In order to conscientiously implement the "the State Council on Further Promoting Household Registration"
1. Overall requirements
Adhere to an active, steady, standardized and orderly manner, further relax the household registration transfer policy, give priority to solving the stock, guide the increment in an orderly manner, and reasonably guide the expectation and choice of agricultural transfer population to settle in cities and towns; Adhere to people-oriented, respect the wishes of the masses, actively promote new urbanization with people as the core, and protect the legitimate rights and interests of agricultural transfer population and other permanent residents according to law; Adhere to the situation in the province, release it if you can, reasonably guide the agricultural transfer population to settle in cities and towns, and promote the coordinated development of large, medium and small cities and small towns, and the interactive and integrated development of industries and towns; Adhere to overall planning, provide basic guarantees, and promote the reform of the household registration system and the equalization of basic public services.
II. Objectives and tasks
Unify the urban and rural household registration system, further relax the household registration policy, fully implement the residence permit system, improve the population information management system, and steadily promote the full coverage of urban basic public services for permanent residents, making it more conducive to improving and safeguarding people's livelihood, guiding agricultural transfer population to large, medium and small cities and towns, and promoting the coordinated development of urban and rural areas and the process of urban-rural integration. By 22, we will basically establish a new household registration system that is people-oriented, scientific, efficient, standardized and orderly, which is compatible with the economic and social development of our province, effectively supports social management and public services, and protects citizens' rights according to law, and strive to promote 3 million agricultural migrants and other permanent residents to settle in cities and towns.
III. Reform measures
(1) Implement a unified household registration system in urban and rural areas.
cancel the distinction between agricultural registered permanent residence and non-agricultural registered permanent residence, and register it as a resident account. From June 1st, agriculture or non-agriculture will no longer be registered in the column of "households", but will be registered as family households or collective households. All localities and departments strictly implement the relevant policies and regulations on household registration, and shall not set any preconditions for household registration. Public security organs no longer issue agricultural or non-agricultural household registration certificates. Education, health and family planning, employment, social security, housing, land and statistics departments should establish a system that is compatible with the unified urban and rural household registration system in a timely manner. (2) Adjust and relax the household registration transfer policy.
1. Fully liberalize the restrictions on the settlement of small and medium-sized cities and towns. People who have legally stable residences (including leases) in small and medium-sized cities and towns in the province, themselves and their spouses, minor children and parents who live with them, can apply for registration of permanent residence locally. The proof materials of legally stable residence (including lease) shall be stipulated by the Provincial Department of Housing and Urban-Rural Development. 2. Reasonably determine the settlement conditions of big cities. People who have been legally and stably employed in Nanming District and Yunyan District of Guiyang City, have legally and stably lived (including lease) for more than 3 years, and have participated in urban social insurance for more than 5 years (including), themselves, their spouses, minor children and parents who live with * * * can apply for registration of permanent residence locally. Can not meet the above conditions, the implementation of points into the home, the specific measures by the Guiyang Municipal People's government before June 1 to develop and implement.
People who are legally and stably employed in Huaxi District, Wudang District, Baiyun District and Guanshanhu District, Guiyang City, have legally and stably resided (including lease), and have participated in urban social insurance for more than 2 years (inclusive), themselves, their spouses, minor children, parents, etc. who live together can apply for registration of permanent residence locally. 3. Effectively solve the key problems in household registration transfer. College graduates, skilled workers, vocational college graduates, technical college graduates, returned overseas students and those who meet the requirements of the "Implementation Measures for the Green Passage of Introducing High-level Talents in Guizhou Province (Trial)" can apply for registration of permanent residence locally. (3) Improve the residence permit system. Citizens who leave their permanent residence and live in other cities with districts above the municipal level for more than half a year shall apply for residence permits at their places of residence. With the residence permit as the carrier, establish and improve the basic public service provision mechanism linked to the length of residence and other conditions. Holders of residence permits enjoy the same basic public services as local registered population, such as employment, basic public education, basic medical and health care, family planning, public culture, license handling, disaster relief and temporary relief rights. Holders of residence permits who have lived continuously in the local area for more than one year will gradually enjoy the same rights as the local registered population in secondary vocational education funding, employment support, old-age services, minimum living security, and support for poor people. The children of residence permit holders who move with them have been studying in the local area for a certain number of years, and gradually enjoy the qualification to take the senior high school entrance examination and college entrance examination in the local area. All localities should actively create conditions to continuously expand the scope of providing basic public services to residence permit holders. According to the principle of equal rights and responsibilities, the holder of residence permit should fulfill the civil obligations stipulated by the state such as military service and joining militia organizations according to law. (4) Simplify the procedures for household registration transfer. Residents who want to move their household registration in the province should go to the local police station with relevant procedures, and there is no need to go to the local police station to perform the formalities of moving out of the household registration. (5) Improve the population information management system. Establish and improve the actual resident population registration system, strengthen and improve the demographic survey, and comprehensively and accurately grasp the population size, personnel structure and regional distribution. Classify and improve information systems such as labor and employment, education, income, social security, real estate, credit, health and family planning, poverty alleviation, taxation, marriage and nationality, realize digital information management, and provide information support for inter-departmental and inter-regional information integration and sharing, and formulate population development strategies and policies. (6) Actively promote the adjustment of administrative divisions. Civil affairs departments actively promote the work of setting up towns from townships, merging towns, setting up sub-district offices from towns and changing villages into residences, steadily and orderly promote the work of setting up cities (municipal districts) from counties, and improve the working mechanism that adapts to the adjustment of administrative divisions and the reform of household registration system.
