The State Council consists of the following departments: Ministry of Foreign Affairs, National Development and Reform Commission, Ministry of Science and Technology, State Ethnic Affairs Commission, Ministry of National Security, Ministry of Justice, Ministry of Human Resources and Social Security, Ministry of Ecology and Environment, Ministry of Transport, Ministry of Agriculture and Rural Affairs, Ministry of Culture and Tourism, Ministry of Veterans Affairs, People's Bank of China, Ministry of National Defense, Ministry of Education, Ministry of Industry and Information Technology, Ministry of Public Security, Ministry of Civil Affairs, Ministry of Finance, Ministry of Natural Resources, Ministry of Housing and Urban-Rural Development, Ministry of Water Resources and Ministry of Commerce.

Article 8 of the Organization Law of the State Council of the People's Republic of China The establishment, dissolution or merger of ministries and commissions in the State Council shall be proposed by the Prime Minister and decided by the National People's Congress; When the National People's Congress is not in session, it shall be decided by the NPC Standing Committee.

Article 1 People's congresses and people's governments shall be established in provinces, autonomous regions, municipalities directly under the Central Government, autonomous prefectures, counties, autonomous counties, cities, municipal districts, townships, nationality townships and towns.
