(a) to formulate the overall work plan of the labor model recommendation, selection and commendation meeting;
(2) Examining the candidates recommended by model workers;
(three) to determine the reward standards for the current model workers;
(four) to consider the major issues that need to be clarified in the daily management of model workers.
The CMC office is located in the Federation of Trade Unions at the same level, and its main responsibilities are:
(a) to be responsible for the specific organization of the recommendation, selection and naming of model workers;
(two) to guide, coordinate and handle the daily management of model workers;
(three) to check the implementation of the relevant labor model policies and put forward suggestions for adjusting the labor model policies;
(four) other work assigned by the CMC. Article 4 Administrative committees at or above the county level shall be responsible for organizing the implementation of these Provisions. Fifth provincial labor model commendation meeting is held once every five years, and the number of commendation is drawn up by the administrative committee and determined by the provincial people's government.
Due to special circumstances need to be commended, decided by the provincial people's government. Article 6 The recommendation and selection of model workers shall be oriented to the grassroots level and adhere to the principles of emphasizing performance, contribution, advancement, openness, fairness and impartiality. Chapter II Selection, Commendation and Cancellation of Model Workers Article 7 Those who love the motherland, adhere to the Party's basic line, abide by laws, regulations, rules and professional ethics, adhere to Scientific Outlook on Development, forge ahead, blaze new trails, make outstanding contributions to political, economic, cultural and social construction, and meet one of the following conditions may be recommended for selection as model workers:
(1) Having made outstanding contributions in production, operation, reform and management;
(2) Having made outstanding contributions in increasing farmers' income and promoting rural economic and social development;
(3) Having made outstanding contributions in saving energy and resources and protecting and improving the environment;
(4) Having made outstanding contributions in strengthening the management of production safety, safeguarding the rights and interests of employees in production safety and reducing production safety accidents;
(5) Having made outstanding contributions to independent innovation and promoting the transformation of scientific and technological achievements;
(6) Having made outstanding contributions to social security and employment expansion;
(seven) have made outstanding contributions in the bitter, dirty, tired, dangerous and other positions;
(8) Having made outstanding contributions to maintaining social stability, protecting the lives and property of the state, the collective and the people, and enhancing national unity;
(nine) have made outstanding contributions in deepening reform and opening up;
(ten) have made outstanding contributions in promoting the development of science and technology, education, culture, sports, health, population and family planning;
(eleven) made outstanding contributions in other aspects. Article 8 The proportion of model workers in non-leadership positions who are directly engaged in production, management, teaching, scientific research and other work shall not be less than 85% of the total number of model workers, and migrant workers shall have a certain proportion. Article 9 Anyone who has one of the following circumstances shall not be selected as a model worker:
(a) the person directly responsible and the person in charge of the enterprise or the legal representative within one year of the general production safety accident, two years of the major production safety accident or three years of the major production safety accident;
(two) in violation of environmental protection laws and regulations, subject to administrative punishment;
(3) Failing to handle employment filing according to regulations or failing to sign a labor contract according to law;
(four) the wages owed to the workers have not been corrected;
(five) the unpaid pension, work injury, medical care and unemployment insurance premiums have not been corrected;
(6) Violating the family planning policy;
(7) Infringement of farmers' rights and interests;
(eight) subject to disciplinary action;
(9) Being subject to criminal punishment for committing a crime;
(ten) there are other illegal acts that cause adverse effects. Article 10 The recommendation of model workers above the provincial level shall be conducted in accordance with the following procedures:
(a) the candidate recommended by the model worker shall be democratically recommended by the grass-roots units, and shall be submitted to the county administrative committee after discussion and approval by the employees (representatives) meeting or the residents' or villagers' (representatives) meeting of the unit;
(two) the county administrative committee of the model worker recommended candidates after passing the examination, approved by the county people's government, reported to the municipal administrative committee;
(III) The Municipal Administrative Committee (the provincial industrial trade union) shall report to the Provincial Administrative Committee after the candidates recommended by the model workers have passed the examination in accordance with the selection conditions and the prescribed proportion and quota, and have been approved by the Municipal People's Government (the office of the director).
If the recommended candidate is the person in charge of the enterprise, it shall also be approved by the relevant departments of industry and commerce, auditing, taxation, production safety supervision, environmental protection and supervision.
