Article 1 In order to protect, develop and manage water resources, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on Regional National Autonomy, the Water Law of People's Republic of China (PRC) and other relevant laws and regulations, combined with the actual situation of this Autonomous County. Article 2 The protection, development and management of water resources in autonomous counties must abide by these regulations.

The water resources mentioned in these Regulations refer to surface water and groundwater. Article 3 Water resources belong to the state.

The water in the ponds and reservoirs owned by rural collective economic organizations belongs to the collective. Article 4 In the protection, development and management of water resources, autonomous counties adhere to the principle of sustainable utilization of water resources, adhere to the principle of unity of economic benefits, ecological benefits and social benefits on the basis of scientific investigation and investigation and evaluation, and give priority to meeting the domestic water needs of urban and rural residents in accordance with river basin planning, regional planning and the overall plan for national economic development. Fifth Autonomous County encourages and supports domestic and foreign organizations and individuals to participate in the protection, development and construction of water resources in Autonomous County in various forms according to the principle of "whoever invests benefits". Autonomous counties protect their legitimate rights and interests and give preferential policies to ethnic autonomous areas and underdeveloped areas. Sixth higher authorities should give policy support to the protection, development and construction of water resources in Autonomous County in terms of project approval, construction capital investment and ecological benefit compensation. Seventh autonomous county water administrative departments responsible for the unified management of autonomous county water resources; Other relevant departments shall, in accordance with the division of responsibilities determined by the Autonomous County People's Government, do a good job in water resources management. Article 8 Autonomous counties shall protect water conservation forests (lands) and soil and water conservation forests (lands), optimize natural vegetation, gradually return farmland to forests in a planned way, prevent soil erosion and improve the ecological environment. Ninth autonomous county water administrative departments in conjunction with the relevant departments to develop water resources protection planning, delimit the scope of all kinds of water conservation zone, the establishment of protected areas. It is forbidden to build backwater or water blocking facilities or structures within the scope of river management.

Tenth autonomous counties support small runoff hydropower stations to carry out reservoir reconstruction, improve the utilization rate of water energy and regulation performance. Strictly limit the construction of small runoff hydropower stations. Eleventh higher authorities should independently verify the transmission and distribution costs of autonomous county power grid. After approval, the hydropower production enterprises in the Autonomous County may sign power supply contracts with users, and reduce or exempt users' electricity charges. Twelfth power generation projects should be designed, constructed, accepted and put into use at the same time as power grid supporting projects and environmental protection projects. Article 13 To draw water directly from underground or rivers and lakes within the territory of an autonomous county, or to build a water diversion and storage project by using the water resources of the autonomous county, an application for drawing water must be submitted to the water administrative department in accordance with the regulations, specifying the location, category, use, quantity, method and plan of drawing water, and a water permit shall be issued after examination and approval. Fourteenth Autonomous County shall be exempted from applying for water permit for the following water intake:

(1) Water for farmland, orchard and tree planting;

(2) Drinking water for domestic use and drinking water for livestock and poultry;

(3) Taking water by manpower, animal power or other simple methods;

Fifteenth organizations and individuals that directly take water and store water from underground, rivers and lakes in Autonomous County must pay the water resources fee to the water administrative department of Autonomous County on time according to the regulations. The collection standards and measures shall be implemented in accordance with the relevant provisions of the state and the province. If they are not paid within the time limit, they shall be charged a late fee. Sixteenth autonomous counties in accordance with the provisions of article fourteenth and non-operating public welfare undertakings to take water, water resources fees shall be exempted.

During the period of exemption from income tax, newly established enterprises or foreign-funded enterprises may, with the approval of the Autonomous County People's Government, reduce, postpone or exempt water resources fees. Article 17 The water resources fees collected by autonomous counties shall be used in accordance with the purposes and scope stipulated by laws and regulations, and shall be used for special purposes and shall not be misappropriated.

The collection, use and management of water resources fees by the water administrative department of the Autonomous County shall be subject to the supervision and inspection of the financial, price and auditing departments. Eighteenth water engineering enterprises in Autonomous County shall pay taxes to the tax authorities of Autonomous County at the tax rate or preferential tax rate stipulated by the state. Nineteenth in violation of the provisions of this Ordinance, one of the following acts, the water administrative department of the autonomous county shall be ordered to correct the illegal act within a time limit, and shall be punished according to the provisions of relevant laws and regulations; The relevant responsible personnel may be given administrative sanctions by the supervision department:

(1) taking water without a license;

(two) in violation of the provisions of the water permit;

(3) illegally transferring, leasing or lending a water permit;

(four) failing to install water metering facilities as required;

(five) refused to accept the water metering inspection and provide data;

(six) refusing to implement the decision to reduce or limit water intake.
