The establishment of a party branch is generally applied by the grassroots units, and the township (street) or the grassroots party Committee of the unit holds a meeting to study and decide and give a reply. The reply time is generally not more than 1 month.

After the approval of the grass-roots Party committee, the grass-roots units shall convene the Party branch committee elected by general party membership meeting or the Party branch secretary and deputy secretary without the committee.
