According to the inquiry of Lishui District People's Government of Nanjing, Lishui District Citizen Center is located in the east of Qinhuai Avenue and south of Tianshengqiao Avenue in Lishui District. It is one of the top ten new landmarks in Nanjing during the 13th Five-Year Plan period. The facade is dominated by the rouge river with Lishui characteristics, with plum petals. The building adopts two L-shapes, which surround a glass and enjoy an atrium. The shape is virtual and real, and there are mountains and water.
