Citizens who move from rural areas to cities must hold an employment certificate from the urban labor department, an admission certificate from the school, or a certificate from the urban household registration authority approving the move, and submit it to the place of permanent residence. The household registration authority applies for relocation procedures. Citizens who move to border areas must obtain approval from the public security authorities of the county, city, or municipal district of their permanent residence.
