I. Key Support Points and Support Methods

(A) Enterprise Development Carrier Project

1. Support points

(1) Building Industrial Park: environmental improvement projects such as building maintenance and supporting service facilities for the development of small and medium-sized enterprises implemented by the owners or operation management institutions of the building industrial park.

(2) Small business start-up base: environmental improvement projects such as base environmental transformation and supporting service facilities construction implemented by the owners or operation management institutions of small business start-up base for the development of small and medium-sized enterprises.

2. Support methods

Subsidies will be given to environmental improvement projects (including building maintenance, environmental transformation of the base, construction of supporting service facilities, etc.). ) in the building industrial park and small business start-up base 20 14. The amount of subsidy shall not exceed 50% of the invested project funds, and the maximum subsidy shall not exceed 500,000 yuan.

3. Declaration conditions

(1) included in the list of municipal key construction industrial parks and construction industrial parks that have obtained the approval documents of municipal construction industrial parks. Municipal small business start-up bases that passed the examination in 20 14 and newly recognized municipal small business start-up bases in 20 14;

(2) The reporting entity is the owner or operation management institution of the construction industrial park and the small business start-up base. The applicant shall be established and operated in accordance with the relevant laws and regulations of the state and have the qualification of an independent legal person;

(3) Having service places and facilities to provide relevant services for the settled enterprises. The full-time staff engaged in service work shall be no less than10;

(four) a sound management system and perfect service process, charging standards and service quality assurance measures;

(5) The expenditure on environmental improvement projects in 2014 is not less than 500,000 yuan;

(6) The declared environmental improvement projects shall meet the requirements of current laws, regulations and management regulations;

(7) Those who have been supported by special funds for small and medium-sized enterprises in the past two years will not be declared; The same project shall not be repeated to declare other municipal financial support; There is no illegal act.

(2) Service items

1. Support points

Various service organizations (including national and municipal SME public service demonstration platforms, district and county industrial cluster window service platforms, building industrial park public service platforms and key SME service organizations, etc.) provide information services, investment and financing services, entrepreneurial services, talent and training services, technological innovation and quality services, management consulting services, market development services, legal services and other related services for SMEs, as well as capacity-building projects and services for the purchase of facilities and equipment.

2. Support methods

(1) Subsidies for capacity-building projects. According to the proportion of not more than 30% of the investment in site renovation and facilities and equipment purchase projects in 20 14, the maximum subsidy amount is not more than 500,000 yuan.

(2) Business reward. Considering the number of small and medium-sized enterprises it serves, charging standards, overall customer satisfaction and other factors, it will be rewarded according to the proportion of not exceeding 50% of the actual service cost in 20 14, and the maximum reward amount will not exceed 500,000 yuan.

(three) the project applicant can apply for capacity-building project grants and enterprise incentives at the same time, and the total maximum support funds of the two support methods shall not exceed 800,000 yuan.

3. The applicant shall meet the following conditions:

(1) It was established and operated according to law before 20141,and it has independent legal personality; The declared service capacity building and service business reward items shall meet the requirements of existing laws, regulations and management regulations;

(2) It has service places and facilities to carry out related services, and full-time staff to carry out related services, with no less than 10;

(3) Having a sound service system and perfect service flow, charging standards and service quality assurance measures;

(4) Mainly providing services for small and medium-sized enterprises, with outstanding service business and sustainable service capacity. In 20 14 years, at least 30 small and medium-sized enterprises have signed contracts or agreements to serve them, and the customer satisfaction of small and medium-sized enterprises is not less than 80%;

(5) The investment amount of the project applying for the capacity-building subsidy is not less than 500,000 yuan; The project service fee for declaring service reward is not less than 400,000 yuan;

(6) Those who have been supported by special funds for small and medium-sized enterprises in the past two years will not be declared; The same project shall not be repeated to declare other municipal financial support; There is no illegal act.

(C) "going out" and market development projects

1. Support enterprises to "go global" for overseas investment inspection. Social organizations organized by or approved by the Municipal Bureau of Small and Medium-sized Enterprises, as well as key enterprises with strength and investment intention, will be subsidized according to 50% of the actual transportation and accommodation expenses, with the maximum subsidy of 1 person/time for each enterprise participating in the overseas investment inspection and the maximum subsidy of 2 persons/time for each enterprise participating in the overseas investment inspection, with each person not exceeding15,000 yuan. Enterprises in the process of foreign investment project consulting, investigation, demonstration, translation and other pre-service costs, to give 50% of the actual cost of a single project, the total project does not exceed 50 thousand yuan of financial subsidies. Subsidize the expenses incurred in the project promotion meeting that the inspection team really needs to hold overseas: the actual reimbursement organized by the Municipal Small and Medium Enterprises Bureau; Organized by social organizations, giving 50% of the actual cost, with a maximum subsidy of 500,000 yuan.

2. Support successful overseas investment projects. For enterprises that have successfully invested in "going out" in the previous year, enterprises with actual investment exceeding 2 million US dollars will be rewarded within 400,000 yuan.

3. Support enterprises to explore domestic and foreign markets. Support key enterprises to participate in domestic and international exhibitions.

(1) Enterprises that are approved to participate in the exhibition outside the country (territory) will be given 50% of the actual booth expenses, with a maximum subsidy of 50,000 yuan.

(2) 50% booth fee subsidy will be given to enterprises organized by the Municipal Small and Medium Enterprises Bureau or approved by the Municipal Small and Medium Enterprises Bureau to participate in domestic exhibitions.

(3) Support community organizations, service organizations and other social organizations to help enterprises explore the market. Financial subsidies of no more than 40% of the actual cost and no more than 400,000 yuan will be given to the platforms and activities established by social organizations recognized by small and medium-sized enterprises in the city to help enterprises explore the market.

(4) The expenses related to the market development service platform organized by the Municipal Bureau of Small and Medium Enterprises shall be actually paid according to the amount determined by the tender.

4. Application conditions: All kinds of enterprises (small and medium-sized enterprises, non-public enterprises, township enterprises) and social organizations that meet the above-mentioned "going out" and key support for market development and have been approved by the Municipal Small and Medium Enterprises Bureau, apply to the Municipal Small and Medium Enterprises Bureau in advance and get approval. Projects that have enjoyed relevant financial subsidies from other departments in that year may not declare the above subsidies repeatedly.

(four) scientific and technological innovation and information construction projects

1. scientific and technological innovation project: focus on supporting technological innovation in the fields of automobiles, equipment manufacturing, electronic information, chemistry and medicine, new energy and new materials. Take the form of free funding to support the purchase and self-made equipment (non-capital construction), raw material consumption, technical services, inspection, testing, technical personnel wages and other expenses in scientific and technological innovation projects, and the amount of support is below 400,000 yuan.

2. Informatization construction projects: municipal informatization demonstration enterprises that mainly support the application of information technology to transform traditional industries mainly refer to enterprises that apply safe and reliable software and information technology to improve the level of R&D, design, production and processing, and management, and effectively improve market competitiveness.

Information construction projects take the form of subsidy support, which does not exceed 30% of the investment funds for information construction, and the maximum subsidy amount does not exceed 300,000 yuan.

3. Application conditions: the project unit must be a small and medium-sized enterprise registered in our city, with the qualification of enterprise legal person, in line with the current national classification standards for small and medium-sized enterprises, with a sound financial system, in line with national industrial policies, with a high level of innovation, information management and strong market competitiveness. Projects that have been supported by national or municipal financial special funds shall not be declared.

(1) scientific and technological innovation project

It mainly includes: scientific and technological innovation activities of small and medium-sized enterprises in research and development, manufacturing technology improvement, material substitution application, product performance improvement, technical service model promotion or solving key core technologies in the industry.

For projects under construction that started before 20 14 12 3 1, the project execution period shall not exceed 24 months.

(2) Information construction projects

The project is required to be started and completed between 20 1 1 and the end of 20 13, and 20 14 runs well.

2. Information construction projects

Three. Projects that need to be declared

(1) Project declaration. The competent departments and financial departments of small and medium-sized enterprises in all districts and counties shall openly organize project declaration in accordance with the requirements of this notice. Eligible units shall submit an application report to the competent department of small and medium-sized enterprises and the financial department at the place of registration, and provide relevant application materials. (2) Project audit. The competent departments and financial departments of small and medium-sized enterprises in all districts and counties should strengthen cooperation and cooperation, organize project audit in strict accordance with the requirements of this notice, verify the authenticity of the application materials, and put forward audit opinions. The competent department of small and medium-sized enterprises at the county level shall keep all the information provided by the project unit for future reference.

The competent departments and financial departments of small and medium-sized enterprises in all districts and counties should strengthen supervision and inspection of the use of funds to ensure that the funds are earmarked.
