Party member is the cell of party organizations, and grass-roots party organizations are the foundation of the ruling party and its work. Strengthening and improving the construction of grass-roots party organizations is an important guarantee for doing a good job in all-round work. In order to make a breakthrough in party building, I think we should start with the following points: (1) Deepen our understanding and build a new pattern of party building at the grass-roots level. First, we should straighten out the relationship between party affairs and business work. Party organizations should put party building work on an important agenda, devote enough time and energy to party building work in accordance with the requirements of "grasping party building in a down-to-earth manner", and arrange and implement party building work together with business work. Second, we should strengthen the responsibility system for party building at the grass-roots level. We should be responsible at different levels, and strive to build a new situation in which leaders of party organizations take the lead in grasping party building, administrative leaders attach importance to supporting party building, and party workers consciously take the initiative to grasp party building from top to bottom. Third, we must earnestly strengthen the construction of grassroots party cadres.
