Enterprises that have newly hired children from poor families, graduates from colleges and secondary schools in the graduation year, fresh junior high school graduates who have not continued their studies in urban and rural areas, migrant workers in rural areas and registered unemployed people in urban areas, signed labor contracts with a term exceeding 1 year, and participated in job skills training within 1 year from the date of signing the labor contract, will be given vocational training subsidies to employees or enterprises after obtaining vocational qualification certificates. Enterprise employees who participate in new apprentice training and technician training and obtain vocational qualification certificates shall be given subsidies for individual employees or enterprises' vocational training.
Enterprises, farmers' professional cooperatives, poverty alleviation workshops and other production and business entities that absorb the employment of poor laborers and carry out training on behalf of laborers shall be given vocational training subsidies for no more than 6 months according to the number of people absorbed. Enterprises affected by the COVID-19 epidemic will be included in the scope of subsidized training if they organize employees to participate in online and offline training during the recovery period of work stoppage. The subsidy standard is determined by the provincial people's society and the financial department.
The application process is as follows:
1. Enterprises applying for job skills training, technician training and new apprentice training subsidies shall provide tax invoices issued by training institutions to the human and social departments. Enterprises should report the training plan, trainer roster and a copy of the labor contract to the local Ministry of Human Resources and Social Security for the record before training technicians or new apprentices.
2. After the audit by the human and social departments, the training subsidies or cost of living allowance funds applied by individuals will be paid to the applicant's own social security card bank account or other bank accounts according to regulations, and the applicant will choose independently, and the same below or personal credit account will be paid to the bank accounts of enterprises and training institutions for applying for or directly subsidizing the training subsidies of training institutions.
Expanded content: Applicants for housing subsidies for college graduates must meet the following conditions at the same time: (1) Applicants must have a bachelor's degree or above and obtain corresponding bachelor's, master's and doctoral degrees. Among them, overseas students must obtain the academic degree certification of the study abroad service center of the Ministry of Education;
(2) Applicants applying for subsidies must have local household registration (graduates from universities in other places, Hong Kong, Macao and Taiwan who are employed and started businesses in the "two districts" are not subject to household registration restrictions);

Legal basis: Article 10 of the Measures for the Administration of Employment Subsidies in People's Republic of China (PRC) covers college graduates who are unemployed within two years after leaving school, and can be extended to secondary vocational graduates who are unemployed within two years after leaving school in hard and remote areas, old industrial bases and national poverty-stricken counties. Absorb the above-mentioned personnel to participate in the employment internship unit, and give a certain standard of employment internship subsidy, which will be used for the internship unit to pay the basic living expenses of interns during the internship period, handle the personal accident insurance for interns, and guide and manage interns.
