The Daowai District was originally divided by the Middle East Railway, and its west was called "Daoli" and its east was called "Daowai". Outside the road, it was originally called "Fujiadian". In the early years, the Fu brothers opened small hotels and carts here to form a settlement, so it was called Fujiadian. 1908 (in the thirty-fourth year of Guangxu reign in Qing dynasty), He Houqi, a new member of the riverside hall, thought that the word "Dian" was narrow, so he changed the word "Dian" to "Fu Jia Dian".

It belongs to Harbin Pass (namely Binjiang Pass). 1June 2, 909 (April 15, the first year of Qing Xuantong), was transferred to Shuangcheng. Later, due to the small jurisdiction, some places along the river in Shuangchengfu and Acheng County were placed under the jurisdiction of Binjiang Hall around 19 10 (the second year of Qing Xuantong). The jurisdiction is more than 70 Li wide from east to west and 40 Li long from north to south. In the same year, it was transferred to the northwest road of Jilin Province. After the founding of the Republic of China, in March 19 13, the binjiang hall was changed to binjiang county, and in June of the following year, the northwest road was renamed binjiang road, and then it was transferred to binjiang road. 19 16 for the prosperity of Fujiadian, Sijiazi (now Sixteenth Street) was turned into a new city street, and gradually expanded to Twentieth Street. In the same year1February, Binjiang County Department moved to Sijiazi. 19 19 put the area around Quanhe and Taiping Bridge in Acheng County under the jurisdiction of Binjiang County and turned it into a commercial port. 1February, 929, changed to Jilin Province.
