Institutional responsibilities of yushu city Human Resources and Social Security Bureau
According to the Notice of the General Office of Changchun Municipal Committee and the General Office of Changchun Municipal People's Government on Printing and Distributing the Institutional Reform Plan of yushu city Municipal People's Government (Chang Ban Fa [2009] No.34), the Municipal Human Resources and Social Security Bureau was established as the working department of the municipal government.

I. Adjustment of responsibilities

(a) included in the responsibilities of the former Municipal Personnel Bureau and the Municipal Labor and Social Security Bureau.

(two) the overseas employment management, overseas labor service business management responsibilities assigned to the Municipal Economic Bureau.

(3) Increase the responsibility of government performance evaluation.

(4) Strengthening responsibilities:

1. Strengthen the personnel management responsibilities of enterprises and institutions as a whole, improve the labor income distribution system, and give full play to the advantages of human resources.

2. Strengthen the responsibilities of coordinating urban and rural employment and social security policies, and establish and improve the service and security system from employment to old-age care.

3. Strengthen the responsibility of coordinating the integration of the talent market and the labor market, accelerate the establishment of a unified and standardized human resources market in the city, and promote the rational flow and effective allocation of human resources.

4. Strengthen the responsibility of promoting employment, improve the public employment service system, implement the equal employment system for urban and rural workers, and promote social employment more fully.

5. Strengthen the responsibilities of coordinating the basic old-age insurance of enterprises and institutions, and promote the reform of the basic old-age insurance system.

6 strengthen the organization and implementation of labor and social security supervision and coordination of migrant workers' work responsibilities, and safeguard the legitimate rights and interests of workers.

Second, the main responsibilities

(a) to implement the national, provincial and Changchun human resources and social security development plans and policies, and organize the implementation of local laws and regulations of human resources and social security departments; Coordinate the construction of human resources and social security system in the city; Implement the basic principles, policies and overall plan for system reform of human resources and social security, prepare the long-term and annual plans for the development of human resources and social security in the city and organize their implementation.

(two) to formulate and organize the implementation of the city's human resources market development plan and human resources flow policy, establish a unified and standardized human resources market in the city, and promote the rational flow and effective allocation of human resources.

(three) responsible for promoting employment, the implementation of urban and rural employment development planning and policies, improve the public employment service system, organize the implementation of employment assistance system; Implement the relevant policies of the vocational qualification system and make overall plans to establish a vocational training system for urban and rural workers; Implement the employment policy for college graduates, and work out the training and incentive policies for high-skilled talents and rural practical talents in conjunction with relevant departments.

(4) To implement policies and measures to establish and improve the social security system covering urban and rural residents in the whole city, carefully organize the implementation of the basic policies and standards of the city's pension, unemployment, medical care, work injury and maternity social insurance and supplementary insurance, and do a good job in supervision and inspection; Implement the basic old-age insurance policies of government agencies, enterprises and institutions; To organize the implementation of policies on collection, payment, management and operation of social insurance and supplementary insurance funds; Organize medical insurance for urban residents; Implement the system of prevention and rehabilitation of work-related injuries; Establish rural endowment insurance and social security system for landless farmers in our city.

(five) responsible for the city's employment, unemployment, social insurance fund forecast and information guidance, formulate response plans, implement prevention, regulation and control, and maintain a stable employment situation.

(VI) To be responsible for the comprehensive management of civil servants in the city's administrative organs, referring to the staff of civil servant management institutions, implementing policies and regulations on civil servant examination, assessment, training, rewards and punishments, organizing the implementation of relevant personnel deployment policies and special personnel placement policies, organizing the implementation of the national honor system in conjunction with relevant departments, and formulating and organizing the implementation of the government reward system; Responsible for organizing and conscientiously doing a good job in the performance evaluation of the municipal government departments and township (town) people's governments and urban neighborhood offices; To undertake the administrative appointment and removal procedures for general staff managed by the municipal government.

(VII) Earnestly do a good job in the reform of the wage and income distribution system for employees of government organs, enterprises and institutions in the city, promote the establishment of a normal wage growth and payment guarantee mechanism for employees of government organs, enterprises and institutions, implement the welfare and retirement policies of national, provincial and Changchun government organs, enterprises and institutions, and participate in the evaluation of municipal model workers.

(eight) in conjunction with the relevant departments to do a good job in the reform of the personnel system of public institutions, and to formulate the management policies for the staff of public institutions and government agencies; Participate in talent management and implement the policy of professional and technical personnel management and continuing education; Promote and deepen the reform of the professional title system, and be responsible for the selection and training of high-level professional and technical personnel and rural local talents; Implement the policy of attracting experts and overseas students to work or settle in this city.

(nine) to implement the resettlement policy for demobilized military cadres, and formulate the resettlement plan for demobilized military cadres in our city jointly with relevant departments; Comprehensively do a good job in solving the difficulties and stabilizing demobilized military cadres in enterprises, and be responsible for the management and service of demobilized military cadres who choose their own jobs.

(ten) conscientiously do a good job in the work of migrant workers, implement the comprehensive policies and plans for migrant workers, promote the implementation of relevant policies for migrant workers, coordinate and solve key and difficult problems, and safeguard the legitimate rights and interests of migrant workers.

(eleven) accepting labor and personnel petitions; Organize and implement the implementation norms and arbitration rules of the labor and personnel dispute mediation system, and comprehensively do a good job in labor and personnel dispute mediation and arbitration; Handling labor and personnel dispute cases according to law; Coordinate the handling of major letters and visits and emergencies.

(12) To be responsible for personnel, organization management, party affairs, spiritual civilization, morals construction, trade unions, * * * Youth League, women's federations, family planning, discipline inspection and supervision, safety and security, and comprehensive management of social security; Supervise and manage the state-owned assets of subordinate units.

(thirteen) responsible for the city's human resources and social security exchanges and cooperation outside the port; Responsible for the introduction of foreign intelligence in the city.

(fourteen) to undertake other tasks assigned by the municipal party committee, the municipal government and the superior business department.
