Provisions of Xiamen Municipality on Pension and Preferential Treatment for Soldiers
Article 1 These Provisions are formulated for the purpose of implementing the Regulations on Pensions and Preferential Treatment for Soldiers and the Measures of Fujian Province for Implementing the Regulations on Pensions and Preferential Treatment for Soldiers, strengthening the legal construction of pensions and preferential treatment for soldiers in our city, and promoting the construction of two civilizations in Xiamen Special Zone. Article 2 All servicemen of the China People's Liberation Army (including armed police forces), disabled revolutionary servicemen, rural demobilized veterans, families of revolutionary martyrs, families of servicemen who died in the line of duty, families of deceased servicemen and families of servicemen (hereinafter referred to as entitled groups) within the jurisdiction of Xiamen City shall enjoy preferential pensions in accordance with these measures. Article 3 The work of giving special care to the disabled shall be combined with the state, society and the masses, so as to ensure that the living standards of the entitled groups and the people in the Special Zone can be improved simultaneously. Article 4 counties, districts and towns (streets) shall establish an organizational network to serve the entitled groups, formulate a working system for the entitled groups, and mobilize relevant community units and departments to provide services for the entitled groups.

All state organs, social organizations, enterprises and institutions, foreign-funded enterprises, urban and rural grassroots organizations (including mass autonomous organizations) and citizens within the jurisdiction of this Municipality shall perform their respective obligations in accordance with these Measures. Article 5 Enterprises and institutions (including township enterprises) shall, under the same conditions, give priority to those who are entitled to special care. Sixth disabled revolutionary servicemen disabled by war or on duty shall enjoy the same treatment as disabled workers in their units. Article 7 Disabled revolutionary servicemen above Grade B who receive disability pension shall enjoy free medical treatment in accordance with the provisions of the state, and the required medical expenses shall be guaranteed by the district and county health departments, and no fixed contract shall be implemented. Third-class disabled revolutionary servicemen who receive disability pension, the medical expenses required for the recurrence of their wounds shall be solved by the district and county civil affairs departments at one time; If it is difficult for me to pay the medical expenses required for the treatment of illness, it shall be solved by the district and county civil affairs departments as appropriate. Eighth, the families of martyrs who hold the "Certificate of Medical Expenses Relief for Difficult Martyrs" still enjoy the free medical treatment given by the health department; Other revolutionary martyrs, soldiers who died in the line of duty, deceased soldiers, families of conscripts, and veterans who returned home sick do not enjoy free medical care, and if they are unable to pay medical expenses due to illness treatment, the health department of the district or county where they are located shall give relief as appropriate. Ninth children of revolutionary martyrs and disabled revolutionary servicemen who apply for secondary specialized schools and institutions of higher learning should be given priority under the same conditions. Children of revolutionary martyrs who apply for ordinary high schools, vocational high schools or technical schools will be reduced by 10 at the time of admission. Children of revolutionary martyrs are admitted to public schools free of tuition, giving priority to grants. Children of revolutionary martyrs, soldiers who died in the line of duty, deceased soldiers and disabled revolutionary soldiers with special or first-class needs should be given priority in admission to public nurseries and kindergartens. Article 10 If the entitled groups meet the requirements for engaging in individual business, the administrative department for industry and commerce shall give priority to the issuance of business licenses. If it is difficult for the entitled groups to engage in self-employed tax payment, the tax authorities should give relief as appropriate. Disabled revolutionary servicemen who engage in self-employment shall be granted tax reduction or exemption by the tax authorities in accordance with the relevant provisions on the employment of disabled persons. The industrial and commercial economic entities established by the entitled groups and township street grassroots organizations to increase the income of entitled groups, the industrial and commercial and tax departments give support and care in handling licenses, tax reduction and exemption. Eleventh disabled revolutionary servicemen by train, ship, coach, with "disabled revolutionary servicemen card" to enjoy half-price preferential treatment; Take a domestic civil airliner, buy a discount ticket with 80% of the fare, and give priority to ticket purchase. Article 12 Public utilities, posts and telecommunications, commerce, service industry and other departments shall, under the same conditions, give priority to the families of revolutionary martyrs who receive pensions and disabled revolutionary servicemen who have won second-class merit or above. Article 13 Special care recipients who hold the "Xiamen Revolutionary Martyrs' Family Card" issued by Xiamen Civil Affairs Bureau and active servicemen who hold soldiers' cards stationed in Xiamen will be exempted from tickets to parks and scenic spots designated by the city and district. Fourteenth units in the allocation of housing purchase, should take care of the entitled groups according to the following provisions:

(1) Under the same conditions, families of revolutionary martyrs, disabled revolutionary soldiers above Grade B, and demobilized soldiers who have won first-class merit in the army or been awarded honorary titles by units above the army are preferred;

(2) Officers in active service and families of volunteers who are not attached to the army shall be treated as dual employees;

(3) Conscripts and volunteers are included in the family housing distribution population. In the compensation for land acquisition and demolition, conscripts and volunteers should be included in the existing family population;

(4) Living in cities and towns with no work unit, housing and living difficulties, the district (county) government will give priority to solving the housing poverty-stricken households. In the demolition and residential renovation, the entitled groups who enjoy pension subsidies are exempted from collecting fees. Fifteenth families of martyrs who have no economic income and enjoy pensions in cities and towns may not raise housing rents. Living in rural areas entitled groups housing is indeed difficult, the town people's government and relevant departments in the examination and approval of housing land to give priority and care. Sixteenth conscripts from state organs, social organizations, enterprises and institutions (including state-owned contract workers) are paid by the original unit at a salary not lower than the standard before enlistment. If the original unit is revoked or merged, a certificate shall be issued by the superior competent department or the merged unit. Conscripts who join the army from units under collective ownership can enjoy preferential payments with reference to the above standards.
