Resettlement of Retired Soldiers in Cities and Towns According to the Military Service Law and the Regulations on Resettlement of Retired Soldiers, demobilized soldiers in cities and towns are arranged and resettled by the county people's government that originally recruited them according to the principle of "where they come from, where they go back". A conscript who meets one of the following conditions and retires from active service shall be accepted: (1) Having completed active service; (2) Retired from active service before the expiration of active service for one of the following reasons: (1) Disabled due to war or work-related injuries, and unfit to continue active service; (2) A mentally ill person who is disabled or basically cured due to illness and is proved by a hospital at or above the division level in the garrison area to be unfit for active service and has not recovered after continuous treatment for half a year; (3) the number of troops is reduced and it is necessary to retire from active service; (four) major changes have taken place in the family, which is proved by the civil affairs department of the county (city, municipal district) where the family is located and needs to be retired from active service with the approval of the military organs at or above the regimental level; (5) National construction needs to mobilize troops; ⑥ For other reasons, it is not appropriate to continue to serve in active service. Retired soldiers in cities and towns can be roughly divided into three types: young people who were originally unemployed when they joined the army; He was an on-the-job employee when he joined the army; He was a student at school when he joined the army. Different resettlement policies are adopted for demobilized conscripts in three situations. (1) "Centralized Resettlement" policy. That is, demobilized conscripts who were formal employees of state organs, people's organizations, enterprises and institutions, in principle, return to their original units to resume work after discharge, and if the original work units have been revoked or merged, the higher authorities or merged units shall be responsible for resettlement. Retired conscripts are students who have not graduated from school. If they are required to continue their studies after discharge and they meet the learning conditions, their age can be relaxed appropriately. The original school should allow him to return to school next semester after discharge. If the original school has been revoked, merged or it is really difficult to resume studying in the original school for other reasons, an application may be made by himself or the school, and the education department at or above the county level shall arrange for him to study in the corresponding school. (2) Assign tasks according to the system and make mandatory planning for resettlement policies. When the people's government of the original collection place resettled demobilized conscripts in cities and towns, the demobilized conscripts who did not participate in the work before joining the army took the government's reasonable allocation and resettlement tasks, and enterprises and institutions affiliated to various industry systems must unconditionally undertake the allocation tasks. (3) "Differentiate treatment" policy. According to the spirit of Lu Fa [1998] No.73 document, volunteers who were originally from agricultural registered permanent residence and served in Tibet were awarded the honor of "good soldier" in the army, and after being approved by the resettlement department at or above the municipal level, the local government arranged for resettlement. Asking to leave the army halfway without justifiable reasons; Being expelled from the army or being expelled from the army; Demobilized conscripts who have committed criminal acts in the army or during the period to be assigned (except negligence) shall not be responsible for arranging work. 2. Resettlement of Retired Soldiers in Rural Areas According to the Regulations on Resettlement of Retired Soldiers and the provisions of the new military service law, demobilized conscripts living in rural areas are accepted and resettled by the people's governments of counties, cities and districts originally recruited, and their production and life are properly arranged by the people's governments of townships and towns. Mainly do a good job in the following aspects: (1) Do a good job in the development and use of dual-use talents and support veterans to become rich through hard work. Actively establish a service organization for dual-purpose talents of veterans, and give some support in ideology, policy and material. (2) Do a good job in recommending employment. For veterans who have outstanding performance in the army and have certain expertise, they are actively recommended to the relevant departments. When recruiting from rural areas, all employers give priority to recruiting veterans under the same conditions. 3. Resettlement of Demobilized Officers (1) Demobilized officers discharged from active service shall, in principle, return to their original places for resettlement, and the work shall be arranged by the people's governments directly under the county, city and municipality. Resettlement in different places shall be reported to the higher authorities or the people's governments of provinces, autonomous regions and municipalities directly under the Central Government for overall arrangement. Non-commissioned officers who have retired from active service shall be accepted if they meet one of the following conditions: ① those who have served in active service for a specified number of years and have not been approved to continue to serve in active service; (2) the reduction of military personnel requires retirement from active service; (3) National construction needs to mobilize troops; (4) Having been diagnosed by the garrison hospital, the health condition is not suitable for continuing active service; (5) Due to major family changes, it is required to retire from active service, and it must be approved by the civil affairs department of the county (city) people's government.
