I have said before that our cadres are "lazy", "scattered" and "paralyzed", and this phenomenon still exists to varying degrees. Of course, these problems exist for both historical and practical reasons, both personal and organizational. But I want to say that there are thousands of reasons, and none of them can hinder the development of Xx.

As a leading cadre, work ideas and development goals must be in line with the reality of Xx, but they cannot be limited to Xx in one place at a time, nor can they just start from Xx. They dare not do this, nor can they do it, for fear that it means that they are not afraid of poverty, that is, they are not afraid of not developing. Some cadres have worked in one place for several years, but their work has not improved and their development has not progressed. They always emphasize objectivity, and only resource theory and conditional theory are still influencing people's thinking. Third, conservative and closed. Some cadres are used to doing things according to the old traditions and methods. They are book-oriented and unrealistic. Don't dare to do what leaders haven't said, dare not do what documents haven't stipulated, and dare not try what others haven't done. They would rather be safe and backward than cross the border. Some people are used to copying, relying on meetings, documents, slogans and general programs to guide their work.

In the final analysis, these phenomena are all caused by the cultural mentality of backwardness and poverty. To achieve leap-forward development, we must make up our minds to get rid of the old ideas that imprison our minds, bind our hands and feet and restrict our development. Through the change of ideas, we will promote the change of thinking mode, working mode and leadership mode, and plan and promote various tasks with new thinking, new ideas and new horizons. We should focus on strengthening two spirits: first, enterprising spirit. These problems in the current style of cadres run counter to Theory of Three Represents's requirements.
