Measures for Subsidies for Occupancy in Designated Social Welfare Institutions (Trial) In order to promote the equalization of basic public services in this Municipality, further build a moderately inclusive old-age service system that is coordinated with economic and social development and meets the needs of the people, and better realize the "sense of security" for the elderly in this Municipality, this subsidy method is specially formulated for the elderly living in urban and rural low-income families in designated social welfare institutions who cannot take care of themselves completely.
First, the subsidy object
Persons who meet the following conditions (except rural "five guarantees" and urban "three noes") may apply for this subsidy:
(a) with the city's household registration;
(2) At least 60 years old;
(three) to enjoy the minimum living allowance for urban and rural areas in this Municipality;
(four) it is determined that life can not be completely self-care;
(five) voluntarily stay in the social welfare institutions selected by the county civil affairs bureau where my account is located.
Second, the subsidy standard
(a) for the elderly people who can't take care of themselves within the scope of subsidies (hereinafter referred to as the subsidy object), the monthly subsidy is 1 100 yuan per person.
(2) If the monthly fee standard of designated social welfare institutions is less than 1 100 yuan, subsidies shall be given according to the actual fees; The old-age service contract is terminated due to the cancellation of subsistence allowances, death and other reasons. If the designated social welfare institutions provide pension services for less than one month, they will be subsidized according to the actual charges of that month, with a maximum of 1 100 yuan.
(three) the municipal civil affairs department may, in conjunction with the financial department, adjust the subsidy standards in a timely manner according to the increase in operating costs and fiscal revenue of designated social welfare institutions.
(four) the subsidy object shall not enjoy the subsidy for home-based care (helping the disabled) service at the same time.
Third, the source of funds.
The subsidies required by these Measures shall be separately charged by the municipal finance and the district and county finance where the subsidy object account is located, and shall be included in the annual budget and borne according to the ratio of 1: 1. 20 1 1 The annual funds required shall be fully borne by the municipal finance.
The assessment funds shall be compiled by the Civil Affairs Bureau of each district and county, and shall be charged by the district and county finance.
Fourth, the conditions for appointing institutions.
Social welfare institutions that provide designated services in districts and counties shall meet the following conditions:
(a) the construction conforms to the barrier-free design requirements, so that the facilities are complete, the functions are perfect, the configuration is reasonable, economical and practical, and it can meet the basic needs of the elderly who can't take care of themselves, such as life care, medical rehabilitation and spiritual comfort.
(two) management in line with national and Beijing industry standards. Establish rules and regulations that meet the needs of the actual work of the organization, with clear responsibilities of each post, sound management system, reasonable management personnel, and complete and standardized records of the elderly admitted to the hospital.
(three) the service is safe and thoughtful, reflecting the humanization. The food service is hygienic and nutritious, which can meet the special dietary needs of the elderly who can't take care of themselves completely; The ratio of nursing staff for the aged to the elderly who can't take care of themselves at all is not less than 1: 4, and the nursing service can realize 24-hour duty and programmed nursing, so that the indoor environment of the elderly is clean and tidy, and there is basically no odor; At least 1 doctors and a corresponding number of nurses should be provided to provide regular and routine care and carry out rehabilitation activities.
(four) the charging standard shall be uniformly priced by the district and county civil affairs bureau, and the institution shall not change it without authorization. The charging standard should be reasonable, which can meet and realize the desire of the elderly who can't take care of themselves in low-income families to live in social welfare institutions with the help of government subsidies.
(five) financial management norms, at least equipped with an accountant and cashier, can issue invoices.
The list of social welfare institutions selected and determined by the district and county civil affairs bureaus according to the above conditions and the adjustment and changes shall be reported to the Municipal Civil Affairs Bureau for examination and filing (Annex 1), and the list of designated social welfare institutions approved for filing shall be announced to the public and updated in time.
Verb (abbreviation for verb) application and approval procedures
(1) Application and acceptance. The applicant shall apply to the civil affairs department of the Township People's Government (street office) where his/her household registration is located, and provide the following materials:
1. "Application Form for Subsidies for the Elderly in Beijing with Poor Families and No Self-care" (Annex 2, hereinafter referred to as "Application Form") in duplicate;
2. The original and two copies of the applicant's resident identity card and residence booklet;
3. The original and two copies of the Beijing Minimum Living Security Certificate for Urban Residents or the Beijing Minimum Living Security Certificate for Rural Residents;
4. 4 recent 2-inch bareheaded photos.
If the applicant entrusts others to apply for subsidies, it shall also provide a power of attorney.
When accepting the application, the Civil Affairs Department of the Township People's Government (street office) shall check the contents of the application form filled out by the applicant with the original and photocopy of the resident identity card, residence booklet and minimum living guarantee card, and return the above materials to the applicant after verification.
(2) preliminary examination. The civil affairs department of the Township People's Government (street office) shall verify the information reflected in the applicant's application materials within 10 working days after receiving the application, and make a preliminary assessment of his ability to take care of himself, and sign the preliminary examination opinions on the Approval Form of Allowance for the Elderly People who can't take care of themselves in Beijing's low-income families (Annex 3) and report it to the district and county civil affairs bureaus.
(3) Evaluation and publicity. County Civil Affairs Bureau will review the application materials within 15 working days after receiving them, and contact social assessment agencies to assess the applicant's self-care ability. The results of the audit and evaluation shall be publicized in the community (village) where the applicant lives (Annex 4), and the publicity time shall be 7 working days.
(4) approval. If there is no objection at the expiration of the publicity period, the county civil affairs bureau shall make a decision within 5 working days, and make a notice (Annex 5), which shall be conveyed to the applicant by the civil affairs department of the Township People's Government (street office).
The expenses incurred by the applicant in staying in a social welfare institution before the date when the district/county civil affairs bureau approves and agrees to enjoy the subsidy treatment shall not be subsidized.
(5) filing. Before the first month of each quarter 15, the district/county civil affairs bureau shall summarize the examination and approval results of the previous quarter, fill in the Summary Table for Examination and Approval of Allowances for the Elderly with Poor Family Life in Beijing (Annex 6), and report it to the Municipal Civil Affairs Bureau for the record.
Disabled persons who have been admitted to social welfare institutions and meet the conditions specified in Items (1) to (4) of Article 1 of these Measures may apply for subsidies with reference to the above procedures and requirements.
Review of intransitive verbs
The County Civil Affairs Bureau organizes the review of the subsidy benefits of the subsidy object on June 15-30 and February 15-30 every year, makes a review decision, and reports the situation to the Municipal Civil Affairs Bureau for the record. If the subsidy object terminates the old-age service contract due to discharge or death, the designated social welfare institution shall report to the county civil affairs bureau where its account is located in the monthly report.
Seven. Change and termination
(1) In the following circumstances, if the subsidy object applies for continuing to enjoy this subsidy, it shall re-apply in accordance with the procedures and requirements stipulated in Article 4 of these Measures:
1. Not staying in the designated social welfare institution within 6 months from the date of receiving the subsidy;
2. More than 6 months from the date of termination of the old-age service contract with the designated social welfare institution;
3 accounts in the city within the scope of cross county migration, need to apply for a change in the source of subsidies or change the designated social welfare institutions;
4. Other circumstances that the district and county civil affairs bureaus think need to be re-handled.
(two) the subsidy object is cancelled, the service contract is terminated or died, and the subsidy will be stopped from the month after the minimum living allowance is cancelled or the contract is terminated or died.
Eight. allowance
(1) After the subsidized object moves into the designated social welfare institution, the institution will charge the old-age service fee on a monthly basis and issue a tax invoice to lower the subsidy standard.
(two) the way to take the "first service, after the settlement", the county civil affairs bureau to the designated social welfare institutions to allocate grants.
Designated social welfare institutions shall not have the behavior of disturbing the work order by first charging the full pension service fee to the subsidy object and then applying for subsidies from the subsidy object.
Nine. Grant payment and settlement
(1) Designated social welfare institutions shall, before the 5th day of the first month of each quarter (postponed in case of legal holidays), summarize the information of the subsidized object in the last quarter, and submit a copy of the individual payment bill of the subsidized object in the last quarter to the county-level civil affairs bureau where the account is located for review.
(2) Before the first month of each quarter 15, the district/county civil affairs bureau shall review and calculate the number of subsidies in the last quarter and the required subsidy funds, and submit them to the district/county finance bureau and the civil affairs bureau in writing respectively. Before 65438+ 10/5, calculate the number of subsidies this year and the amount of municipal subsidies needed, and submit them to the civil affairs bureau together with the number of subsidies and the amount of subsidies needed in the fourth quarter of last year.
(3) At the beginning of each year, the Civil Affairs Bureau puts forward an annual municipal subsidy allocation plan and reports it to the Municipal Finance Bureau according to the calculation of municipal subsidies required by each district and county this year and the liquidation of municipal subsidies received by each district and county in the previous year, and the Municipal Finance Bureau will issue this year's municipal subsidy funds to the district and county finance bureaus after the audit. If there is any balance in the municipal subsidy funds distributed to districts and counties this year, it can be carried forward to the next year for continued use.
(4) The district/county civil affairs bureau shall, jointly with the district/county finance bureau, study and determine the specific disbursement method of subsidy funds to designated social welfare institutions, so as to reduce the pressure on social welfare institutions to advance funds.
X. Supervision and management
(a) the Civil Affairs Bureau is the competent department in charge of subsidies for the elderly who cannot take care of themselves in designated social welfare institutions, and the Municipal Finance Bureau is the competent department in charge of subsidy distribution and supervision. The Municipal Civil Affairs Bureau shall, jointly with the Municipal Finance Bureau, conduct supervision and spot checks on the city's subsidy work.
(two) the District and County Civil Affairs Bureau is responsible for the daily management of the elderly who can not take care of themselves in the local low-income families, and the District and County Finance Bureau is responsible for the financial guarantee of local subsidies. The district/county civil affairs bureau shall, jointly with the district/county finance bureau, supervise and inspect the local subsidy work to ensure the accurate and timely disbursement of subsidy funds.
(three) social welfare institutions organized by the government, responsible for ensuring welfare services, should give priority to meet the needs of recipients for old-age beds; Social welfare institutions that enjoy operating subsidies organized by social forces shall ensure that no less than 5% of the total number of old-age beds are used to meet the needs of subsidized objects. Social welfare institutions shall not refuse to provide old-age services for the funded objects without justifiable reasons.
(4) The assessment of the applicant's self-care ability is entrusted by the Civil Affairs Bureau to a social assessment agency in accordance with the Assessment Standard for the Self-care Ability of the Elderly in Beijing Social Welfare Institutions (Annex 7). The social evaluation institution shall carry out the evaluation work in accordance with the procedures, time limit, evaluation fees and methods stipulated in the entrustment agreement.
(five) designated social welfare institutions in any of the following circumstances, by the district and county civil affairs bureau to be informed criticism, and ordered deadline for rectification. If the rectification within a time limit is not up to standard and belongs to the township people's government (street office), it shall not enjoy government subsidies such as the reconstruction and expansion of the old-age care institutions in the street office within 3 years; Belong to social forces, cancel the annual operating subsidies:
1. Refusing to provide old-age services for the funded object without justifiable reasons;
2 without the consent of the county civil affairs bureau for the record, raise the charging standard or charge other fees to the subsidy object in disguise;
3. Due to the substandard management and service quality, the donee or his family complained three times or more and it was verified;
Other acts of designated social welfare institutions in violation of the Interim Measures for the Administration of Social Welfare Institutions and the Measures for the Administration of Pension Services in Beijing shall be investigated for legal responsibility in accordance with the provisions.
(six) to cheat grants by fraud, once verified, immediately stop and recover the cheated grants, and investigate the responsibility of the relevant units and individuals.
(seven) explore the establishment of social welfare management information system. Low-income families cannot take care of themselves at all. The subsidies for the elderly to stay in designated social welfare institutions are unified into the social welfare management information system, and the docking and information sharing with the city's social assistance information platform are gradually realized.
