Hengshui labor and social security bureau

In order to do a good job in enterprise social endowment insurance, Hengshui Labor Bureau recently conducted an investigation in various counties and urban areas. The results show that many new situations and problems faced by the old-age insurance in Hengshui City should be highly valued.

First, the problems existing in the work of endowment insurance

(1) loss of insurance is becoming more and more serious. Due to the sluggish production and operation of enterprises and the influence of restructuring, the problem of employee insurance is serious. By the end of June this year, there were 2,457 employees1person in the city, accounting for 18.6% of the total number of insured people in the city, including 2,457 freelancers, accounting for 10% of the total number of employees, and 4 employees103 employees in enterprise restructuring, accounting for/kloc. A large number of employees are out of insurance, which not only leads these employees out of the "safety net" of social endowment insurance, but also weakens the supporting ability of endowment insurance fund.

(two) the amount of arrears increased, the collection rate decreased. 1997, the collection rate of enterprise endowment insurance premiums in Hengshui City was 98%. Since 1998, the arrears of enterprises have increased year by year. By the end of 2000, the accumulated arrears of enterprises in the city were 35198,000 yuan, with an average collection rate of 92. 1%, which was nearly 6 percentage points lower than that of 1997. It is more difficult to collect endowment insurance premiums this year. In the first half of the year, the city should collect 72.365 million yuan, the actual collection rate is 865.438+0.9%, and the collection rate of two counties and cities is less than 60%. The decline in the collection rate has seriously weakened the payment ability of the endowment insurance fund.

(3) With the increasing number of retirees, the supply and demand structure of the fund is unbalanced. According to estimates, the pension of Hengshui 1 retirees needs 5.2 insured persons to provide protection. 1996, there were 123562 employees and 20468 retirees in the city, and the ratio of retirees to employees was 1:6. In 2000, there were 132020 employees, 28534 retirees, and18052 payers, and the ratio of retirees to payers was 1:4. 1. Among them, the ratio of retirees to payers in Zaoqiang, Wuyi, Wuqiang, Raoyang, Anping, Shenzhou and Fucheng is less than 1: 3.5. Due to the unreasonable supply and demand structure, even if the collection rate reaches 100%, the pension can't make ends meet.

The existence of the above problems leads to the pension income not being able to meet the expenditure. In 2000, except for the municipality directly under the central government and Jizhou, all the other counties and cities 10 suffered losses, with a loss of 26.87 million yuan. At the same time, the accumulation of endowment insurance is getting less and less, and the ability to pay is obviously reduced. Except for municipalities directly under the central government, Taocheng District and Jizhou, the accumulated funds of other counties and cities are less than three months' payment capacity, which exceeds the warning line of old-age insurance and poses a threat to ensuring the timely and full payment of pensions.

Second, the main reason for the problem

There are many reasons for the above problems, mainly the following:

(a) the understanding of the collection and payment policy of labor security is not in place, and a few units maliciously evade or refuse to pay. The survey found that many private entrepreneurs are indifferent to the law and do not understand the labor security policy. They think that insuring employees will increase costs and affect profits, and refuse to pay endowment insurance for employees. At the same time, due to employment difficulties, employees are afraid of being dismissed. For example, Hengshui Bao Li Rubber Factory and Jinghua Welded Pipe Factory are large private enterprises with good benefits, but they are still outside the scope of old-age insurance; Some managers of state-owned and collective enterprises are very familiar with the old-age insurance policy, but they always prevaricate for various reasons when it comes to payment. This is the case with the city building materials factory, which has accumulated arrears of more than 2.2 million yuan.

(two) the production and operation of enterprises are sluggish, and the suspension of production and bankruptcy of enterprises have increased the impact on the collection. Recently, Hengshui City Labor Bureau conducted an investigation on 14 enterprises in Anping County, including fertilizer factory, food factory, wire drawing factory and screen factory, and found that three of them had gone bankrupt, and 1 1 enterprises had stopped production for a long time, involving more than 2 100 employees. Although this situation is special, the grim and worrying economic situation has also had a great impact on the effectiveness of pension collection.

(C) ineffective law enforcement, affecting the collection effect. The Interim Regulations on the Collection and Payment of Social Insurance Fees promulgated by the State Council stipulates the coverage, collection system and procedures, supervision and inspection, legal responsibilities, etc. of the old-age insurance, which provides a policy basis for the collection and payment of old-age insurance. However, it is quite common that some agencies are lax in law enforcement and do not investigate violations of the law, which seriously affects the effectiveness of the collection and payment of old-age insurance.

Three. Opinions and countermeasures

(1) Deepen enterprise reform and improve economic benefits. The fundamental way to improve the collection rate of endowment insurance fund lies in developing economy and improving economic benefits. Governments at all levels should firmly grasp the main line of economic restructuring and strive to promote sustained economic development. For enterprises that have no hope of turning losses into losses or stop production or stop production, the government should come forward to carry out bankruptcy reorganization and realize the optimal allocation of production factors, so as to invigorate enterprises and promote economic development.

(two) efforts to do a good job in urban individual and private pension insurance. Judging from the current investigation, there is a common misunderstanding that it is unnecessary, uneconomical and unreliable for urban individual and private owners to participate in endowment insurance. In this regard, it is necessary to strengthen targeted publicity and education to improve their consciousness of participating in insurance. At the same time, strengthen the coordination of government functional departments. Conscientiously implement the provisions of the provincial government [98] No.33 document, the administrative department for industry and commerce will take the participation of urban private enterprises and individual workers in endowment insurance as the content of industrial and commercial annual inspection, and will not go through the annual inspection procedures for those who are not insured. Labor departments at all levels should join hands with the administrative department for industry and commerce to limit and gradually bring individual and private enterprises with stable production and operation and good benefits into the scope of old-age insurance.

(three) strengthen measures to do a good job in the collection and payment of old-age insurance premiums. At present, the collection rate of endowment insurance premium is still low. Social security agencies at all levels should make full use of the collection policy in strict accordance with the provisions of the State Council's "Provisional Regulations on the Collection and Payment of Social Insurance Fees". Those who fail to declare payment according to regulations will be audited door by door, ordered to make rectification and fined. Refuses to pay, apply to the court for compulsory execution, and be punished according to the provisions of the "Regulations".

(four) efforts to do a good job in the renewal of the insured. In order to ensure that employees will have a sense of security in the future and enhance the ability of fund support, labor and social security departments at all levels should attach great importance to the re-employment work while actively promoting re-employment. According to the actual situation, formulate and organize the implementation of the updated implementation plan.

(5) Strict retirement standards. The strict implementation of employee retirement standards is related to the accumulation and affordability of pension funds, and must be carried out openly, fairly and justly. Therefore, it is necessary to establish and improve the retirement publicity system. For those who plan to retire, the enterprise shall publicize it among the employees before reporting to the Ministry of Labor, and give full play to the supervisory role of enterprise trade unions, workers' congresses and employees. Labor administrative departments at all levels and social security institutions should work together to ensure the implementation of retirement standards, make the issuance and collection of retirement and pensions more open and reasonable, and ease the pressure on social security funds.
