1. Procedures for handling the quasi-purchase certificate of affordable housing

1, apply for registration

2. First trial

3. Inform

4. Publicity in the jurisdiction

5. Centralized audit

In each district, the Housing Reform Office will report the applicant's information to the Municipal Housing Management Bureau according to the allocated sales targets, and then the Municipal Housing Management Bureau will complete the audit within 10 working days.   

6, audit certification

After choosing a good house, you can get the quasi-purchase certificate at the window of the housing reform office in the city hall with the proof of the house, my ID card, the original receipt and the original purchase notice. If it meets the requirements of purchasing houses after examination, the approval opinions signed by the Municipal Housing Authority on the approval form will be issued, and then the quasi-purchase certificate will be issued uniformly.

Article 4? Tax basis for deed tax:

(a) the transfer of state-owned land use rights, the sale of land use rights and the sale of houses are the transaction prices;

(two) the land use right gift, housing gift, approved by the tax authorities with reference to the sale of land use rights, housing sales market price;

(three) the exchange of land use rights and houses is the difference between the exchanged land use rights and the prices of houses.

If the transaction price mentioned in the preceding paragraph is obviously lower than the market price without justifiable reasons, or the difference between the land use right and the house price exchanged is obviously unreasonable without justifiable reasons, the tax collection organ shall refer to the market price for verification.
