The 47 Opinions of the Central Committee supporting Gansu stood at the strategic height of coordinating regional development in the whole country, focused on solving outstanding problems that affected and restricted the development of our province, and put forward strategic ideas and key tasks to further support our province's economic and social development, covering all fields and aspects of our province's economic and social development, which was consistent with the reality of Gansu's economic and social development, the regional development strategy launched by the provincial party committee and the desire of people of all ethnic groups in the province to accelerate development. The development strategy, development goals, key tasks and policies and measures expressed in the 47 Opinions of the State Council are not only a high-level summary and systematic exposition of Gansu's leapfrog development at the national level, but also a full affirmation of the development strategy formulated and being implemented by the provincial party committee and government, that is, the regional development strategy of "central drive, two wings of Qi Fei, group development and overall promotion". The 47 Opinions issued by the State Council send a strong signal, that is, with the strong support of the state and the strong leadership of the provincial party committee and government, we should accelerate development, develop scientifically and develop by leaps and bounds.

The 47 Opinions issued by the State Council have made a comprehensive deployment of Gansu's development from the perspective and level of the country, which is a major historical opportunity for the province to accelerate its development. In order to promote the coordinated development of regional functional groups in an all-round way, Guofa 47 Conditioning Department has formulated the strategic deployment of regional development based on the regional development strategy. The target is the core economic zone of Lanzhou-Bailu, and the positioning is "the important fulcrum of the new economic zone of West Longhai-Hailan and the transportation hub and logistics center in the northwest". Taking Lanzhou, the provincial capital city, as an example, it is an important strategic decision made by Lanzhou Municipal Committee based on the reality of Lanzhou and focusing on accelerating development to achieve leap-forward development and fully implement the strategy of "rebuilding Lanzhou". Its most fundamental requirement is to accelerate development, develop by leaps and bounds first and develop scientifically, which is also the most important task for the whole city during the Twelfth Five-Year Plan period. The whole city must be highly unified in thought and action.

The Lanzhou Municipal Government put forward the concept of constructing the Lanzhou-Baidu Economic Circle, that is, connecting Lanzhou District, Qinwangchuan and Baiyin to form an equilateral "Golden Triangle" with three sides of 70km each, which has become an interactive and complementary economic pattern, and radiation has driven the development and construction of the Lanzhou-Baidu Economic Circle. The construction of Lanzhou New District will be an important historical event and policy opportunity for the development of Lanzhou and Gansu. Lanzhou's pioneering action and experience will promote the construction practice of all cities in the province and gradually realize the grand goal specified in Article 47 of the State Council. On October 20 10/0 13, the real estate chamber of commerce of Gansu Provincial Federation of Industry and Commerce participated in the investigation of Qinwangchuan New District. At present, 20 member enterprises have submitted the amount of land for development and construction15,000 mu. In view of the above problems, we should do the following work and

Taking Lanzhou as an example, how to establish a set of operation mode for development and construction in new urban areas, it is suggested that the government take the development idea of Shenzhen Special Economic Zone as a guide, change its concept, completely break away from the old way of thinking of operation mode in old urban areas, solicit opinions and suggestions from developers extensively, make bold innovations, and formulate a five-year development plan. Formulate the operation mode and preferential policies corresponding to each five-year plan. For example, in the first five-year plan, how can the competent government departments such as land, finance, taxation and construction form a set of fast, efficient and beneficial operation modes? We should achieve a series of preferential policies such as low land price, fast operation speed, low bank interest rate, fast loan speed, low tax rate or reduction policy, fast approval by construction departments and short construction period, so as to attract more. On the premise of preferential policies, the development cost and the price of commercial housing have been greatly reduced. High-quality and low-priced residential products will attract more consumers to live in the new city and gradually realize the grand goal of 500,000 people in the new city. This is the top priority of our investigation and research and suggestions next year.

2. The land value-added tax has been puzzling our developers' thoughts and emotions. After we proposed to suspend the collection in 2008, it is now on the agenda again, which has caused great psychological pressure on developers. Compared with developed regions, our land value-added space is very different, so there should be specific local policies to regulate and control it. It is suggested that western underdeveloped regions should reduce the tax rate and cancel the liquidation of projects completed before 2008. For enterprises that have been restructured, they should cancel the restructuring before.

3. Continue to study the policy of land bidding, auction and hanging, and suggest that the government should give priority to bidding, increase the transparency of operation, treat local enterprises and foreign developers equally, and put an end to the unequal treatment of the black-box operation of directional listing. Strengthen the transformation of the old city and the amount of land, increase the effective supply of the land market, give local enterprises policy preferences and encouragement policies, and try to avoid the phenomenon that foreign enterprises take land at high prices, resulting in the frequent occurrence of land kings and the rapid rise of housing prices.

Since 2006, the effective supply of land in our province has shrunk by 10%-20% every year. In 2008, in the face of the world financial crisis, the stress investment of 4 trillion yuan stimulated the domestic demand of 96,000 yuan, and some central enterprises and even non-real estate qualified people poured into the real estate industry, and carried out an irrational auction for the hegemony. For a time, the frequent emergence of land kings in the country, the expansion of the real estate market bubble, soaring housing prices, coupled with the intensification of urbanization, the improvement of the quality of commercial housing, the increase of investment speculators and other factors, exacerbated the rapid rise in housing prices. It urges the government to carry out policy regulation again and again, which makes the policy variable and unstable, and some local policies even change constantly, which makes the developers unable to cope. It has become a turbulent period, and the effective supply of land in Lanzhou is even minimal. Targeted listing, black-box operation, exclusion of local developers, and foreign enterprises have become a routine at low prices, which has seriously dampened the investment enthusiasm of local developers. These phenomena need the government to face up to and change. I hope to learn more from the developed and honest advanced experience in coastal areas. For example, in terms of land supply in Guangzhou, they pay attention to proactive services on the one hand and strictly regulate management on the other, and advocate economical and intensive land use on the premise of improving services.

Since the beginning of this year, Guangzhou has introduced the method of bidding. The bidder will take the plot design scheme, the degree of consideration for the public interest, the qualification and reputation of the developer as assessment factors. This method will be a challenge to the highest bidder. In addition, the land transfer in Guangzhou is mainly based on large plots, and the whole transfer is carried out. At the same time, the subway is optimized and combined, and the market is launched to achieve the goal of saving and intensive. It is suggested that the government should increase the development and utilization of land in Dongcheng District of Yuzhong and Qinwangchuan New Town, and increase the support for local enterprises.

4. Due to financial reasons, the government is under great pressure to build affordable housing. It is suggested that the government should formulate corresponding policies, and private developers should participate in the development and construction of affordable housing to reduce the pressure on the government. At the same time, the amount of affordable housing is increased and the quality of affordable housing is improved.

5. Study the new policies and new trends under macro-control, adhere to the monthly market research, timely communicate with member units, solicit opinions, analyze and study, form opinions and suggestions that can represent the interests of development enterprises and promote the healthy development of the market, and then send them to member units in the form of research reports to guide the healthy and stable development of the industry.

6. Study the new market demand, such as commercial real estate, tourism real estate, and old-age real estate. In recent years, the member enterprises of the Chamber of Commerce have gradually developed into multi-field real estate, conducted research and exploration, and made a gratifying step. In terms of commercial real estate, Tianshui Lantian Commercial Plaza, developed and built by Tianshui Lantian Group, is large in scale and avant-garde, and has become a successful model of western commercial plaza. The Emerald New Town developed by Jinbao Hongfeng Company in Longxi, the Apple Commercial Pedestrian Street developed in Baiyin and the Shengding International Commercial Street developed by Shengding International Company in Qingyang are all successful examples of commercial real estate development and construction in the western region. With the continuous development of Gansu's tourism resources, tourism real estate has emerged quietly. For example, the villas developed and built by Xinglong Real Estate Company in Lanzhou Xinglong Mountain Scenic Area are also one step ahead in the development of tourism real estate.

Since last year, the concept of apartment for the elderly has been put on our agenda, which has become another development direction of the real estate industry. According to the survey, in 2009, Lanzhou has entered a period of rapid population aging, with 382,900 elderly people over 60, accounting for 12.28% of the total population. By the end of the 11th Five-Year Plan, the number of elderly people in Lanzhou will reach 460,000, accounting for/kl of the total population. According to the standard of "Evaluation System" for establishing a national civilized city in Lanzhou, every 100 old people should have two beds for the aged, and Lanzhou should have at least 9,200 beds for the aged. Coupled with the comprehensive needs of medical care, education, spiritual culture and other aspects, the development and construction of this apartment for the aged has been put on the agenda, and there are huge business opportunities, which is also a new field in which the real estate industry is in urgent need of innovation. In September this year, President Nie of the All-China Chamber of Commerce put forward the concept and thinking of the development of old-age real estate. At present, there are 25,000 elderly people in Lanzhou who need old-age care, but 14 welfare institutions for the elderly only have more than 2,000 beds, which is far from meeting the demand of old-age real estate. It is understood that one of the "urban garden" projects that Yuzhong County signed with Guangdong Evergrande Group for development and construction during the 16th Lanzhou Fair covers an area of 500 mu, about/kloc-0. It is suggested that the government should increase the research and investment in old-age real estate.

7. Intensify the investigation of backward areas in Gansu, study the development mode and track of real estate industry, popularize the development mode of old city reconstruction, gradually change the old city appearance of second-and third-tier cities, and promote the balanced and healthy development of real estate industry in the whole province.

Third, study the development road of housing industry under low-carbon economy

Since 2009, "green, ecological, environmental protection and health" has become the theme of our life, and enjoying a low-carbon life has become the lifestyle that people pursue. The area of newly-built houses in China now accounts for 50% of the world's total, and building energy conservation and emission reduction has been included in one of China's key areas. The low-carbon development of the real estate industry is not only the requirement of the country's overall carbon emission target commitment, but also the internal demand of the industry to achieve innovation and upgrade into anti-development. It depends not only on the government, but also on the participation of the whole industry and the whole society. Real estate enterprises should actively face this green revolution, which is both a challenge and an opportunity. The Chamber of Commerce puts forward the following questions for consideration and discussion.

1, the development of low-carbon housing, planning and design should go ahead.

Facing the housing development in a low-carbon economy, development enterprises should start with the planning and design, from the low-carbon concepts such as material saving, energy saving, high-tech application, environmental protection and ecology, from the implementation of 65% three-step energy saving to the conceptual low-carbon housing products such as 3A level and integration. In the design of construction technology, advanced, scientific, environmentally friendly and energy-saving construction operations are adopted to truly realize the concept of low-carbon housing in the sense of planning, design, construction and use.

2, the use of environmentally friendly building materials and green energy.

The biggest problem in developing low-carbon residential forest in China is the use of heat insulation and green energy. Vigorously develop and apply a new integrated heat insulation system to reduce the thermal insulation performance of houses and rooms, thereby reducing the use of energy-consuming equipment such as air conditioners and achieving the purpose of energy conservation and emission reduction. At present, with the development of science and technology, there are some cases of using new technologies for heating and cooling in residential areas, which reduces the dependence on conventional energy. For example, the advanced demonstration project of Jinghai Tuanbo, which won the renewable energy building demonstration project in 2008, adopted a variety of new energy technologies such as solar energy and geothermal energy, which made the project directly reduce carbon dioxide emissions by more than 10,000 tons per year, greatly reducing the occupancy cost of residents and having a very good demonstration role.

3. Rational utilization of water resources

Make rational use of water resources, reduce waste, develop and apply new domestic water use systems and equipment, improve the recycling of water resources and reduce waste of water resources. Vigorously develop and promote the use of biological sewage treatment system, improve the recycling efficiency of water resources, reduce the discharge of harmful substances, achieve the purpose of emission reduction, vigorously develop and promote the use of clean surface water discharge system, strengthen the collection, storage and clean utilization of surface water, reduce the use and waste of water resources during greening irrigation, promote the circulation of surface water and groundwater, and improve the recycling level of water resources.

4. Fine decoration is the trend of low-carbon housing.

About 90% of our current houses are rough houses, which are only semi-finished products. Repeated decoration will waste resources. To develop low-carbon economy and build low-carbon houses, real estate enterprises need to constantly improve the development level and quality, and be intensive and economical in the planning and design of apartment types. Increasing the proportion of fine decoration is very beneficial to the future development of enterprises and consumers. Fine decoration is a great contribution to low carbon. A fine decoration house will produce two tons less garbage than a blank house, and fine decoration will be the development trend of low-carbon housing in the future.

5. Develop housing industrialization.

The development of housing industrialization in Europe and America is relatively mature, which means that building housing through industrial production can not only provide housing quality, but also greatly reduce energy consumption. In Japan, the concept of housing industrialization is applied to the construction of houses in all directions. Housing industrialization can realize the direct communication between consumers and enterprises, so that enterprises can intuitively understand the needs of consumers and achieve the optimal allocation of resources. Although China's real estate enterprises are still in the initial stage of industrialization, some enterprises have begun to industrialize, and Vanke has taken the lead. It is estimated that the proportion of residential industrialization in Vanke products will be close to 70% in 20 12 and 90% in 2014. If the proportion of residential industrialization in China's real estate industry reaches 10%, the sewage discharge equivalent to 10 West Lake in Hangzhou will be reduced every year, and the amount of wood felling will be reduced by about 9,000 hectares.

6, vigorously promote the concept of low-carbon environmental protection.

Under the current situation, far-sighted real estate enterprises should realize that taking the low-carbon road is the development trend of real estate enterprises in China. Real estate enterprises must first improve their understanding of low-carbon economy and increase investment in human and material resources. At the same time, it is necessary to increase publicity to make consumers understand that the price of low-carbon housing may be higher than that of ordinary housing, but the annual use cost is lower than that of ordinary housing, which is economical and environmentally friendly in the long run, thus improving the public's acceptance of low-carbon housing. Therefore, it will be our long-term responsibility and mission to study and promote low-carbon housing.
