Clarify the positioning of taxis in the urban comprehensive transportation system, adhere to giving priority to the development of public transportation, moderately develop taxis, make overall plans for the development of cruise cars and online car rentals, and promote the gradual integration and development of the two formats.
The urban people's government should reasonably grasp the scale of taxi transport capacity and its share in the urban comprehensive transportation system, establish a dynamic monitoring and adjustment mechanism, and gradually realize market regulation.
2. The newly-added management right shall be used for a limited period and free of charge, and the business entity shall not be changed. If the specific operating period of the existing management right is unclear or the paid use of the management right has been implemented, the city people's government shall formulate a scientific transition plan, reasonably determine the operating period, gradually cancel the paid use fee, and go through the formalities for change in accordance with the conditions and procedures stipulated by laws and regulations, and shall not speculate or transfer it without authorization.
3. Clarify the legal status of the network car, as well as the carrier's responsibilities, specific operating conditions and requirements for standardizing business practices that the platform company should bear, and support the continuous innovation and standardized development of the network car platform company.
4. In order to promote the development of sharing economy, facilitate people's travel, ease urban traffic congestion and reduce air pollution, the city people's government should encourage private passenger car sharing and formulate corresponding regulations, clarify the rights and obligations of car sharing service platforms, car sharing service providers and carpoolers, and standardize their development.

Article 6 of the Interim Measures for the Administration of Online Booking of Taxi Operating Services shall apply to the corresponding taxi administrative department according to the operating area, and submit the following materials:
(1) An application form for booking taxi business online (see annex);
(two) the identity certificate, credit certificate and photocopy of the investor and the person in charge, the identity certificate and photocopy of the agent and the power of attorney;
(3) Business license of enterprise as a legal person; If it belongs to a branch, it shall also be submitted;
(four) the office space, responsible personnel and management personnel of the service place;
(5) Proof that the Internet platform has the ability to interact and process information and data, and that it can be used by relevant regulatory authorities such as transportation, communication, public security, taxation, and network information to obtain information conditions for querying related network data, proof of database connection, proof that the server is located in the mainland of China, and proof that the network security management system and security protection technical measures have been established and implemented according to law;
(six) the use of electronic payment, payment and settlement service agreements signed with banks and non-bank payment institutions shall be provided;
(seven) the text of the management system, safety production management system and service quality assurance system;
(eight) other materials required by laws and regulations.
Those who engage in online car rental business for the first time shall apply to the corresponding taxi administrative department in the place where the enterprise is registered. The materials related to online service ability in Items (5) and (6) of the preceding paragraph shall be examined and identified by the provincial transportation department in the place where the online car rental platform company is registered, in conjunction with the departments of communications, public security, taxation, online information and the People's Bank of China, and the corresponding identification results shall be provided, and the identification results shall be valid nationwide. Where an online car sharing platform company applies to engage in online car sharing business outside its registered place, it shall submit the identification results of online service capabilities in Items (5) and (6) of the preceding paragraph.
Other offline service ability materials shall be audited by the taxi administrative department that accepts the application.
