(1) Application materials to be submitted When applying for engaging in road dangerous goods transportation or engaging in non-operating road dangerous goods transportation, the road transport management institution shall require the applicant to provide relevant materials.
1. To apply for engaging in commercial road transport of dangerous goods, the following materials shall be provided:
(1) Application Form for Road Dangerous Goods Transportation Management;
(2) Categories, projects and operation plans for transporting dangerous goods;
(3) the text of the articles of association;
(four) the identity certificate of the investor and the person in charge and their copies, the identity certificate of the manager and its copies and power of attorney;
(5) The vehicle commitment letter to be put into use, including: the number, type, technical level, communication tools, total mass, approved loading mass, axle number, vehicle shape length, width and height, tank volume of tank-type special vehicles, the matching between tank volume and vehicle loading mass, and the installation of driving recorder or positioning system for special vehicles transporting toxic, explosive, flammable and radioactive dangerous goods. If the special vehicle to be put into use is purchased or existing, it shall provide the motor vehicle driving license, vehicle technical grade certificate or vehicle technical inspection certificate, tank inspection certificate or inspection report and a copy thereof;
(6) Qualification certificates and photocopies of the drivers, loading and unloading managers and escorts to be employed, driving licenses and photocopies thereof;
(7) Proof materials of parking places, special parking places, safety protection, environmental protection and fire control facilities and equipment;
(8) The text of safety production management system, including safety production operation rules, safety production and post responsibility system, safety production supervision and inspection system, dangerous goods transportation registration system, safety management system for employees, safety regular meeting system, safety training and education learning system, safety management system for vehicles, facilities and equipment, and emergency plan for accident handling, etc.
2. To apply for engaging in non-commercial road transport of dangerous goods, the following materials shall be provided:
(1) Application Form for Road Dangerous Goods Transportation;
(2) the registration certificate of hazardous chemicals issued by the safety production supervision and management department at or above the provincial level or relevant materials that can prove the nature or business scope of enterprises and institutions such as scientific research, military industry and general civil aviation;
(three) a description of the special transportation needs;
(4) the identity certificate of the agent and its copy, and the work certificate or power of attorney of the unit;
(5) The vehicle commitment letter to be put into use, including: the number, type, technical level, communication tools, total mass, approved loading mass, axle number, vehicle shape length, width and height, tank volume of tank-type special vehicles, the matching between tank volume and vehicle loading mass, and the installation of driving recorder or positioning system for special vehicles transporting toxic, explosive, flammable and radioactive dangerous goods. If the special vehicle to be put into use is purchased or existing, it shall provide the motor vehicle driving license, vehicle technical grade certificate or vehicle technical inspection certificate, tank inspection certificate or inspection report and a copy thereof;
(6) Qualification certificates and photocopies of the drivers, loading and unloading managers and escorts to be employed, driving licenses and photocopies thereof;
(7) Proof materials of parking places, special parking places, safety protection, environmental protection and fire control facilities and equipment;
(eight) the text of the relevant safety production management system, including safety production operation procedures, safety meeting system, safety training and education learning system, safety production supervision and inspection system, vehicle, facilities and equipment safety management system, safety production and post responsibility system, accident handling emergency plan, etc.
(II) Examination and treatment of application materials The municipal road transport management institution with districts shall examine the completeness of the application materials in accordance with the following requirements:
1. If the application materials are incomplete or inconsistent with the statutory form, the applicant shall be required to make corrections on the spot. If it can't be completed or corrected on the spot, it shall issue the Notice of Correction of Traffic Administrative License Application on the spot or within five working days, indicate the date and affix the special seal of the road transport management institution to inform all the contents that need to be corrected at one time.
2. If the application materials are complete and effective, a Notice of Acceptance of the Application for Traffic Administrative License shall be issued.
3. If the application matters do not need to obtain administrative license according to law or the application matters do not belong to the scope of functions and powers of the road transport management institution at the corresponding level according to law, it shall issue a decision not to accept the application for traffic administrative license.
(three) the road transport management institution that examines and accepts the application before licensing shall send two or more staff members to the enterprise or unit that submitted the application to investigate and verify the relevant situation on the spot.
(seven) with a "road transport permit"
1. The road transport management institution shall verify the vehicles put into use by the licensee, and issue a road transport certificate if they meet the requirements. 2. The "Business Scope" column of the Road Transport Certificate shall indicate the categories and items of dangerous goods according to the business scope and vehicle type of the enterprise.

Six, the establishment of branches for the record procedures
(1) Where a road dangerous goods transport enterprise establishes a branch, and the head office and the branch are under the jurisdiction of the same road transport management institution, the following procedures shall be followed:
1. A road dangerous goods transport enterprise shall declare the road transport business license to the original license-issuing authority.
2. The road transport management institution shall indicate in the "Branch" column of the original road transport business license, and issue a new copy of the road transport business license to the branch at the same time, and issue a record certificate of the branch.
3. Road dangerous transport enterprises shall go through the industrial and commercial and tax registration formalities with the filing certificate, the original road transport business license of the head office and the copy of the road transport business license of the branch company (original).
4. The business scope of the branch shall not exceed that of the head office.
(two) the establishment of a branch of a road dangerous goods transport enterprise, if the head office and the branch are not under the jurisdiction of the same road transport management institution, shall be handled according to the following procedures:
1. A road dangerous goods transport enterprise shall report to the road transport management institution where the branch company is registered, and provide a copy of the business license of the enterprise as a legal person, the road transport business license and the copy (original) of the road transport business license of the head office.
2. Upon verification, if the materials provided by road dangerous goods transport enterprises are true and meet the requirements for engaging in road dangerous goods transport business activities, the road transport management institution shall declare them, issue the branch registration certificate, issue a new copy of the road transport business license to the branch, and notify the road transport management institution where the head office is registered.
3. The road dangerous goods transport enterprise shall go through the industrial and commercial and tax registration formalities with the copy of the Business License for Enterprise as a Legal Person of the head office, the Road Transport Business License and the Record Certificate of the branch office and the copy (original) of the Road Transport Business License of the branch office.
4. If the branch company needs to add dangerous goods transport vehicles, the road transport management institution where the branch company is located shall review the vehicle conditions, and if it meets the requirements, a road transport certificate shall be issued.
5. The business scope of the branch company shall not exceed that of the head office.
Section 2 Management of Dangerous Goods Transport Vehicles and Special Equipment
I. Management of dangerous goods transport vehicles
(a) road dangerous goods transport enterprises or units shall, in accordance with the requirements of vehicle technology management, maintain, test, use and manage special vehicles to ensure that the technical conditions of special vehicles are good.
(2) Special vehicles shall be equipped with marking lights and signs in accordance with the requirements stipulated in the Vehicle Signs for Road Dangerous Goods Transport (GB 13392).
(three) the technical level of the vehicle is not up to the first level, and the road transport management institution shall not allow the road dangerous goods transport enterprises or units to use the vehicle to engage in road dangerous goods transport, and handle the formalities for changing the road transport license for the vehicle; For non-operating dangerous goods transport vehicles, recover the road transport permit.
Second, the special equipment management
(1) The technical conditions of machinery, tools and accessories used by road dangerous goods transport enterprises or units for loading and unloading dangerous goods shall meet the technical requirements stipulated in the Industry Standard Rules for the Transport of Dangerous Goods by Automobile (JT 6 17).
(2) The tank body of the tank-type special vehicle shall meet the technical requirements stipulated by national standards such as Steel Pressure Vessel (GB 150) and General Technical Conditions for Atmospheric Vessel (Tank Body) for Automobile Transportation of Liquid Dangerous Goods (GB 18564), and provide the inspection certificate issued by the quality supervision department.
(3) Tank special vehicles shall transport dangerous goods within the validity period of tank inspection.
(four) special vehicles should be maintained in enterprises that have the conditions for the maintenance of road dangerous goods transport vehicles.
Three. Inspection of dangerous goods transport vehicles A regular inspection system shall be implemented for road dangerous goods transport vehicles, and the annual inspection of special vehicles for road dangerous goods transport shall be the responsibility of the municipal road transport management institution with districts.
(1) Examination time: Special vehicles for the transport of dangerous goods on roads will be examined once a year, and the specific examination time will be determined by each province. (II) Inspection Contents The road transport management institution shall inspect the following contents of dangerous goods transport vehicles:
1. Technical condition of the vehicle, and the tank car shall provide the tank car inspection certificate.
2 vehicle technical files, the tank car should indicate the tank car volume;
3. Regular maintenance and inspection;
4. Changes in vehicle structure and size;
5. Violation records;
6. The special vehicle is insured with carrier liability insurance for the transport of dangerous goods;
7. Tank quality inspection of special tank cars;
8 necessary emergency treatment equipment and safety protection facilities and equipment;
9. Install special vehicle identification lights and signs;
10. Other contents that need to be verified according to regulations.
(III) Verification Procedures The road transport management institution shall verify the road dangerous goods transport vehicles according to the following procedures:
1. The road transport management institution issues a vehicle inspection announcement.
2. Road dangerous goods transport enterprises or non-operating road dangerous goods transport units shall, in accordance with the provisions, fill in the road transport vehicle inspection form, which can be obtained from the municipal road transport management institution where the vehicle is registered, or from the comprehensive performance testing station of motor vehicles, or downloaded from the website of the road transport management institution.
3 road dangerous goods transport enterprises or units shall, within the specified time, go to the motor vehicle comprehensive performance testing station to test the dangerous goods transport vehicles.
4. The comprehensive performance testing station of motor vehicles shall be tested in accordance with the national standards "Comprehensive Performance Requirements and Testing Methods for Operating Vehicles" (GB 18565) and "Overall Dimensions, Axle Weight and Mass Limits of Road Vehicles" (GB 1589), and a unified national testing report shall be issued.
5. The municipal road transport management institution with districts shall review the vehicle inspection report and assess the technical level of vehicles.
6. The road transport management institution shall check the structure and size of special vehicles, illegal records, carrier liability insurance for dangerous goods insured by special vehicles, tank quality inspection of tank-type special vehicles, necessary emergency treatment equipment and safety protection facilities and equipment, and the integrity of special vehicle sign lights and number plates.
7. If the technical level of the special vehicle reaches the first level, and other facilities and equipment are in good condition, and there is no major illegal act, the vehicle will pass the inspection, and the special seal for annual inspection indicating the corresponding technical level of the vehicle will be affixed in the column of "Vehicle Inspection and Technical Level Record" of the road transport certificate; Inspection does not meet the requirements, shall be ordered to make corrections within a time limit. If it still does not meet the requirements after correction within a time limit, the road transport management institution shall withdraw the road transport permit.
8. After the inspection, the municipal road transport management institution with districts shall make corresponding records in the inspection ledger in time, sort out the inspection data and store them in the vehicle management files. If there is a violation record on the road transport certificate, the violation record shall be transferred to the business household file of the road dangerous goods transport enterprise or unit.
Four, dangerous goods transport vehicle movement
(1) New Vehicles If a road dangerous goods transport enterprise or a non-operating road dangerous goods transport unit intends to add special vehicles for the transport of dangerous goods, it shall go through the following procedures:
1. Road dangerous goods transport enterprises or non-operating road dangerous goods transport units shall fill in the application form for new transport vehicles. 2. The road transport management institution shall require road dangerous goods transport enterprises or non-operating road dangerous goods transport units to provide road transport business license or a copy of road dangerous goods transport license, motor vehicle driving license and its copy, motor vehicle comprehensive performance test report, vehicle technical grade evaluation table, etc.
3. The technical level of new special vehicles is Grade I. ..
4. If the special vehicle is a tank car, it shall also provide a tank car inspection certificate.
5. In line with the conditions, the road transport management institution shall issue a road transport permit to special vehicles, and at the same time deposit the above-mentioned related materials in the vehicle management files.
6. After the relevant procedures for adding special vehicles are completed, the road dangerous goods transport enterprises or non-operating road dangerous goods transport units shall establish vehicle technical files.
(II) A special vehicle for road dangerous goods transport whose vehicle has reached the scrapping standard stipulated by the state or whose technical level fails to reach the first-class standard after detection withdraws from the market, and a road dangerous goods transport enterprise or non-operating road dangerous goods transport unit intends to withdraw from the special vehicle for road dangerous goods transport, the road transport management institution shall withdraw the road transport certificate of the vehicle.
(three) the transfer of vehicle registration or ownership transfer of special vehicles for the transport of dangerous goods shall be handled in accordance with the following procedures:
1. If a road dangerous goods transport enterprise or a non-operating road dangerous goods transport unit requests the transfer of special vehicles, it shall apply to the road transport management institution that originally issued the license.
2. After receiving the application, the road transport management institution shall recover the road transport certificate of the vehicle, issue the special vehicle registration transfer certificate to the road dangerous goods transport enterprise or non-operating road dangerous goods transport unit, and register the vehicle change in the vehicle file of the road dangerous goods transport enterprise or unit.
3. Where the special vehicles are transferred to different jurisdictions, the road transport management institution that originally issued the license shall hand over the vehicle management files to the road transport management institution of the transfer place.
4. If the special vehicle intends to continue to engage in road transport of dangerous goods after the transfer, the new owner of the special vehicle shall re-apply to the road transport management institution where the transfer is located with the transfer certificate, transfer certificate and vehicle file. In line with the conditions, the road transport management institution shall handle the relevant formalities for the applicant as soon as possible.
5. Those who engage in road transport of dangerous goods without going through the relevant business procedures after the registration and transfer of special vehicles are deemed to be engaged in road transport of dangerous goods without road transport business license or road transport certificate or road transport certificate. (4) The vehicle stops
1. If the special vehicle for road transport of dangerous goods intends to stop, the road transport enterprise or the non-operating road transport unit of dangerous goods shall go through the formalities of stopping the vehicle with the road transport certificate, and the road transport management institution shall temporarily detain the road transport certificate.
2. If the special vehicle for road dangerous goods transport intends to resume operation after stopping, the road dangerous goods transport enterprise or the non-operating road dangerous goods transport unit shall apply to the road transport management institution for a road transport permit.
(5) Where a vehicle stops operating a road dangerous goods transport enterprise or a non-operating road dangerous goods transport unit, and its road transport business license or road dangerous goods transport license is revoked due to violation of regulations, the road transport management institution shall withdraw the road transport license of a special vehicle for road dangerous goods transport.
Five, dangerous goods transport vehicle files
(1) Vehicle management archives The road transport management institution shall establish a special vehicle management file for road dangerous goods transport. Special vehicle management files shall adhere to the principle of "one car for one file" and shall include the following contents:
1. Basic vehicle information, including motor vehicle driving license, copy of road transport certificate, vehicle photo, copy of carrier's liability insurance policy, etc.
2. Secondary maintenance and testing;
3. Technical grade record;
4. Vehicle change records;
Traffic accident records;
6. Vehicle inspection records;
7. Proof of communication tools and driving recorder or positioning system;
8 copies of tank test certificates or test reports, etc. ;
9. Other documents filed as required.
(II) Vehicle Technical Archives The road transport management institution shall supervise the road dangerous goods transport enterprises or units to establish the technical archives of dangerous goods transport vehicles. The technical archives of special vehicles shall adhere to the principle of "one vehicle for one file" and shall include the following contents:
1. Basic vehicle information, including motor vehicle driving license, copy of road transport certificate, vehicle photo, copy of carrier's liability insurance policy, etc.
2 major parts replacement and repair records;
3. Secondary maintenance records (including factory certificate);
4. Technical grade evaluation records;
5. Vehicle change records;
6. Driving mileage record;
7. Traffic accident records;
8. Vehicle inspection records;
9 communication tools and driving recorder or positioning system equipped with proof;
10. A copy of the tank test certificate or test report;

(three) the contents of the management files and technical files of special vehicles for the transport of dangerous goods on roads shall be timely, complete and accurate, and shall not be changed at will.
(four) the road transport management institution shall urge the road transport enterprises or units to submit dynamic information such as traffic accidents in a timely manner. Section 3 Management of Road Dangerous Goods Transportation
I. Market Management of Road Dangerous Goods Transport The road transport management institution shall strengthen the daily supervision of road dangerous goods transport enterprises and non-operating road dangerous goods transport units, supervise the enterprise qualifications, personnel qualifications and vehicle technical conditions, and standardize the transport behavior.
(1) Supervise road dangerous goods transport enterprises and non-operating road dangerous goods transport units to strictly implement relevant national standards or traffic industry standards for road dangerous goods transport.
(two) to investigate and deal with violations of the road transport license for dangerous goods, and to investigate and deal with acts of engaging in the transport of dangerous goods without obtaining the road transport license for dangerous goods.
(three) to investigate and deal with violations of road dangerous goods transport norms.
(four) to investigate and deal with violations of the provisions on the administration of special vehicles for the transport of dangerous goods on roads.
(five) to investigate and deal with violations of the provisions on the administration of road dangerous goods transport practitioners.
Second, the quality credit evaluation of road dangerous goods transport enterprises The quality credit evaluation of road dangerous goods transport enterprises refers to the quality credit evaluation of road freight transport enterprises, which is organized and carried out by the provincial road transport management institutions in a unified way, and implemented by the municipal road transport management institutions with districts according to their management responsibilities and authority.
Three. Road dangerous goods transport management archives The road transport management institution shall establish the management archives of road dangerous goods transport enterprises and non-operating road dangerous goods transport units, and keep them intact.

(II) Management files of non-operating road dangerous goods transport units The management files of non-operating road dangerous goods transport units shall include the following contents:
1. Application Form for Road Dangerous Goods Transportation;
2. A copy of the registration certificate of hazardous chemicals issued by the safety supervision department at or above the provincial level or the nature certification materials of enterprises and institutions such as scientific research, military industry and general civil aviation;
3. Explanations of special transportation needs;

5. A copy of the identity certificate of the investor and the person in charge and a copy of the identity certificate of the manager;
