1. Insurance payment time and standards
In 2022, the individual payment standard for urban and rural residents’ medical insurance for school students is 320 yuan. If the country and province have new regulations on individual payment standards, Follow its regulations.
The payment time is planned to be from September 1st to December 31st, 2021 (specifically subject to the issuance of city documents).
2. Insurance payment process
(1) Insurance registration. In accordance with the principle of territorial management, all major technical secondary schools, scientific research institutes, and technical schools shall, in principle, handle the insurance payment procedures in a unified manner based on the school as a unit at the school location. Each school should collect students’ names, ID numbers, contact information and other information within the prescribed payment time (see Appendix 1 for details), and go to the local medical insurance (social security) agency to uniformly participate in insurance or change registration. Students in primary and secondary schools, kindergartens and other places can participate in insurance on their own at their place of residence.
(2) Do a good job in reducing the number of graduates. Major technical secondary schools, scientific research institutes, and technical schools collect graduate data in a timely manner, and handle insurance suspension and reduction procedures for graduates before August 20, 2021, to ensure that graduates can participate in insurance normally through other channels after leaving school. For those who are not in school normally due to internship, vacation, going abroad, etc. after graduation but still retain their student status, they must be notified in time to participate in the insurance and pay the insurance fee.
(3) Unified payment. After completing the insurance registration, schools participating in the unified insurance should declare and enter the basic medical insurance premiums for urban and rural residents of the students they collect into the treasury through the Guangdong Provincial Electronic Taxation Bureau or tax authorities before December 31, 2021. If the fee is not paid within the time limit, no additional payment will be made.
(4) Statistical archiving. Major technical secondary schools, scientific research institutes, and technical schools should focus on mobilizing students who refuse to participate in the insurance in their own schools and verify the specific reasons (such as those who have participated in the insurance in the place of residence outside the city, and those who have been insured in the place of residence in the city). In order to make it more convenient for insured people to go to designated hospitals and pharmacies for medical treatment, purchase of medicines, and to inquire about medical insurance policies, schools should increase the promotion of electronic medical insurance vouchers and encourage parents of students to activate electronic medical insurance vouchers, targeting the elderly and children who do not have mobile phones.
