3. According to the contract, first of all, you need to check the contract to see if there is an agreement in the contract that the real estate license cannot be handled. This situation has been stipulated in the contract and should be implemented in accordance with the contract.
The process of handling the real estate license is as follows:
1. The person who handles the real estate license fills in the application form at the Housing Authority;
2. Bring my ID card, household registration book, application form and other necessary materials to the housing registration department;
3. The housing management department shall review the materials submitted by the applicant, and handle and issue the house ownership certificate if it meets the requirements.
To sum up, if the materials required for housing ownership registration are not submitted on schedule, and the buyers fail to obtain the housing ownership certificate on schedule, if the commercial housing sales contract stipulates liquidated damages, it shall be handled according to the contract; If the contract for the sale of commercial housing does not stipulate the way to deal with the liquidated damages, it shall be calculated according to the paid house price and with reference to the standard of collecting overdue loan interest of financial institutions stipulated by the People's Bank of China.

Unless otherwise agreed by both parties, if the buyer fails to obtain the real estate ownership certificate at the expiration of the following period due to the seller's reasons, the seller shall bear the liability for breach of contract:
1, the real estate registration period stipulated in the commercial housing sales contract;
2. If the subject matter of the commercial housing sales contract is an unfinished house, 90 days from the date of delivery of the house;
3. If the subject matter of the commercial housing sales contract is a completed house, it shall be 90 days from the date of conclusion of the contract.
If there is no liquidated damages stipulated in the contract or the amount of loss is difficult to determine, it can be calculated according to the total amount of house purchase money paid and with reference to the standard for financial institutions to charge interest on overdue loans stipulated by the People's Bank of China.
