Article 13 of the Food Production License Law of People's Republic of China (PRC) shall submit the following materials to the local food and drug supervision and administration department at or above the county level where the applicant is located:
(1) An application for a food production license;
(2) A copy of the business license;
(3) the plan of the food production and processing place and its surrounding environment, the layout of each functional area, the layout of process equipment and the flow chart of food production process;
(4) List of major equipment and facilities for food production;
(5) Rules and regulations for ensuring food safety, such as incoming inspection records, production process control, ex-factory inspection records, food safety self-inspection, health management of employees, recall of unsafe food, and handling of food safety accidents. Where the applicant entrusts others to apply for a food production license, the agent shall submit the power of attorney and the identity certificate of the agent. According to Article 6 of Chapter II of the Measures for the Administration of Liquor Registration, units or individuals engaged in liquor wholesale and retail (hereinafter referred to as liquor operators) shall, within 60 days after obtaining the business license, register with the competent commercial department at the same level of the administrative department for industry and commerce at the place of registration in accordance with the principle of territorial management.
