Chapter I General Provisions Article 1 In order to strengthen the management of the taxi industry, maintain the order of the taxi market and promote the healthy development of the taxi industry, these Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 The term "taxi for passenger transport" as mentioned in these Regulations refers to a commercial bus that provides transport services for passengers and collects rental fees by mileage or time. Article 3 All enterprises and individual industrial and commercial households (hereinafter referred to as operators), employees, passengers, administrative departments and other relevant administrative departments engaged in taxi business in the urban areas of this Municipality (including congtai district, Hanshan District, Fuxing District, Fengfeng Mining Area, Yongnian District and Feixiang District) must abide by these regulations. Article 4 The management and development of taxi industry shall adhere to the principles of overall planning, unified management, total regulation, legal operation, fair competition and convenience for the masses. Article 5 The traffic administrative department is the administrative department in charge of the taxi industry, and may entrust its subordinate taxi management agencies to be specifically responsible for the management of the taxi industry in accordance with these regulations. Its main responsibilities are:

(a) responsible for the preparation of the taxi industry development plan;

(two) to organize the implementation of the paid transfer and transfer of the right to operate a taxi;

(three) to organize the qualification examination and approval and annual inspection of operators;

(4) Organizing vocational training for operators and employees;

(five) to supervise and inspect the business activities and service quality of operators and employees, and investigate and deal with illegal acts;

(six) other duties as prescribed by laws, regulations and these regulations. Sixth taxi taxes and fees in accordance with the relevant provisions of the state and province. Seventh public security, industry and commerce, taxation, technical supervision, urban construction and other relevant departments shall, in accordance with their respective responsibilities, do a good job in taxi management according to law. You can carry out joint law enforcement and centralized inspection with the traffic administrative department on a regular basis to provide convenience for operators and employees. The traffic administrative department shall agree with the above-mentioned relevant departments on specific measures for joint law enforcement and centralized inspection, and abide by and implement them. Article 8 The rights and interests of taxi operators and employees are protected by law;

Operators and employees have the right to refuse arbitrary charges, apportionment and fines imposed by any unit or individual;

Operators and employees have the right to refuse ultra vires punishment;

Without the approval of the Municipal People's Government, operators and employees have the right to refuse to install relevant facilities on taxis. Ninth new and updated taxi models shall comply with the provisions of this Municipality, and the exhaust emissions shall meet the national standards.

Vehicle renewal should be carried out in a planned way and announced to the public. Chapter II Qualification Management Article 10 The right to operate taxis in this Municipality shall be sold and transferred with compensation, and the specific measures shall be formulated separately by the Municipal People's Government in accordance with the relevant provisions of the state and the province. Eleventh any unit or individual must obtain the right to operate a taxi and go through the relevant formalities before engaging in taxi business activities.

The acquisition of the right to operate a taxi is marked by holding a special license plate for the right to operate. Twelfth taxi operating enterprises shall meet the following conditions:

(a) there are passenger vehicles of the specified model and quantity or the corresponding amount of funds;

(2) Having professional and technical personnel and management personnel suitable for the business scale;

(3) Having a parking lot and a fixed business place suitable for its business scale;

(4) Having the ability to bear civil liability independently;

(five) meet other relevant provisions of the conditions. Thirteenth individual taxi operators shall meet the following conditions:

(a) there are passenger vehicles that meet the prescribed requirements;

(2) Having the ability to bear civil liability independently;

(3) Meeting other relevant regulations and conditions. Fourteenth drivers engaged in taxi business shall meet the following conditions:

(1) Having a permanent residence or temporary residence permit in this Municipality;

(2) Having a motor vehicle driver's license that meets the requirements and having more than 2 years of driving experience;

(3) Having passed the vocational training examination of the taxi management institution. Fifteenth units and individuals applying to engage in taxi business shall be audited by the taxi management agency and meet the conditions stipulated in Articles 12 and 13 of these regulations before they are eligible to obtain the right to operate a taxi. Article 16 A person who has obtained the right to operate a taxi shall hold the certificate of the taxi management agency, register with the administrative department for industry and commerce, and go through the tax registration with the tax department, and then the taxi management agency will issue the business qualification certificate, vehicle operation certificate and driver qualification certificate. Seventeenth operators can not operate normally for some reason, with the relevant certificates to the taxi management agencies to go through the formalities of suspension, return the relevant documents.

The suspension period shall not exceed 6 months; If it fails to resume operation for more than 6 months, it shall be deemed as an automatic waiver of the right to operate. The closing time is calculated from the date of suspension.

Operation is strictly prohibited during shutdown. Eighteenth taxi management agencies shall conduct an annual inspection of the business qualifications of operators and the passenger qualifications of drivers.

Those who pass the examination can continue to operate; Those who fail to pass the examination shall be ordered to make rectification within a time limit. Those who fail to pass the inspection within the time limit or fail to participate in the inspection for more than 90 days shall be deemed to have given up the right to operate automatically.
