Administrative Procedure Law Article 53 A citizen, a legal person or any other organization may request that the normative documents formulated by the the State Council department and the local people's government and their departments on which the administrative act is based be examined together when bringing a lawsuit against the administrative act.

The normative documents specified in the preceding paragraph do not contain rules.
