Article 1 In order to promote the sustained and healthy development of laboratories in this Municipality and improve the ability and level of laboratories to provide supporting services for economic development and social life, these Measures are formulated in accordance with the provisions of relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the development planning, resource integration and standardized management of laboratories within the administrative area of this Municipality.

The term "laboratory" as mentioned in these Measures refers to the general name of technical institutions engaged in inspection, testing and calibration activities. Article 3 The municipal quality and technical supervision and management department shall be responsible for the overall planning, coordination and guidance of the development of laboratories in this Municipality, and implement the supervision and management of metrological certification according to law.

The district and county quality and technical supervision and management departments shall be responsible for the law enforcement supervision of laboratory metrology certification within their respective administrative areas.

Municipal development and reform, science and technology, finance, taxation and other departments do a good job in the relevant work within the scope of their respective duties. Article 4 The development of laboratories shall follow the principles of overall planning, key support, resource sharing and standardized management, and adapt to all-round, high-level and international supporting services required by the development of modern manufacturing and logistics industries in this Municipality. Article 5 Administrative organs at all levels in this Municipality and organizations authorized by laws and regulations to manage public affairs shall create a good environment for the development of laboratories, and shall not exclude or restrict laboratories from participating in competition with discriminatory qualification requirements and evaluation criteria. Article 6 The municipal quality and technical supervision and management department shall, jointly with the relevant departments, organize the compilation of the guidance catalogue for laboratory development (hereinafter referred to as the guidance catalogue), which shall be promulgated and implemented after being approved by the Municipal People's Government.

For laboratories that meet the guidance catalogue, the relevant departments shall provide convenience and preferential treatment in planning, project establishment, registration and construction. Article 7 Where a laboratory is newly built, rebuilt or expanded in accordance with the Guidance Catalogue, the preparatory party may apply to the municipal quality and technical supervision and management department for accreditation in accordance with the Guidance Catalogue. In accordance with the guidance directory of the laboratory to the relevant departments to enjoy the relevant preferential treatment of the state and the city, the municipal quality and technical supervision and management department shall do a good job in consultation and coordination. Article 8 This Municipality focuses on the development of the following laboratories:

(1) a laboratory that can fill the gap in the industry or the market shortage;

(2) a laboratory with high technology;

(3) Laboratories that have reached the international advanced level or the domestic leading level;

(4) Laboratories required for the development of pillar industries in this Municipality;

(5) Other laboratories required by the economic and social development of this Municipality. Article 9 Laboratories recognized as high-tech enterprises shall enjoy preferential tax treatment in accordance with relevant regulations. Tenth laboratories that meet the direction of special funds for the development of small and medium-sized enterprises shall enjoy preferential treatment in terms of taxation, financing, guarantee, information, technical services, market access and withdrawal in accordance with relevant regulations. Eleventh laboratories in line with the city's policy to promote the development of intermediary service institutions, in accordance with the provisions of the policy to enjoy relevant preferential treatment, the specific measures by the municipal quality and technical supervision and management department in conjunction with relevant departments to develop. Twelfth newly established or newly added laboratory headquarters (regional headquarters) meet the relevant policies and regulations of supporting and developing enterprise headquarters (regional headquarters), and enjoy preferential policies in finance, taxation and talents in accordance with the provisions of the state and this Municipality.

The accreditation conditions of laboratory headquarters (regional headquarters) shall be implemented in accordance with the relevant policies of this Municipality. Thirteenth laboratories approved to apply for the establishment of national product quality supervision and inspection center, the municipal finance department in accordance with the provisions of the state and the city to give corresponding support. Article 14 Where the technology, instruments and equipment independently developed by the laboratory apply for a patent, the municipal intellectual property department shall subsidize the patent application fee. Fifteenth senior management talents and technical talents introduced by the laboratory enjoy the relevant policies of this Municipality to encourage outstanding talents to work in Tianjin. Sixteenth municipal quality and technical supervision and management departments shall establish a laboratory resource sharing mechanism, collect, statistics and disclose basic information such as laboratory equipment, instruments and personnel according to law, and build a laboratory resource sharing platform. Seventeenth to encourage inspection and calibration institutions relying on institutions of higher learning, scientific research institutes, enterprises and institutions to provide inspection and calibration services to the society according to law after being registered as independent legal persons. Eighteenth administrative organs and institutions and social organizations included in the government budget management need inspection, testing and calibration services in management activities, they should entrust a legally qualified laboratory to provide inspection, testing and calibration services.

Encourage other enterprises, institutions and social organizations to entrust laboratories with legal qualifications to provide inspection, testing and calibration services when they need inspection, testing and calibration services. Nineteenth to encourage cooperation between laboratories to achieve resource sharing. Twentieth municipal quality and technical supervision and management departments support the establishment of trade associations in laboratories, support trade associations to provide policy advisory services for laboratories, and play a leading role in formulating industry policies, exchanging industry information, improving industry level and safeguarding industry rights and interests. Twenty-first laboratories that undertake inspection, testing and calibration services and issue data with certification functions to the society shall apply to the municipal quality and technical supervision and management department for metrological certification. Article 22 A laboratory applying for metrological certification shall meet the following conditions:

(a) established in accordance with the law, can independently bear legal responsibility;

(2) Having a clear scope of inspection, testing and calibration services;

(3) Having professional and technical personnel and management personnel suitable for its service scope;

(4) Having a fixed workplace and facilities and equipment suitable for its service scope;

(5) Having a quality system suitable for its service scope;

(six) other conditions stipulated by laws, regulations and rules.
