September 22nd is the day100th from the start of the 14th Five-Year Plan, and the planning of the 14th Five-Year Plan by the energy and power industry has reached the final stage. From September 22nd to 23rd, 2020 China Electric Power Development Forum was held in Beijing, with the theme of "Helping the digital transformation of electric power to promote the high-quality development of the industry", focusing on in-depth exchanges on the hot and difficult issues involved in the development of electric power during the 14th Five-Year Plan. How to exert the power of "new infrastructure" and how to transform the energy structure became the topics discussed by the participants.
These topics, such as "Digital New Infrastructure Helps Digital Transformation of Power Grid", "Impact of Large-scale Offshore Wind Power Development on Power Grid and Countermeasures", "Development Opportunities of Energy Storage under the Situation of High-proportion New Energy" and "Development Situation and Practice of Hydrogen Energy Industry", can make people have more predictions about energy and electricity in the Tenth Five-Year Plan.
"New Infrastructure" is full of vitality.
"The era of new infrastructure has begun, and the era of industrial Internet has arrived. The power industry has ushered in a new blue ocean of digital transformation. A more flexible, efficient and competitive power grid form will be the inevitable trend of future development. Digital transformation, intelligent upgrading and integration innovation will also become the password to unlock the transformation and upgrading of the energy and power industry." Xin Yongru, deputy general manager of State Grid Information and Communication Industry Group Corporation, said when giving a keynote speech at the China Electric Power Development Forum in 2020.
According to Xin Yong, the "new infrastructure" of State Grid Corporation of China involves six other fields except railway and rail transit, among which the construction of new digital infrastructure represented by big data center, industrial Internet, 5G and artificial intelligence (referred to as "digital new infrastructure") is an important part of the new infrastructure. On June 15, State Grid Corporation released ten key construction tasks of "Digital New Infrastructure" to the society, namely, power grid digitalization platform, energy big data center, power big data application, power Internet of Things, energy industry cloud network, intelligent energy integrated service, energy Internet 5G application, power artificial intelligence application, energy blockchain application and power Beidou application.
"Technological innovation is an important driving force for new digital infrastructure. Considering the key construction tasks of State Grid Corporation of China's new digital infrastructure and the development needs of information and communication industry, combined with the development trend of strategic science and technology in recent years, we believe that in the construction of new digital infrastructure in the power industry, chip technology, 5G+ Beidou key technology, intelligent sensing technology, electric artificial intelligence technology, etc. will become the key technologies to lead the future development and the source power to promote industrial upgrading." Xin Yong said.
As the core component of new infrastructure in the field of new energy, State Grid New Energy Cloud has registered a total of142,000 users, stayed in 9,206 enterprises, and had 427,800 visits in August, with an average daily visit of 6 14. Wang Jinsong, deputy director of State Grid Development Department, introduced that the construction goal of State Grid's new energy cloud is to build an international leading new energy digital economy platform with China characteristics, and to establish a new energy open service system with "horizontal coordination and vertical connection" and "full link, full connection, full coverage, full ecology and full scene".
"The digital economy is an advanced economic form. The digital economy has opened a fission transformation of the traditional industrial economy and has become an important weight for countries in the new round of market competition. " Shen Liang, deputy director of the State Grid Big Data Center, pointed out that China's industrial modernization is characterized by traditional industries+digitalization, networking and intelligence. Different from developed countries, China has encountered the opportunity of informatization in the process of industrialization, which determines that China's industrialization can take the road of informatization without completing industrialization, but take the road of deep integration of industrialization and informatization. With the continuous development and improvement of China's digital technology tools and business models, as well as the vigorous promotion of "new infrastructure", the digital economy will become an opportunity for China to overtake in the new round of industrial revolution.
Under the upsurge of new infrastructure, many power companies are exploring and practicing industrial Internet. Fan Weining, general manager of Huaneng Information Technology Company, said that Huaneng Industrial Internet project is divided into three levels: group side, regional side and power plant side. "Huaneng Aidustry Industrial Internet has five core points, namely, cloudization of IT infrastructure to provide powerful storage and computing power; Factory equipment data on the cloud, massive industrial data, mining data value; Business SAAS (providing software services through the network), based on the middle platform, constructing the enterprise operation center; Intelligent application is the core, using IT as a tool to empower production; Zhongchuang * * * wins and creates a full-process corporate ecology. " He said.
Charging facilities for electric vehicles are one of the key contents of "new infrastructure". According to Que Shifeng, deputy general manager of State Grid Electric Vehicle Service Company, in 2025, the charging capacity of special piles in the whole society will reach 42.3 billion kWh, and that of public piles will reach 36.5 billion kWh. It is estimated that during the "Tenth Five-Year Plan" period, the whole society will generate 253.2 billion kWh of charge for special piles and public piles, and 27.2 billion kWh for unit piles and private piles.
"The interactive market for electric vehicles and power grids has broad prospects." He said that in 2030, the total theoretical power potential of the interaction between electric vehicles and the power grid will exceed/kloc-0.00 billion kilowatts, equivalent to 50 Three Gorges power stations; The total theoretical potential of the interaction between electric vehicles and the power grid will exceed 2 trillion kWh, and the total market size will exceed 1000 billion Yuan if the interaction service between electric vehicles and the power grid is estimated at 0.05 Yuan/kWh. "It is necessary to strengthen the planning and layout of charging facilities, promote scientific interconnection and orderly interoperability, strengthen charging safety supervision, and enhance sustainability." He suggested.
Huang Yu, director of the Power Planning Center of China Southern Power Grid Energy Development Research Institute, analyzed the difficulties of digitalization of power planning research from practice: in a multi-source heterogeneous data environment, there are many data sources and different calibers, which are often mixed with incomplete, incorrect or irrelevant dirty data; It is difficult to obtain the data of energy industry, and the data of power industry are scattered in various provinces and cities, so it is difficult to collect them by division of labor; At present, some mainstream application software in each link of power planning research is relatively independent and has strong encapsulation.
"With the improvement of informatization level, more application systems, software and hardware platforms and equipment need to be maintained and managed. How to establish an efficient and collaborative network, provincial and local collaborative management system, unify management authority and establish a stable and standardized platform operation and maintenance mechanism has become an important problem in platform informatization management." He said.
Energy transformation accelerates stepping on the gas pedal
"Give full play to China's advantages in clean energy, UHV, smart grid, etc., adhere to the idea of' independent innovation, demonstration first, and China leading', focus on energy cleanliness, electrification, intelligence, integration and other directions related to the overall situation of energy transformation and development, promote technological and equipment innovation in energy development, conversion, configuration and use, promote industrial development, and seize the commanding heights of global energy technology." Li Juan, vice president of the Economic and Technical Research Institute of the Global Energy Internet Development Cooperation Organization, said when talking about the power "14 th Five-Year Plan".
She pointed out that the overall path of energy transformation can be divided into three stages. The "14th Five-Year Plan" is incremental substitution, with coal-fired power stepping on the brakes and clean energy stepping on the accelerator, coal-fired power changing from the main power supply to the regulated power supply, and the new demand being met by wind and light storage and transportation. The proportion of installed clean energy and power generation has been continuously increased, reaching 57% and 45% respectively. The energy system achieves the peak of carbon emission. From 2025 to 2035, the stock will be replaced, coal-fired power will be withdrawn at an accelerated pace, and the transition to regulated power will be accelerated. Clean energy and electric energy will become the largest energy sources on the production side and the consumption side respectively. From 2035 to 2050, it will be a comprehensive transformation, with the China Energy Internet being built in an all-round way, coal-fired power being transformed into seasonal backup power, and clean energy being fully substituted for fossil energy.
As a "significant" clean energy, nuclear energy is expected to accelerate its development in the "14th Five-Year Plan". Qiu Jiangang, vice president of China Electric Power Development Association and president of Nuclear Energy Branch, said that by the end of the 14th Five-Year Plan, the nuclear power units in operation and under construction are expected to reach 90 million kilowatts and110 million kilowatts respectively. "It is preliminarily predicted that in 2025, the operating scale of nuclear power units will reach more than 70 million kilowatts, accounting for about 3% of the total installed capacity in China; Nuclear power generation accounts for 6%; Relatively efficient coal-fired power generation can achieve carbon emission reduction of about 450 million tons per year; The scale under construction is 40 million kilowatts. " "During the 14 th Five-Year Plan period, we will strive to start inland nuclear power construction in time in Central China, where the power load is heavy, the power grid is an important hub for safe operation, and renewable energy resources are scarce and costly." He also said.
Luo Jinhua, deputy director of the strategic planning department of China Huadian Group, shared the "development opportunity of energy storage under the situation of high proportion of new energy". He suggested that we should attach importance to the positioning of energy storage and do a good job in the layout of energy storage in all links; Strengthen industrial support and promote the development of energy storage in various fields; Promote market construction and accelerate the process of energy storage participating in the electricity market; Improve the technical level and promote the high-quality development of the energy storage industry; Improve the standard system and lead the promotion of energy storage technology standards.
Mei Jingyi, chief economist of Guohua Investment Company (hydrogen energy company), a national energy investment group, is very optimistic about the development of hydrogen energy in the "Tenth Five-Year Plan". She pointed out that the global trend of hydrogen energy development has been established and is advancing by leaps and bounds, and the up-and-down interaction and horizontal competition of domestic hydrogen energy are becoming more and more frequent. "The Chinese government attaches great importance to the development of hydrogen energy, and various localities have issued hydrogen energy development plans based on their own industrial base and resource endowments. On September 16 this year, the five ministries and commissions officially issued the Notice on Developing the Demonstration and Application of Fuel Cell Vehicles, proposing' substituting awards for subsidies', which will effectively promote the formation of the industrial chain of hydrogen energy and fuel cells. "
But at the same time, Mei Jingyi also pointed out the existing problems of hydrogen energy: the key technical performance gap of the whole chain of hydrogen energy is obvious, the equipment and key materials depend on imports, the equipment price is high, and the initial investment of hydrogen refueling stations is high; There is a lack of hydrogen talents, industrial supporting system and technical standard system in hydrogen production, storage and transportation, and filling. "It is necessary for the government to clarify market expectations and technical research plans, and the national strategy for hydrogen energy development, so as to form a joint force of all parties and promote the healthy and sustainable development of the industry." She suggested.
