Chapter I General Provisions Article 1 In order to maintain the order of the road transport market, ensure the safety of road transport, protect the legitimate rights and interests of all parties involved in road transport, and promote the sustained and healthy development of the road transport industry, these Regulations are formulated in accordance with the Regulations of the People's Republic of China on Road Transport and other laws and administrative regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to road transport operations, road transport-related businesses and the implementation of road transport management within the administrative area of this Municipality.

The term "road transport operation" as mentioned in these Regulations includes road bus passenger transport, chartered passenger transport, tourist passenger transport, taxi passenger transport and other passenger transport operations and road cargo transport operations (hereinafter referred to as freight transport operations).

The road transport-related businesses mentioned in these Regulations include road transport station (field) operation, motor vehicle maintenance operation, motor vehicle driver training and car rental operation. Article 3 Road transport management shall follow the principles of legality, openness, fairness, impartiality, high efficiency and convenience, and serve the establishment of a unified, open, green and orderly road transport market.

Engaged in road transport business and road transport related business should be operated according to law, honest and trustworthy, fair competition, and provide safe, convenient and high-quality services for the clients.

Encourage road transport operators to use new energy vehicles to promote energy conservation and emission reduction. Guide road transport operators to implement large-scale, intensive, corporatized and information-based management. Article 4 The people's governments of cities, districts and counties (autonomous counties) shall strengthen their leadership in the management of road transport, formulate development plans for road transport, coordinate the coordinated development of various road transport modes, and provide transport guarantee for promoting national economic development and improving people's lives.

The people's governments of cities, districts and counties (autonomous counties) shall take measures to promote the integration of urban and rural passenger transport services, improve the level of equalization of public and public services, and ensure the safe, economical and convenient travel of urban and rural residents.

The people's governments of cities, districts and counties (autonomous counties) shall promote the development of rural road passenger transport and provide universal and continuous services for rural residents' travel by means of government purchasing services and establishing operating subsidy mechanisms. Fifth municipal transportation departments in charge of the city's road transport management. The transportation departments of counties (autonomous counties) shall be responsible for the management of road transport within their respective administrative areas.

City, county (Autonomous County) road transport institutions belonging to the Department in charge of transportation shall be responsible for the specific transactional work of road transport management within their respective administrative areas.

City, county (Autonomous County) comprehensive administrative law enforcement agencies in charge of transportation are responsible for the specific law enforcement work of road transport management within their respective administrative areas.

Development and reform, public security, finance, planning of natural resources, housing and urban construction, cultural tourism, emergency management, taxation, big data application development, ecological environment and other departments, according to their respective responsibilities, do a good job in road transport management. Article 6 When the people's governments of cities, districts and counties (autonomous counties) formulate road transport development plans, they should make overall consideration of regional cooperation and promote the coordinated development of road transport in the economic circle of Chengdu and Chongqing.

The transportation departments of cities, districts and counties (autonomous counties) shall, according to the needs of land and space planning, national economic and social development, jointly with the departments of planning natural resources, housing and urban and rural construction, urban management, public security, etc., prepare the professional road transport planning of their respective administrative areas, and organize the implementation after being reported to the people's government at the same level for approval. Article 7 Road transport industry associations shall establish industry self-discipline mechanisms, standardize and supervise the business behaviors of their members, promote the construction of industry integrity, improve the service quality of their members, safeguard fair competition, protect the legitimate rights and interests of the industry and members, and promote the healthy development of the road transport industry. Chapter II Road Transport Operation Section 1 Shuttle Bus, Charter Bus and Tourist Passenger Transport Article 8 The transportation departments of cities, districts and counties (autonomous counties) may determine the operators of passenger transport lines through public forms such as bidding in accordance with the professional planning of road transport and taking into account the supply and demand situation, universal service, credit status and convenience of the masses in the passenger transport market.

The operating period of the shuttle bus passenger line is four to eight years. If it is necessary to continue the operation after the expiration of the operation period, it shall re-apply within 30 days before the expiration of the operation period. Ninth passenger bus operation should be placed in accordance with the provisions of the bus passenger signs.

The passenger bus shall run in accordance with the approved route, and it is forbidden to get on and off passengers in the closed section of the expressway.

Passenger buses are not allowed to pick up or pick up passengers outside the specified stations, and they are not allowed to stay, dump passengers or force passengers to transfer to vehicles on the way. If it is really necessary for passengers to transfer to a vehicle due to special reasons such as vehicle failure, they shall be replaced in time, and the grade of the transfer bus shall not be lowered, and no additional fees shall be charged.

Overtime buses shall comply with the provisions on the administration of shuttle bus passenger transport. Tenth passenger line operators are encouraged to carry out customized service of shuttle bus passenger transport, and flexibly determine the departure time and boarding and disembarking places according to passenger demand. Article 11 To undertake the chartered passenger transport business, the carrier shall apply to the road transport institution of the county (autonomous county) where the vehicle road transport certificate is issued for obtaining the chartered passenger transport sign. The carrier shall carry the sign of chartered passenger transport and the charter contract with the vehicle, operate according to the agreed starting place, destination and route, and shall not solicit passengers along the way or engage in bus passenger transport. Twelfth tourist passenger transport is divided into fixed-line tourist passenger transport and non-fixed-line tourist passenger transport according to the mode of operation. The fixed-line tourist passenger transport is managed according to the bus passenger transport, and the non-fixed-line tourist passenger transport is managed according to the chartered passenger transport.
