On-the-job training of civil servants is an important part of the national civil service system. From August 20, 2007 to September 2007 14, I participated in the water administration training organized by the Education Department of the People's Labor Bureau. Over the past month, students have further enhanced their friendship, introduced their work contents and experiences, and exchanged their knowledge about civil servants' administration by systematically studying "Civil Servants' Quality and General Ability" and many other theories and knowledge about civil servants, listening to the lectures of relevant experts and teachers, and visiting Jiangxi on the spot, which has made me more deeply aware of strengthening the construction of administrative ability and improving the service level of civil servants. This training, I feel that I have learned something, which is helpful for me to correctly perform my post responsibilities and do a good job in the informationization of the general office. Now I will report my learning experience as follows:

First, improve the comprehensive ability of civil servants.

The National Standard Framework of Civil Servants' General Competence (Trial) and the Training Outline of Civil Servants' Management Core Contents summarize the general competence of civil servants into nine categories: political discrimination, administration according to law, public service, investigation and research, learning, communication and coordination, innovation, emergency response and psychological adjustment.

Before we can understand and apply these nine universal abilities, we need to change our ideas. First, the transition from "omnipotence" to "finiteness". The government belongs to the society and is determined by the society. The government's duty is to maintain social order. In the social space, there must be areas that the government can't do or shouldn't set foot in. This determines that civil servants should correctly treat the role of the government, abandon the concept of "omnipotence" of the government, sort out the concepts of "limited government", "small government, big society" and establish the concept of "government-intermediary organization-society". The second is the change from "control" to "service". At present, the establishment of service-oriented government has become a basic goal of government innovation, which is put forward on the basis of market orientation and social orientation and conforms to the development of market economy. Third, the transition from "rule by man" to "rule by law". China is a country with a long history of rule by man, which has a long history in the traditional culture of China. The concept of unification, the supremacy of human feelings, cronyism, paternalism, privilege, replacing law with power, etc. It is still having a subtle negative impact. The party clearly put forward the basic strategy of "ruling the country according to law", which improved people's understanding of the role of law. Adhering to the supremacy of law, administering according to law, clearly defining various administrative rights, and supervising and strictly controlling the operation of rights according to law should be the principles that civil servants should abide by. Fourth, the transition from "efficiency" to "benefit". Some government officials are eager for quick success and instant benefit, and the idea of "image project" is serious, which has caused problems such as high government management cost, waste of resources and low efficiency. Therefore, we must establish a sense of cost-effectiveness, which is a necessary condition for the sustainable development of a harmonious society.

Civil servants should also have the positive spirit of serving the public wholeheartedly, love the motherland, be loyal to the people, be pragmatic, be pioneering and innovative, take the overall situation into consideration, unite and cooperate, be loyal to their duties and be honest and devoted to their duties. On the one hand, observe discipline, on the other hand, standardize behavior. I have benefited a lot from the report of Hou Juefei, deputy director of the Commission for Discipline Inspection of the CPC Central Committee, Interpretation of the Regulations on Civil Servants' Punishment. The Regulations on Punishment of Civil Servants was written in the spirit of protecting civil servants' rights and interests, consulted a large number of materials and conducted a large number of investigations, which fully embodied the principles of qualitative equality, justice and fairness, combining punishment with punishment, and adapting fault to responsibility. Careful consideration of this problem is unexpected. Originally thought to be a very simple and boring article, it suddenly came to life, which is a very useful example for drafting management measures in the future.

Second, strengthen the capacity of water administration.

During the training, I was lucky enough to listen to Highlights of Water Administration and Water Resources by the Director of Water Affairs Bureau, Thoughts on the Concurrent Flood and Drought by Shi Guangqian, Director of Jiang Bureau, and the report of the Vice President of Academia Sinica, which was deeply inspired and touched, and further understood the concept of "maintaining a healthy Yangtze River and promoting the harmony between people and water" put forward by the Party Committee.

Water administration is the organization, leadership, supervision and management of water activities of the whole society by water administrative organs at all levels according to law. The main body of water administration is governments at all levels and their water administrative departments, and the object of water administration is the water activities of the whole society. All the important activities of developing and utilizing water resources and preventing water disasters, and the major social contradictions arising therefrom, are the contents of water administration conducted by the water administrative department according to law. It mainly includes: water administrative legislation, water administrative law enforcement, water dispute mediation, planning management, water resources management, water resources protection, flood control and drought relief, river management, river sand mining management, soil and water conservation, water conservancy project construction and management, hydrological management and administrative license management.

Water administration should respect the laws of nature, plan scientifically, make overall plans, eliminate the negative impact of water conservancy development and engineering construction on the ecological environment as far as possible, promote the coordinated development of human and water, and strive to build a flood control and disaster reduction guarantee system, a water resources security supply guarantee system and a water environment security guarantee system in which human and nature live in harmony, so as to ensure the sustainable development of economy and society with the sustainable utilization of water resources. Specific to their own work, is to strive to establish and improve the water conservancy information construction as the main carrier of the work platform. Water conservancy informatization is an important aspect of water conservancy modernization, and water administration departments must rely on water conservancy informatization to improve service quality and work level. It is necessary to strengthen the construction of water conservancy information system, improve the organizational structure, strengthen organizational leadership, raise construction funds, train management talents, and create a guarantee environment for water conservancy information system. On the basis of strengthening the construction of basic database and network platform, we will comprehensively build flood control and drought relief command decision support system, water resources management decision support information system, water quality monitoring and evaluation information system, water and soil conservation monitoring system, river management monitoring system and water conservancy administrative resource management system, basically form a comprehensive water conservancy information system, and give full play to the role of water conservancy information.

In water administration, to give full play to the general ability of civil servants is to strengthen five kinds of consciousness, improve five kinds of ability and be good at five things. Namely: strengthen learning consciousness and improve adaptability; Strengthen the sense of responsibility and improve administrative ability; Strengthen the consciousness of efficiency and improve the ability to handle affairs; Strengthen communication awareness and improve cooperation ability; Strengthen scientific and technological awareness and improve innovation ability. Be good at learning from each other's strong points and actively improve the shortcomings; Be good at investigation and study, and solve outstanding problems; Be good at grasping the law and making scientific analysis and decision; Good at distinguishing priorities and highlighting work priorities; Be good at seizing opportunities and speeding up water conservancy development.

Three, the implementation of general ability, improve the quality of work

The Central Committee's "Proposal" on the Tenth Five-Year Plan puts the sustainable utilization of water resources at a strategic height related to the economic and social development of China, and requires great efforts to solve the problems of floods, water shortage and water pollution. According to this new requirement, the Ministry of Water Resources, on the basis of comprehensively summing up the experience and lessons of water control and deeply analyzing the new situation of water conservancy, clearly puts forward that it is necessary to change from traditional water conservancy to modern water conservancy and sustainable development water conservancy, and support the sustainable development of economy and society with the sustainable utilization of water resources. To achieve the strategic goal of water control in the new period, we must vigorously study, introduce and popularize advanced technologies and accelerate the construction of water conservancy information.

Using advanced modern science and technology and management means to liberate and develop productive forces is the foundation and important symbol of water conservancy modernization, and it is also the premise of realizing water conservancy modernization. In water conservancy work, it is necessary to promote water conservancy informatization, use modern information technology such as real-time monitoring technology, computer technology, communication technology and 3S technology, build a special wide area network for water conservancy system, establish a general database, and develop various professional systems (such as flood control command system, water quality information system, water resources management system, government information system, etc.). ) further improve the timeliness and automation level of information collection, transmission and processing, so as to make flood control decisions and develop, utilize, save and optimize water resources.

The construction of water conservancy informatization must fully understand the application status of the industry, identify the main problems that affect the informatization construction, analyze the causes of the problems, combine the current situation and proceed from the actual needs of water conservancy work, formulate plans, formulate plans, distinguish between urgency and delay, pay attention to application, implement them step by step, and gradually improve them. In order to promote the informatization work of our Committee, we must strengthen effective measures.

Leaders' attention is the premise of realizing water conservancy informatization. Increasing investment is the guarantee to realize water conservancy informatization. Water conservancy is a basic industry based on social benefits, and the source of funds for water conservancy informatization construction should mainly be financial input at all levels. Water conservancy informatization construction should be included in the water conservancy capital construction plan of planning departments at all levels, and water conservancy informatization subjects should be included in the financial budgets at all levels. Being an excellent civil servant is not a simple matter. There are still many things to learn and do. In my future work, I will strengthen my study and adhere to the style of modesty and prudence.
