Article 10 of People's Republic of China (PRC) Electronic Commerce Law shall handle the registration of market entities according to law. However, unless individuals sell their own agricultural and sideline products and household handicraft products, individuals do not need to obtain permission according to law, nor do they need to register according to laws and administrative regulations.
Those who apply for registration as individual industrial and commercial households according to Article 8 of the Regulations on Individual Industrial and Commercial Households shall apply to the registration authority where the business premises are located. The applicant shall submit an application for registration, identity certificate and proof of business premises. The registered items of individual industrial and commercial households include the name and domicile, composition, business scope and business premises of the operators. Individual industrial and commercial households use the name, with the name as a registered item.
Article 9 After examining the application materials according to law, the registration authority shall handle it in accordance with the following provisions:
(1) If the application materials are complete and conform to the statutory form, it shall be registered on the spot; If the application materials are incomplete or do not conform to the statutory form, the applicant shall be informed of all the contents that need to be corrected on the spot;
(2) If it is necessary to verify the substantive contents of the application materials, it shall be verified according to law, and a decision on whether to register shall be made within 15 days from the date of accepting the application;
(three) do not meet the registration conditions of individual industrial and commercial households, not to register and inform the applicant in writing, explain the reasons, and inform the applicant that he has the right to apply for administrative reconsideration and bring an administrative lawsuit according to law.
In case of registration, the registration authority shall issue a business license within 10 days from the date of registration. The state promotes electronic business licenses. Electronic business license and paper business license have the same legal effect.

Article 13 of the Regulations on Individual Industrial and Commercial Households shall submit an annual report to the registration authority from June 30th to June 30th every year. Individual industrial and commercial households shall be responsible for the authenticity and legality of their annual reports. Measures for the annual report of individual industrial and commercial households shall be formulated by the administrative department for industry and commerce of the State Council.
Article 14 The registration authority shall include individual industrial and commercial households that fail to fulfill their annual reporting obligations in the business exception list and publicize them to the public on the enterprise credit information publicity system.
Seventeenth individual industrial and commercial households shall, after obtaining the business license, handle the tax registration according to law. Where the contents of the tax registration of individual industrial and commercial households change, the tax registration shall be changed or cancelled according to law.
