Counterpart aid Tibetan provinces, cities, and central enterprises each select one outstanding cadre to take up a temporary position for poverty alleviation, mainly targeting counties (districts) and townships (towns) to focus on poverty alleviation work. Increase policy incentives to encourage all types of talents to take root in Tibet and make contributions. Counterpart aiding Tibet provinces, cities, and central enterprises provide skills training to members of the "two committees" of impoverished villages, leaders in getting rich, and poor people with labor force in aided areas. Each aiding Tibet province, city, and central enterprise trains 50-100 people every year. . All provinces, municipalities, and central enterprises assisting Tibet have further promoted "group-based" assistance to Tibet, increased support for education, medical care, agriculture, enterprises, border areas, and construction, and strengthened support in education, health, science and technology, culture, social work and other fields. Intensify aid to Tibet and support Tibet in winning the battle against poverty.
