Second-hand motorcycles purchased from other places need to submit the original motor vehicle number plate and driving license to the vehicle management office where the motor vehicle is registered. Dmv should endorse the changes on the motor vehicle registration certificate, issue a temporary driver's license valid for 30 days, and hand over the motor vehicle files to the motor vehicle owner. The owner of a motor vehicle shall, within the validity period of the temporary driver's license, fill in the application form and hand over the motor vehicle to the local dmv for transfer procedures.

Article 10

When the owner of a motor vehicle applies for a motor vehicle number plate and driving license for the first time, he shall apply to the motor vehicle management office with residence for registration.

Article 12

When applying for registration, the owner of a motor vehicle shall submit the motor vehicle for examination, confirm the application information, and submit the following certificates and vouchers:

(a) the identity certificate of the owner of the motor vehicle;

(two) proof of the origin of motor vehicles such as car purchase invoices;

(3) The factory certificate of the whole motor vehicle or the import certificate of the imported motor vehicle;

(four) motor vehicle traffic accident liability compulsory insurance certificate;

(five) vehicle purchase tax, vehicle and vessel tax payment certificate or tax exemption certificate, except that it is not within the scope of collection according to law;

(6) Other certificates and vouchers required by laws and administrative regulations when registering motor vehicles.

Motor vehicles that are not allowed to be imported by the customs and those that are exempted from safety and technical inspection as stipulated by the competent department of motor vehicle products in the State Council shall also submit the certificate of safety and technical inspection of motor vehicles.

The vehicle management office shall, within two days from the date of accepting the application, inspect the motor vehicle, collect and check the rubbing film or electronic data of the motor vehicle identification code, review the documents and vouchers submitted, and issue the motor vehicle registration certificate, license plate, driving license and inspection mark.

Motor vehicle safety technical inspection, taxation, insurance and other information can be checked online with relevant departments or institutions, and the applicant is not required to submit relevant certificates and vouchers, and the vehicle management office checks relevant electronic information.
