Chapter I General Provisions Article 1 These Measures are formulated in accordance with the Law of the People's Republic of China on the Protection of Disabled Persons and in light of the actual situation of this province. Article 2 Disabled persons shall be appraised by the appraisal committee organized by the health administrative department at or above the county level according to the disability standards formulated by the State Council, and the disabled persons' card shall be issued by the county-level disabled persons' federation where the household registration is located. Article 3 Disabled persons enjoy equal rights with other citizens in political, economic, cultural, social and family life. Discrimination, insult and infringement of disabled persons are prohibited.

Persons with disabilities who hold the "Disabled Persons' Card" shall enjoy the relevant treatment stipulated in these Measures.

Special protection shall be given to disabled soldiers, persons disabled in the line of duty and other disabled persons who safeguard the interests of the state and the people. Article 4 It is the responsibility of the whole society to carry forward the socialist humanitarian spirit, understand, respect, care for and help the disabled and support the cause of the disabled.

All organs, organizations, enterprises and institutions and urban and rural grass-roots organizations within the administrative area of this province shall do a good job in the work of disabled people within their respective scope.

The legal guardian and ward of the disabled must fulfill their obligations of support and guardianship, and shall not abuse or abandon the disabled. Article 5 People's governments at all levels shall incorporate the cause of the disabled into the local national economic and social development plan, and the funds shall be included in the fiscal budget at the same level to promote the coordinated development of the cause of the disabled and the local economy and society.

With the approval of the provincial people's government, the Disabled Persons' Federation can organize special fund-raising activities throughout the province to help the disabled, and the funds raised will be used to develop the cause of the disabled. Article 6 People's governments at or above the county level shall set up coordination committees for the work of the disabled, participate in formulating policies, plans and plans for the development of the cause of the disabled, solve major problems in the work of the disabled, and supervise their implementation. The specific work of the Coordination Committee shall be undertaken by the Federation of Disabled Persons at the same level. Seventh federations of disabled persons at all levels represent the interests of disabled persons in their respective jurisdictions and safeguard their legitimate rights and interests; Unite to educate and serve the disabled; To undertake the work entrusted by the people's government at the same level and develop the cause of the disabled. Article 8 Disabled persons must abide by national laws and regulations, observe public order, respect social morality, fulfill their due obligations, be self-respecting, self-confident, self-reliant and self-reliant and contribute to socialist construction. Chapter II Rehabilitation and Prevention Article 9 People's governments at all levels shall formulate implementation plans and take measures to provide rehabilitation services for the disabled according to the rehabilitation projects for the disabled determined by the state. Tenth general hospitals at or above the county level shall provide rehabilitation medical services for the disabled. Provinces and conditional cities (prefectures) and counties (cities, districts) shall establish rehabilitation centers for the disabled, carry out rehabilitation training, train rehabilitation staff and provide rehabilitation technical guidance.

The health department should regularly send expert medical teams to provide rehabilitation medical care and technical guidance for the disabled. Eleventh medical colleges and nursing schools should gradually set up rehabilitation courses for the disabled, set up rehabilitation majors and train rehabilitation professionals in accordance with state regulations. Article 12 The relevant departments of the people's government shall organize and support scientific research, industry and other departments to develop and produce rehabilitation devices, self-help devices, special articles and other auxiliary devices for the disabled.

Provinces, cities (prefectures) shall establish service stations for the supply of articles and appliances for the disabled, and counties (cities, districts) shall establish service stations for the supply and maintenance of rehabilitation appliances for the disabled. Article 13 Both rehabilitation and prevention are equally important. People's governments at all levels should pay attention to the prevention of disability caused by heredity and endemic diseases;

(a) it is forbidden to marry lineal blood relatives, collateral blood relatives within three generations and people with other diseases that are medically considered unsuitable for marriage;

(2) Persons with disabilities, such as hereditary mental illness, hereditary mental retardation, hereditary malformation, etc., who are medically considered unsuitable for bearing children must be sterilized after marriage, and if they are pregnant, their pregnancy must be terminated;

(3) Edible salt without iodization shall not enter the salt market; Newly married women, pregnant women and babies in iodine deficiency areas should take preventive drugs prescribed by the state or province;

(4) Do a good job in infant immunization. Chapter III Education Article 14 The government, society and family shall guarantee the right of disabled children and adolescents who have the ability to receive general education to receive compulsory education. The school age and school age of disabled children and adolescents can be appropriately relaxed. Disabled children and adolescents receiving compulsory education are exempt from miscellaneous fees. Poor disabled students have priority to enjoy grants. Fifteenth early childhood education units should accept disabled children who can adapt to their lives into the park. Special education schools, children's welfare homes, rehabilitation institutions for disabled children and ordinary primary schools with conditions shall hold preschool classes for disabled children. Sixteenth ordinary primary schools and junior secondary schools shall not refuse to recruit disabled children and adolescents who can adapt to their study and life; Ordinary senior middle schools, secondary specialized schools, technical schools and institutions of higher learning shall not refuse to recruit disabled candidates who meet the admission standards prescribed by the state. Seventeenth people's governments at all levels should incorporate the establishment or expansion of special education schools (classes) into the planning; Cities (prefectures) and counties (cities, districts) with more students should establish special education schools; In remote areas, special education classes are attached to ordinary schools, or disabled school-age children are accepted to study in regular classes. Eighteenth relevant departments of the people's governments at all levels and the society should carry out illiteracy eradication, vocational training and adult education for the disabled. Encourage disabled people to study by themselves.

The education department should develop secondary vocational and technical education for the blind and deaf in a planned way; Special education schools should provide vocational and technical education for disabled students; Secondary specialized schools and institutions of higher learning should gradually set up special education majors suitable for the disabled.

The labor department and the Federation of Disabled Persons shall provide vocational skills training for disabled persons in a planned way.
