This time, the "Notice" clearly strengthens financial and credit support, increases fiscal and taxation support, strengthens land use support, further optimizes the supervision of the real estate transaction market, and further optimizes government services.

For consumers, the New Deal mentioned that if new commercial housing (including residence, business and office) is purchased in Qinzhou from March 1 day to March1day in 2020, the deed tax subsidy ratio will be100% based on the deed tax paid; In April, 2020 1 day to 30th, the subsidy ratio is 80%. For those purchased at the same level in this city from May/KLOC-0 to June 30, 2020, the subsidy ratio is 50%.

It is worth mentioning that this is not the first time Qinzhou has given deed tax subsidies. For real estate enterprises, the "Notice" shows that the scope of filing the sales price of commercial housing should be reasonably adjusted. At the same time, enterprises that have difficulties in production and operation due to epidemic prevention and control may apply for a phased reduction in the proportion of housing provident fund deposits or deferred payment according to regulations.

In terms of land use support, the Notice pointed out that reducing the proportion of land bid bond, relaxing the payment period of land transfer price and pre-processing real estate registration procedures, that is, from now until the epidemic prevention and control is lifted, the proportion of bid bond for the transfer of state-owned construction land use rights will be uniformly determined at 20% of the starting price; For the transferred land, the land-using unit shall pay 50% of the land transfer price within 3 months after the signing of the transfer contract, and the balance can be paid in installments, with the longest payment period not exceeding 1 year.

The "Notice" also calls for optimizing the supervision of the real estate transaction market, reducing the key supervision quota of pre-sale funds in stages, relaxing the requirements for the image progress of pre-sale permits in stages, and rationally adjusting the filing scope of commercial housing sales prices.

I. Strengthening financial and credit support

(1) Strengthen credit support and stabilize credit supply. Financial institutions plan ahead of time, grasp enterprise information in time, optimize credit process, and do not lend, cut off or suppress loans to enterprises that have development prospects but are temporarily affected by the epidemic. (1) Reduce the key supervision quota of pre-sale funds in stages. The newly paid pre-sale funds are not subject to fund supervision, and can be used in full to pay for construction progress or purchase materials, equipment and other funds. After the epidemic prevention and control is lifted, the original fund supervision system will be resumed.

(2) Relaxing the image progress requirements of the pre-sale permit in stages. From now until 2020 1 October1day, if the construction of the building that has received the construction permit is affected by the epidemic, the image progress will be adjusted according to the investment amount when applying for pre-sale, and the funds invested in the development and construction of the pre-sale part will reach more than 25% of the total investment of the project.
