You need to apply for a "Road Transport Business License", "Business License" and "Tax Registration Certificate". First of all, you must decide whether to apply for a self-employed business license or an enterprise business license. I personally recommend that you apply for a self-employed business license because of the application procedures. Simple and much less expensive.

Then go to the industrial and commercial department to apply for a "Name Pre-Approval Notice" and determine the store name. Then go to the local county-level transportation bureau to apply for a "Road Transport Business License". After obtaining this certificate, go to the industrial and commercial department to apply for a "Business License". Go to the local tax bureau or state taxation office to apply for a "Tax Registration Certificate" within 30 days of obtaining your business license
