3. Strengthen corporate financing insurance support. For enterprises that carry out epidemic prevention tasks or are greatly affected by the epidemic situation, actively guide financial institutions to implement the policy of not lending, not pressing loans, and not stopping lending, and take operations such as extending loans and renewing loans without repayment to ease the financial pressure on enterprises; Encourage financial institutions to open up green channels for emergency loans or special loans for key enterprises such as epidemic prevention materials production and agricultural and sideline products supply, provide credit loans and medium-and long-term loan products, simplify the approval and lending process, implement preferential interest rates, and reduce and exempt relevant formalities and service fees. Expand the scope of price insurance for green leafy vegetables during the epidemic prevention and control period, realize "willing to protect everything" for farmers who rush to replant, simplify the claim settlement process, and improve the price insurance level of green leafy vegetables.

5. Increase the support of epidemic material supply enterprises. For enterprises listed in the national and municipal key list of production and supply of epidemic prevention and control materials, compensation will be given for policy losses caused by production costs higher than the actual selling price. 7. Ensure the demand for business premises. For small and medium-sized enterprises whose leased area belongs to state-owned (collective) enterprise real estate, after being identified by the lessor, the rent for production and business operation shall be exempted from February and March; For other tenants, according to the specific situation to make relief measures. Part of the relief is regarded as operating income and included in the annual performance appraisal of state-owned enterprises. For renting other properties of business premises, the asset side is encouraged to reduce or exempt the rent for the tenants. Give priority to policy support for various carriers such as industrial parks that reduce or exempt rents for leased SMEs during the epidemic. 8. Support enterprises to deal with foreign trade risks reasonably. For small and medium-sized enterprises that are unable to perform international trade contracts on schedule or due to the epidemic, actively help enterprises to apply for factual certificates related to force majeure, and waive service fees. Improve the insurance coverage of small and medium-sized micro-foreign trade enterprises to insure policy-based export credit insurance, reduce the underwriting service rate, and exempt the relevant credit fees of epidemic prevention materials importing enterprises, so as to ensure that all insurance is guaranteed. Open a green channel for claims and improve the efficiency of claims for foreign trade enterprises trapped in the epidemic. In case of contract disputes between export enterprises and foreign merchants due to the epidemic, legal proceedings will be conducted. 13. Implement an inclusive prudential supervision mechanism. Standardize law enforcement and punish prudently. If the enterprise has justified reasons and has not caused harmful consequences or slight harmful consequences, it will not be punished or mitigated; Strengthen the supervision of administrative reconsideration and safeguard the legitimate rights and interests of enterprises. Improve the credit repair mechanism of enterprises, and do not include the untrustworthy behaviors such as delayed delivery, delayed repayment of loans and overdue contracts caused by enterprises' participation in epidemic prevention and control.

14. Establish a legal service mechanism for enterprises involved in emergency. We will open a special hotline for legal advice for small and medium-sized enterprises, and set up a lawyer and notary service group to provide various forms of legal services for small and medium-sized enterprises. We will issue guidelines on notarization matters related to epidemic prevention and control, and provide specialized notarization services for small and medium-sized enterprises affected by the epidemic. People's mediation, judicial mediation and administrative mediation should be linked, and the mediation of contract disputes, consumer disputes and labor disputes should be strengthened, and the docking of complaints and mediation should be strengthened to promote the non-litigation settlement of epidemic-related disputes.

15. Support and guarantee the safe production of epidemic prevention and control necessities and daily necessities supply enterprises. In accordance with the principle of ensuring necessary, moderate support, voluntary and paid use of enterprises, we will focus on ensuring the protection needs and production needs of four types of enterprises, such as epidemic prevention and control necessities, people's daily necessities, agricultural products and deep processing, and urban operation guarantee. The epidemic prevention and control materials needed by enterprises will be reviewed and co-ordinated by enterprises and reported to the district and town (industrial zone), purchased on demand, and settled according to the facts.

This policy shall come into force as of the date of promulgation and shall be valid for three months (if there is a clear time limit for specific policies and measures, such provisions shall prevail). The required funds shall be borne separately according to the current financial system. All departments should conscientiously implement the superior policies and measures, and take the lead in formulating relevant implementation rules according to the division of labor. If the state and the city introduce relevant support policies, this district shall follow them.

Cultivate and support the development of enterprises with new technologies and new formats, accelerate the cultivation of enterprises with new formats such as online shopping, online education, online services, digital life and intelligent distribution, vigorously develop the medical and health industry, and support the development and growth of innovative ecological enterprises.

6. Encourage enterprises to carry out research and development of new epidemic prevention products, expand production and capacity, and transform the production of epidemic prevention and control materials. Upon confirmation, they will be given a subsidy of 50% of the total project investment during the effective period of the policy.

7. For key enterprises that implement major eco-industrial projects and undertake the construction of major supporting projects of the Flower Expo, if they are seriously affected during the epidemic period, they will be supported by one-on-one discussion.

8. Rent reduction for enterprises. If small and medium-sized enterprises lease the operating real estate (including industrial parks) of state-owned enterprises in this area to engage in production and business activities, they will be exempted from three-month rent in February, March and April; For enterprises that are indirectly leased, we should ensure that the rent reduction and exemption are implemented, so that the small and medium-sized enterprises that actually operate can finally benefit. For renting other operating properties, the owners are encouraged to reduce or exempt rents for tenants.

9. Increase the support for the production of green leafy vegetables, increase the price insurance of green leafy vegetables during the epidemic prevention and control period, realize the "willing to protect everything" of farmers who rush to replant, lower the threshold for claims, and ensure that vegetable farmers will increase the claims by 1 times on the basis of the claims from the original insurance plan; Increase the planting area of green leafy vegetables during the epidemic prevention and control period.
