First, the main practices
In 200x, our sub-bureau was recognized as the second-level standardization sub-bureau by the provincial bureau. However, in order to establish a first-class standardized sub-bureau, how to develop in deepening and improve in consolidating is a new task we have to face. We sum up the experience in time, find out the shortcomings, recognize the gaps, start with the weak links such as basic data and computer application, self-pressurize, and earnestly rectify.
(1) Strengthen the construction of leading bodies and be a "leading goose".
After the institutional reform, the new team put forward the requirement of "complementing each other and putting on a good show", and earnestly implemented the "three-three work system", that is, under the premise of completing daily work every month, three days were arranged in the early days to conduct political review and tax investigation among taxpayers; Arrange three days in the middle to report the phased work to the municipal bureau, district Committee, district government and towns, and listen to the opinions and suggestions of leaders at all levels on our branch; In the later period, arrange three days to check and summarize the work completion of the branch this month, and arrange the tasks for next month. The improvement of the leadership style has led to a fundamental improvement in the work style of the whole sub-bureau.
(two) to strengthen learning, and strive to improve the comprehensive quality of tax officials.
The sub-bureau insists on people-oriented, and always puts improving the political and professional quality of tax officials and correcting the work style in the first place to grasp, grasp and do a good job. First of all, unify our thinking, recognize the situation clearly, and raise the awareness of tax officials on the importance of creating work; Secondly, the sub-bureau took the opportunity of the Municipal Bureau to organize cadres above the director of the unit to go to Yangzhou Tax Institute for training, which set off a new climax of learning in the overall situation. At the beginning of the year, organize all tax officials to go to computer schools for full-time study; Assign relevant personnel to participate in 4 computer training sessions organized by the Information Center of the Municipal Bureau; Encourage tax officials to participate in English training courses organized by the Municipal Bureau. Stimulate tax collectors' interest in learning by organizing study, exchange, examination and other forms. Through all kinds of training, the quality of tax cadres has changed significantly, which has cultivated a good tax discipline and improved the ability of comprehensive analysis and handling complex work.
(3) Strengthen business construction.
Our sub-bureau has always included the business construction in the project of "strengthening the quality inside and building the image outside", and constantly consolidated the basic theory and operation contents involved in various businesses through various learning methods. Combined with practical work, self-pressure, strengthen learning, proficient in business, improve service quality, so as to serve in law enforcement and enforce the law in service. First of all, pay attention to procedures, standardize law enforcement, and constantly improve the tax administration environment according to law. My branch earnestly studied and implemented the new Law on Tax Collection and Management, and changed the practice of focusing only on results and not on procedures in the past law enforcement process. Standardized the production of documents and strictly implemented tax policies in accordance with laws and regulations. For all kinds of tax-related application reports submitted by taxpayers, timely review and on-the-spot verification are required according to the time limit, those that meet the conditions of tax reduction and exemption are reported to the Municipal Bureau in time, and those that do not meet the conditions are explained clearly to taxpayers. Secondly, consolidate the foundation of tax collection and management and strengthen tax administration according to law. Over the past year, our branch has identified the phenomenon of "paying more attention to collection than management" in the collection and management work, and paid close attention to the quality of collection and management according to the working idea of "paying attention to quality and promoting income" and the requirements of standardized branches, and achieved good results. Third, attach importance to the basic management of taxation. At the beginning of 2002, our sub-bureau put strengthening tax management on the important agenda, and paid more attention to tax registration management, tax declaration management, invoice management and tax receipt management, computer application, tax counseling, tax verification and so on. Require the stock exchange and the collection office to handle the opening, change, suspension, resumption of business, cancellation, inspection for going out for business and registration of abnormal households in a timely manner in strict accordance with the time limit for public taxation; Do a good job in the examination, issuance and regular renewal of tax registration certificates. Supervise taxpayers to operate with bright certificates. At present, the rate of taxpayers with bright certificates in the jurisdiction of our branch has reached over 98%, and the main street has reached 100%. Fourth, the sub-bureau has established and improved invoice classification and household subsidiary ledger. Do a good job in the daily management of ordinary invoices, and purchase, cancel, issue and keep invoices in strict accordance with the prescribed procedures. At the same time, the sub-bureau regularly and irregularly conducts spot checks and inventory checks on the back office, ticket holders and tax collectors with fixed tax payment certificates. Conduct regular ticket knowledge counseling for manual ticket personnel. The filling of tax stamps has made great progress. There is no phenomenon of ticket withholding, payment withholding and tax bill loss; There is no phenomenon of "idling" or "mixed storage".
(4) Strengthening infrastructure construction.
With the care and support of the Municipal Bureau, our sub-bureau has offices, including offices, conference rooms, file reference rooms, cultural and sports activity rooms, etc. Equipped with the necessary collection and management vehicles, communication equipment, collection and management business computers and collection and management data filing cabinets. At present, each branch has a computer and more than 50 groups of filing cabinets for collection and management information, which provides the necessary conditions for accelerating the informatization construction of our branch, realizing the specialization of tax collection and management, and continuously improving the quality and efficiency of collection and management.
(5) Do a good job in the management of demonstration streets.
The sub-bureau regards Turntable Street as a "demonstration street" for tax payment, and requires all taxpayers on the "demonstration street" to operate with certificates and bright certificates, declare tax payment on the computer, and keep and paste the relevant tax payment materials in the tax payment manual. In the unannounced visit of the provincial bureau, it was well received. The sub-bureau also takes "demonstration street" as a typical example to promote to other streets and markets.
Second, the main results
Through the establishment of standardized sub-bureaus, it has effectively promoted the business construction of our bureau, promoted the process of standardizing law enforcement and improving service quality in sub-bureaus, and more importantly, promoted the increase of tax revenue. In last year's acceptance inspection of the standardization branch of the provincial bureau, our branch successfully passed the covert defense inspection of the provincial bureau and was rated as the first-class standardization branch.
Over the past year, our sub-bureau has implemented the control method of "one card, two forms, three accounts and four coordination" for the key, difficult and blind spot enterprises in the collection and management work over the years, such as bazaars, individual industrial and commercial households and rock resources exploitation. Individual tax revenue has been greatly improved. The annual warehousing tax was 720,000 yuan, accounting for 4.44% of the total income. Among them, the tax on the mining and warehousing of rock resources is 30,000 yuan, which is a zero breakthrough compared with previous years. In the whole year, the tax owed in previous years was cleared1380,000 yuan, accounting for 8.52% of the total tax revenue, and it was levied.
The "one-time" tax amounted to 592,000 yuan, accounting for 3.65% of the total tax revenue. The annual tax collected was16.2 million yuan, which exceeded the annual plan by 2.5 million yuan and exceeded the income by 18.25%.
Third, some experiences
(1) The attention of the party group of the Municipal Bureau is an important guarantee for us to do a good job in creating standardized sub-bureaus. In recent years, the party group of the Municipal Bureau has given strong support to the establishment of the standardized sub-bureau of our sub-bureau. In terms of hardware construction, it has created a good office environment for us, and has successively equipped the sub-bureau with the necessary hardware facilities such as data cabinets, filing cabinets and computers. In terms of software construction, we have given professional training to the establishment of our branch offices, and the collection and management department has repeatedly gone deep into the grassroots to give specific guidance. It provides an important guarantee for our creation work.
(2) Strengthening theoretical study and improving the quality of all staff are the basis for establishing standardized sub-bureaus. The important factor of establishing standardized sub-bureau is people. Therefore, in the work of establishing a standardized sub-bureau, our sub-bureau first starts with solving people's quality, pays attention to learning and education, and strives to improve the comprehensive quality of all tax collectors. First, strengthen political study, organize all tax officials to thoroughly study the spirit of Theory of Three Represents and the 16th National Congress of the Communist Party of China, educate all tax officials to firmly believe in Marxism–Leninism and socialism, adhere to the idea of building the party for the public and governing for the people, and firmly oppose the purpose of serving the people wholeheartedly. Through study and education, make all tax officials clear about our party's line, principles and policies at present and in the future, and strive to be consistent with the requirements of the CPC Central Committee in tax work; Second, strengthen business study, improve the tax business ability of all tax collectors, and lay the foundation for our branch to standardize and strictly enforce the law.
(C) The establishment of a united and effective team is the premise of establishing a standardized sub-bureau. Unity is strength, and the establishment of standardized sub-bureaus cannot be accomplished by a single person. In the creation work, the tax officials of our branch office think in one place, make efforts in one place, twist into a rope, and make a fist to form an overall resultant force. Focusing on the goal of creating a standardized branch office, * * * is a prerequisite for realizing the creation work.
(D) Strengthening the publicity of tax laws and establishing a strong tax coordination and protection network are the keys to establishing standardized sub-bureaus. The ultimate goal of establishing a standardized sub-bureau is to strengthen tax work, so we should pay attention to strengthening tax law propaganda in the process of establishing it, so that taxpayers can understand the tax law and care for and support our tax work. The practice over the past year has proved that through the publicity of the tax law, the majority of taxpayers have learned that the tax law has given greater support and understanding to our tax work and promoted the tax work of our branch.
