Last year, there were about 500 thousand household registration certificates issued by the city's public security bureau. Due to the fact that the household registration files are mostly paper-based and have not been digitized, before the citizens applied for issuing household registration certificates, they needed to go to the police station where the household registration was located or the police station where the original household registration was located.

For example, if a citizen's permanent residence is in Putuo District and his household registration is in Chongming District, it is necessary to go to Chongming to issue a household registration certificate.

Now, after accessing "One Netcom Office" to complete the online application and issuance, you can download and print the certificate directly, and you don't need to go to the police station to handle it. The two-dimensional code is also printed on the upper left corner of the electronic household registration certificate, which is associated with the Shanghai electronic license library, and the authenticity can be identified by scanning the code.

Entry-exit records are used as proof materials for tax refund, cancellation, purchase of duty-free goods, study abroad and other matters, and the demand for inquiry is increasing. Before the implementation of "One Network Office", applicants can only use their second-generation ID cards (Hong Kong, Macao and Taiwan residents can use their valid entry and exit certificates) to check the records at the windows of entry and exit points.

In September last year, the function of "personal entry and exit record inquiry" was officially launched on the "With the Bid Citizen Cloud" App, and the electronic seal of the Municipal Public Security Bureau was also displayed on the inquiry result page, which is convenient for applicants to download and print. Recently, this function has been put into operation in the general portal of "One Netcom Office".

Payment voucher for basic old-age insurance

The mobility of migrant workers in Shanghai is relatively high, and about12.26 million people from other provinces and cities are insured in Shanghai. In order to obtain the insurance payment voucher, the transfer personnel can print it through self-service inquiry machine, Shanghai human resources and social security network and other channels.

Now, after applying online, the insured person can complete the issuance of electronic materials by automatically comparing them through the system, relying on the electronic certificate library to generate electronic certificates and affixing electronic seals.

This certificate mainly serves graduates, and has practical needs in such scenes as unit entry, internship training and postgraduate entrance examination. After issuing the certificate online, students can prove their files without going to the student affairs center.

The application scenarios of this certificate mainly include reissue of marriage certificate, divorce, real estate transaction, testamentary inheritance, family history research and so on. The marriage registration file before 2002 proves that it was originally necessary to go to the district archives where the marriage registration was located to inquire and issue it.

Now, the application can be completed online with "One Netcom Office". However, the certificate can't be displayed electronically at present, so you need to make an appointment to pick it up at the nearest community affairs acceptance center, or choose express logistics. For example, Mr. Li applied at 9: 00 a.m., received a short message from the community affairs center at about 9: 30, "Application accepted and approved", and received a message from the courier at 9: 43.

One photo and one yard household tax clearance certificate (related to enterprises)

This certificate is applicable to the cancellation of the market subject by the market supervision department after the enterprise handles the tax cancellation registration. In the past, it was necessary to submit paper materials, but now it can be handled online.

Through the tax big data, the audit process has been automated. If the 42 indicators set by the system are passed, the corporate tax cancellation can be handled online, and the certificate can be issued in real time, and the whole process is paperless without manual audit.

How to apply for an online certificate?

Wechat scans the QR code on the webpage, reads the verification code according to the prompt and uploads a video for identity authentication;

After passing the authentication, the webpage will enter the information filling page, where the name, ID card and mobile phone number have been filled in in advance, and what needs to be manually entered is the contact address and the reason for reporting;

Upload materials, the existing ID card information of electronic license can be read directly, and other materials can also be uploaded through attachments;

After the materials are submitted successfully, the public security police will review and distribute them in the background.

In this way, after the relevant certificates are issued, citizens can inquire in the column of "My Certificate" in the general portal of "One Netcom Office"-citizens' homepage. At the same time, the electronic certificate will be synchronized to the "With the Application for Citizen Cloud" App in real time. Applicants can print the electronic certificate directly or use it through the App electronic bright certificate.

At present, the "online issuance certificate" can only be applied on the "One Netcom Office" webpage. Because there is a video authentication link, it is necessary to prove that the applicant is himself, and I feel that the steps are still a little complicated.

However, Pei Yuyun, head of the Application development department of Shanghai Big Data Center, introduced that this function will be launched on the "With the Bid for Citizen Cloud" app to further integrate data and simplify the certification process.

From "Opening Proof" to "Reducing Proof"

At present, relying on the existing data resources of the Municipal Big Data Center, the basic information (such as the basic information of natural persons and legal persons) in the online application form has been pre-filled, and the license materials (such as resident ID cards and business licenses) collected in the electronic license database can be exempted, and the online issuance of electronic certification materials can be completed through automatic comparison or manual review by the system.

It has two characteristics: in the first batch of online 12 high-frequency certificates, except the "certificate of fertility of people coming to Shanghai", the rest of the 1 1 electronic certificates have been submitted with "zero materials" and "zero running" online all the time.

Pei Yuyun introduced that it is planned to complete the access of 50 types of certification materials by the end of this year 10. In addition to expanding the scope, it will also deepen the application scenarios of electronic certification, and gradually promote the social application of electronic certification in the fields of enterprise bidding and social certification on the premise of ensuring application security.

However, the promotion of "One Network Office" is actually not only to "issue certificates more conveniently", but also to "reduce certificates as much as possible".

Although some businesses still need proof at present, in the long run, there will be fewer and fewer "proof materials" we need to use in the future.
