, probation officer Mai xx thought that prisoners were not allowed to see the media without approval, but her daughter was in the journalism department. How can she not see many reporters and classmates coming to his house every day? The director of the judicial office explained that you can do what the law allows, but you must never do what the law does not allow. Through this kind of education, it has played a great role in promoting and shocking the behavior and psychology of the corrected objects, and enhanced the consciousness and enthusiasm of the community corrected objects to accept the reform.
Second, the existing problems:
1. Community correction is in the pilot stage, and the relative lag of legislation has caused problems in the implementation of community correction, which makes it difficult for us to implement it.
2. People who are engaged in people's mediation, legal publicity, placement and assistance in education and other judicial and administrative work in the community generally hold several positions, with complicated work and heavy tasks. It is difficult to undertake brand-new community correction work with existing manpower and material resources.
3. In the pilot stage, although there are some advanced experiences in other regions for reference, the actual situation in different regions is quite different, and there is no law that can be directly applied. We must gradually explore according to our own situation, and all kinds of unpredictable problems and difficulties are inevitable.
4. The community correction work is the first contact with the grass-roots judicial administrative departments in our city, and it is a brand-new work, which needs to be carried out steadily on the basis of a thorough investigation. Under the overall arrangement of the Municipal Bureau, it is necessary to further strengthen the management power and exchange experiences, form a good pattern of Qi Xin's concerted efforts and joint management, and promote the smooth development of community work.

Through the network platform, we can effectively grasp the whereabouts and ideological trends of community prisoners, improve the comprehensive ability of correction work and effectively control the recidivism rate.
