The Industrial Park Management Bureau is under the leadership of Guangzhou Nansha Economic and Technological Development Zone Management Committee, Guangzhou Nansha New Area Management Committee of China (Guangdong) Pilot Free Trade Zone, Guangzhou Nansha Bonded Port Area Management Committee (hereinafter referred to as the Management Committee) and Nansha District People's Government. Article 3 The Industrial Park Administration Bureau shall adhere to the principle of "trying first, reforming and innovating", establish and improve the system and mechanism with clear responsibilities, scientific decision-making and efficient operation, establish a modern industrial system led by producer services, and create a good environment conducive to economic development. Article 4 The Industrial Park Administration Bureau may, according to the actual situation, carry out the innovation of management system and mechanism in development and construction, investment attraction, operation management and industrial development, and assist the relevant departments of Nansha District People's Government to promote the innovation of social governance system and mechanism in the area where they perform their duties. Article 5 The relevant departments of the Municipal People's Government and the Nansha District People's Government shall, according to their respective duties, support the work of the Industrial Park Administration.
Where the administrative and economic management matters delegated by the relevant departments at or above the provincial level need to be implemented in the area where the Industrial Park Administration performs its duties, the Administrative Committee and Nansha District People's Government shall organize the implementation according to law in accordance with the relevant provisions of decentralized management. Chapter II Duties and Responsibilities Article 6 The performance areas of the Industrial Park Administration Bureau are the seaport block, Nansha hub block, Qingsheng hub block, Nanshawan block, Jiaomenhe central area block and Wanqingsha bonded port processing and manufacturing block (hereinafter referred to as the industrial park) in Guangzhou Nansha New Area of China (Guangdong) Pilot Free Trade Zone. If major adjustments are needed in the performance area, it shall be announced to the public after being approved by the Municipal People's Government. Article 7 The Industrial Park Administration Bureau shall perform the following duties in planning, land management and development and construction within the performance area:
(a) according to the national, provincial and municipal planning requirements, in conjunction with the land planning department to prepare the corresponding urban and rural planning, in accordance with the prescribed procedures for approval after the organization and implementation;
(two) to formulate the land supply plan and land use plan, land transfer conditions and annual land transfer plan, and specifically organize the approval and implementation of land use, land supply and post-supply supervision;
(three) responsible for the development and construction work, formulate construction and investment plans, undertake the budgetary estimate, budget and final accounts of the investment in the construction of public facilities, and organize the construction of public facilities. Article 8 The Industrial Park Administration Bureau shall perform the following industrial development duties within the performance area:
(a) responsible for industrial chain design, industrial cluster promotion and related research, the preparation of industrial development planning, and organize the implementation;
(two) to study the industrial development policy, put forward policy suggestions to promote the adjustment of industrial structure, the integrated development of industry and related industries and management innovation, and participate in the drafting of relevant policies;
(three) responsible for the formulation of industrial development guidance catalogue, access conditions, support policies and measures, and organize their implementation. Article 9 The Administration of Industrial Parks shall be responsible for the investment promotion of projects in the areas where it performs its duties, promoting economic cooperation and industrial introduction, and guiding the development of key industries. Article 10 The Industrial Park Administration shall perform the following duties within the performance area:
(a) to provide enterprises with agency services for project approval, land use approval, planning and site selection, environmental assessment and construction permit;
(two) to guide enterprises to carry out preparatory work, cooperate with the relevant departments of the Municipal People's Government, Nansha District People's Government and its relevant departments to complete the project examination and approval, and promote the project construction;
(3) Establish a public service system, build a public service platform for industrial parks, and provide enterprises with public services with international standards and in line with the characteristics of each block;
(four) to assist and cooperate with the relevant departments of the Municipal People's Government, the relevant departments of the Nansha District People's Government and the town street where they are located to perform their duties according to law. Article 11 The Industrial Park Administration can innovate the development and operation mode, promote the integration of land development between production and city, and establish a linkage mechanism for the industrial development of Guangzhou, Hong Kong and Macao within the performance area.
Industrial Park Administration can set up enterprises in accordance with the law, engaged in land development, infrastructure construction, public service facilities operation, project investment and other businesses. The Industrial Park Administration shall perform the responsibilities of the investor according to law, and the proceeds shall be used for the development and construction of industrial parks and other purposes stipulated by the Administrative Committee. Twelfth industrial park management bureau should use social capital and market mechanism to establish a multi-level investment and financing system to raise funds for development and construction. Thirteenth industrial park management bureau to use financial funds for the project, it should be carried out in accordance with the law of government procurement. Construction projects that meet the bidding conditions shall be brought into a unified bidding platform for bidding. Article 14 The Industrial Park Administration shall be responsible for foreign cooperation and exchange within the area where it performs its duties, and cooperate with international, Hong Kong, Macao and Taiwan public service organizations according to the needs of development and construction. Fifteenth Industrial Park Management Bureau shall, in accordance with these provisions, formulate a list of responsibilities and report it to the public after approval by the CMC. The list of responsibilities should be dynamically adjusted.
Industrial Park Management Bureau really needs to perform duties other than those specified in these Provisions, and it shall be reported to the Municipal People's Government for approval by the Administrative Committee according to procedures.
