The term "comprehensive law enforcement of urban management" as mentioned in these Regulations refers to the act that the comprehensive law enforcement department of urban management exercises the administrative punishment power of relevant administrative departments in the field of urban management and takes relevant administrative compulsory measures according to law. Article 3 The comprehensive law enforcement of urban management follows the principles of people-oriented, governance according to law, scientific management, consistency of rights and responsibilities, and coordination and innovation, and adheres to standardized, fair and civilized law enforcement. Article 4 The people's governments at or above the county level shall lead the comprehensive law enforcement work of urban management within their respective administrative areas, determine the work responsibilities of the competent department of comprehensive law enforcement of urban management and relevant administrative departments, establish and improve the coordination mechanism of comprehensive law enforcement of urban management, and coordinate the comprehensive law enforcement work of urban management.
The township (town) people's governments and sub-district offices in the urbanization management area shall assist in the comprehensive law enforcement of urban management. Fifth provincial urban management comprehensive law enforcement departments are responsible for the business guidance, organization and coordination, supervision and inspection, assessment and evaluation of the province's urban management comprehensive law enforcement.

Ninth units and individuals have the right to participate in urban management according to law, and have the right to discourage and report violations of urban management.
Urban management comprehensive law enforcement departments should establish multi-channel reporting channels to provide conditions for the public to supervise urban management law enforcement activities, listen to opinions and suggestions, and improve and perfect law enforcement methods. Chapter II Law Enforcement Authority and Scope Article 10 The competent department of comprehensive law enforcement of urban management shall, in accordance with the relevant provisions of the state and this province, implement comprehensive law enforcement of urban management in the field of urban management, concentrate on exercising the power of administrative punishment, and implement administrative coercion related to the power of administrative punishment. Eleventh urban management comprehensive law enforcement departments focus on exercising the following administrative punishment rights:

(four) the right of administrative punishment in urban management, such as occupying urban roads;
(five) the right of administrative punishment in water management, such as dumping waste, garbage, illegal soil, demolition of illegal buildings in urban rivers;
(six) other administrative punishment rights determined by the state and exercised by the comprehensive law enforcement department of urban management.
The municipal people's government with districts shall, in accordance with the provisions of the preceding paragraph, determine the specific scope of comprehensive law enforcement of urban management within their respective administrative areas, announce it to the public, and report it to the provincial people's government for the record. Article 12 In addition to the comprehensive law enforcement scope stipulated in Article 11, if it is necessary to exercise the power of administrative punishment and implement the corresponding administrative compulsion, it shall be implemented after being approved by the municipal people's government with districts and submitted to the provincial people's government.
Other matters concerning the implementation of comprehensive law enforcement of urban management shall meet the following conditions:
(a) closely related to the production and life of the masses;
(2) High frequency of law enforcement;

If the articles sealed up or detained are illegal, they shall be transferred to the relevant departments for handling.
