The maximum amount of central and local financial subsidies shall not exceed 50% of the automobile sales price (the sales price must be consistent with the fair market price). If the total amount of subsidies is higher than 50% of the automobile sales price, the amount of local financial subsidies shall be calculated as 50% of the automobile sales price after deducting the central financial subsidies. 3. Local subsidies for new energy vehicles are limited to vehicles registered for the first time. Consumers who purchase new energy vehicles shall enjoy no more than one vehicle with local subsidies. 4. New energy vehicles enjoying local subsidies shall not be transferred within 2 years from the date of initial registration. When applying for local subsidies, new energy vehicles purchased by consumers must be operated in this city and not in other places.
5. The charging and replacing facilities shall be subsidized by 30% of the actual investment amount (subject to the project audit report), and the subsidy for each fast filling pile shall not exceed 2000 yuan, and the subsidy for each slow filling pile shall not exceed 2000 yuan. (3) Sources of funds. Local subsidy funds shall be arranged by the municipal and district finance as a whole, and shall be borne by the municipal and district levels respectively according to the current system. III. Declaration, examination and issuance of subsidy funds
(a) the applicant's new energy vehicle sales unit and the public * * * charging and replacing facilities construction unit are the responsible subjects for the declaration of local financial subsidy funds. Non-registered new energy vehicle manufacturers selling new energy vehicles in urban areas shall register in urban industrial and commercial registration or entrust an automobile sales agency with independent legal personality to register in urban areas. When selling new energy automobile products, new energy automobile sales units should first settle accounts with consumers at the price after deducting central and local subsidies, and then apply for prepaid local subsidy funds according to procedures. (2) Registration and filing of local subsidy funds for new energy vehicles. Urban new energy vehicle sales units should register with Wenzhou New Energy Vehicle Industry Development Leading Group Office (located in the Municipal Development and Reform Commission) and submit the annual new energy vehicle promotion plan (fill in Annex 4-5). Enterprises that fail to fulfill the registration and filing procedures shall not be subsidized. (3) New energy vehicle subsidy application subsidy funds shall be declared once every quarter. (4) The subsidy funds for charging and replacing facilities shall be declared once every quarter. Conditional charging and replacing facilities construction units shall fill in the Application Form for Local Subsidy Funds for Urban Charging and Replacing Facilities Projects in Wenzhou, bind the application form and copies of the following materials into a book, and submit a subsidy application to the Municipal Development and Reform Commission within 10 working days before each quarter. The applicant shall provide the following application materials:
1. Organization code certificate, business license and tax registration certificate (or unified social credit code) of the project investment and construction unit; 2. Audit report and financial investment list of equipment investment projects issued by accounting firms; 3. Relevant explanatory materials for project acceptance; 4. Information such as inspection, inspection or certification that the charging and replacing facilities meet the relevant national and local technical specifications and design specifications; 5. IV. Supervision and management
