Cannot be deleted.

Personnel that have been declared in the withholding client cannot be deleted in order to ensure the integrity of the data. You can change the "Personnel Status" to "Abnormal" in "Personnel Information Collection". If you want to no longer display this person on the personnel information collection page, click Personnel Information Collection → More Operations → Hide Abnormal Personnel.
